Cluster stock on preparedness and response for the monsoon season (Damien, WASH cluster RRT) - Presentation and Emergency Preparedness Update attached - Stock has been calculated at an aggregate level, important to also consider where stocks are held, and how to deal with differing packages of stocks in different locations - Discussion covered issues including importance of standardising units of supplies, how to include provincial government capacity in identifying gaps, how distribution is managed, clarifying that the budget covers a minimum package only, and contingency if a larger caseload is experienced - Google Earth summary of water points in Sindh demonstrated, covering location, functionality, population coverage – shared with Sindh WASH Cluster, with updated information to be shared through PHED. Transformative agenda and cluster support from Humanitarian Reform Project (Joe, Coordination Reform) - Presentation attached - Role is to support capacity building of NGOs and other participants in the cluster system; through facilitating intercluster workshops and/or working with specific clusters for strategic planning, gap analyses - Focus is on modality of clusters, rather than cluster-specific technical training; coordination structures will be needed at district level in case of disasters – this might mean a possible focus on district level inter-cluster training - Capacity and resource levels are challenges within provincial/district clusters, often active members are not able to attend meetings 5. ERF (Emergency Response Fund) Briefing (Ira, OCHA) - Presentation attached - WASH has received $8.9m through ERF since August 2010 (24.6% of total) - Designed to respond to unforseen disasters, but can also be used to fill gaps in humanitarian response plan (not development projects, however) - Projects between $50,000 and $250,000, and between 3 and 6 months’ duration, preference given to established organisations in the geographic area, with proven capacity, and strong gender strategy – supporting documentation is required - Review mechanisms – Advisory Board for strategic direction, Review Board for proposal review, Technical Review Teams within each cluster - Further information via http://pakresponse.info/ERF.aspx - Discussion on the mechanism for opening a round of proposals – trigger is the NDMA requesting the HC for assistance (if agencies are being approached by PDMAs, they should refer them back to NDMA advice) - WCC indicated that Cluster Technical Review Team is under development PAKISTAN WASH CLUSTER UNICEF Country Office: 90 Margalla Road, F-8/2, Islamabad Ph. 92-51-2097700 Fax. 92-51-2097799 6. Global Hand washing day (Patrick, UNICEF) - 15 October is Global Handwashing day (GHD), hoping that next cluster meeting agencies can share their preparation plans - Request that an agency volunteer to coordinate GHD activities was put forward by UNICEF chief WASH. 7. AoB – Gwadar – (Begna, WASH cluster) - Discussions continuing on response options – The local government, Navy and Intercontinental Hotel both assisting, in the short-term, and WHO providing some water treatment and storage assistance - Two deaths reported last week from AWD while 68 were treated for acute watery diarrhoea. - The National disaster management authority has provided access to RO plants (reverse osmosis).National cluster has developed a short project cost analysis and shared with NDMA and agencies that showed interest.
