Hillsboro-Deering School Board Special Meeting April 13, 2011 Hillsboro-Deering Middle School Media Center Draft In attendance: Board membersRich Pelletier, Chair Terry Cutter Virginia Leiby Marjorie Porter Paul Plater AdministrationDr. Alan Genovese, Superintendent Carol Fogarty, Administrative Assistant Community Members A. Call to Order Chair Pelletier called the meeting to order at 5:00pm. B. Pledge of Allegiance Chair Pelletier led the Pledge of Allegiance and a Moment of Reflection. C. Public Comment John Segedy: Suggested a second public comment session Felt the Memorandum of Understanding was put on the agenda without alerting the public and it should not be done without more public input It should also include any funding implications, continuance plans Teachers are now expected to teach 5? 1/6th fewer choices of classes Judy Peucker is concerned about what is happening in the schools and expected more information coming from the schools. She would like to see an outpouring of community concern, a series of meetings held at different times. She is concerned about the articles she has read lately in the papers. D. Presentations/Discussions 1. Memorandum of Understanding regarding HS Transformation Dr. Genovese said that he will be writing a weekly newsletter to communicate what is going on. There is a process and negotiations are a part of a plan. When the community is involved on a 1 planning team is when the plan that will be submitted to the department of education will be finalized. He mentioned the many good things that are happening at this school including AP college credit earnings, military school and post graduate programs. Some students did not take the testing seriously and did not give their best effort. There has been some recognition of the effects of the standardized testing. The Memorandum is a tool to work with and the teachers voted on this earlier. The high school is only a piece of the plan. This is an opportunity to make some changes. Ideally the plan will include bringing in more staff. A public forum will be held in Deering, Hillsborough and Washington. The leadership team is looking at current plans to see what needs to be changed or modified. Marjorie said that 74% of the schools in NH are DINI. Terry asked and was told that negotiations are not taking place right now as teachers want to focus on the transformation. This will be revisited in September. A motion was made by Terry, for School Board support for the Transformation Model as a means of improving student achievement at the high school, seconded by Ginks. Marjorie would like to see the guidelines that Dr. Genovese used when establishing this plan. Rich clarified that the Board is voting on the Transformation model not on the document. Ginks felt that in the past there have been some leadership problems which leave the staff in disarray. She is strongly in favor of the Transformation Model. Motion carries 5-0. E. Action Items 1. Appointments, Leaves and Resignations-certified staff Motion to approve as printed made by Ginks, seconded by Paul and approved 5-0. 2. Memorandum of Understanding regarding HS Transformation Dr. Genovese informed the Board that Diane Hines had already signed this. Ginks motioned to approve this document, seconded by Terry and approved 4-0-1. Marjorie abstained. 3. Teacher Nominations for 2011-2012 (see attached addendum) Motion to approve teacher nominations for the elementary school made by Terry, seconded by Marjorie and approved 5-0. Motion to approve teacher nominations for the middle school made by Marjorie, seconded by Ginks and approved 4-0-1; Terry abstained. Motion to approve teacher nominations made by Marjorie, seconded by Ginks and approved 4-0-1; Paul abstained. Motion to approve the administrator’s nominations for the 2011-12 school year. Procedural questions were discussed. Dr. Genovese asked about multi- year contracts and was told that discussion will take place at another time. Motion made for the elementary school by Paul and seconded by Ginks, for one year, and approved 4-0-1; Marjorie abstained. Motion to approve the administrator nominations for the middle school made by Marjorie, seconded by Ginks and approved 4-0-1; Terry abstained. Motion made to approve nominations for the high school made by Marjorie, seconded by Ginks and approved 4-0-1; Paul abstained. 2 Dr. Genovese expressed condolences and support to the family involved in the recent tragedy in Deering. Elementary math did not make AYP; school wide title 1 is being considered. A Department of Ed representative will be coming in to talk with the staff. All staff should be involved with the education of all of the kids. The Pros and Cons will be considered and questions will be answered. Marjorie said that a concern was having paraprofessionals required to be certified. Dr. Genovese said that it will be looked at and addressed; he was also concerned about this and not losing very qualified people is very important. Paul asked about certified and non-certified paraprofessionals and Dr. Genovese said that there is a need for them to be highly qualified in situations. Communication will be happening so the community is also aware of the potential of more services for kids. Communications Committee will be meeting next Tuesday. The Board was asked about how they would like to honor retirees. F. Adjournment Motion to adjourn made by Ginks, seconded by Marjorie and approved 5-0 at 5:50pm.
