Project Location: Kasaan, Prince of Wales Island, Alaska Project Description: The contractor will complete a Feasibility Study and Market Analysis for the creation of three fisheries businesses, namely, a small scale oyster farm located in Kasaan, Alaska, an oyster FLUPSY (Floating Up Weller System) operation located in Kasaan, Alaska, and a specialty seafood processing plant located on Prince of Wales Island. A comprehensive Business Plan will then be developed for the business(es) that are the most economically viable for the Tribe and for the region. The Feasibility Study/Market Analysis and Business Plan(s) will be developed by a contractor who will be selected based upon their expertise in the fields of fisheries development, commercial fisheries, and marketing. The following will be provided by the Contractor: Feasibility Study Draft a Feasibility Study and Market Analysis for the creation of three fisheries businesses, namely, a small-scale oyster farm, an oyster FLUPSY (Floating Up Weller System) operation, and a specialty seafood processing plant Feasibility Study deliverables will include: a.) current market analysis for oysters and the target specialty seafood species; b.) mid- and long-term forecasts; c.) analysis of development conditions on POW, including permit issues, site availability, competitive conditions, resource availability, transportation issues, etc.; d.) generalized financial analysis Draft Feasibility Study and Market Analysis to be delivered to the OVK Tribal Council by Jan. 15, 2013 with two-week comment period Final draft of Feasibility Study and Market Analysis completed and delivered to OVK by Feb. 15, 2013 OVK Decision-Making Based on the Feasibility Study and Market Analysis, OVK Tribal Council and Economic Development staff will decide which item(s) to take to the Business Plan development stage. Decision made by Feb. 28, 2013 Business Planning One or more draft Business Plan(s) completed and delivered to OVK Tribal Council by April 30, 2013 Business Plan deliverables will include: Complete standard business plan for the option(s) selected by OVK (e.g. oyster mariculture, stand alone FLUPSY and/or specialty seafood plant), include analysis of required capital investment, fixed and variable operating expenses (including financing expenses), cash flow analysis, key variable sensitivity analysis, 5-year projected proforma income statement, personnel plan, analysis of strategic partnering, and marketing plan A one-month comment period will be completed by May 30, 2012. Final Business Plan(s) delivered to OVK Tribal Council by June 30, 2013 Scoring of Submissions Proposals will be scored based on the following criteria: 1. Does the contractor clearly describe the method it will use to complete the Scope of Work (20pts)? 2. Does the contractor agree to meet all proposed project timelines (25pts)? 3. Does the contractor demonstrate a thorough understanding of the work that is to be completed (20pts)? 4. Are the titles and duties of the individuals responsible for the work clearly identified in the proposal (10pts)? 5. Does the contractor have demonstrated professional experience in the subject area (15pts), 6. Does the contractor have demonstrated experience completing similar projects on time and within budget (10pts)? 7. Is the proposed contractor fee competitive and affordable (Yes/No)?
