POLICY FOR THE MANAGEMENT OF TOWN CENTRE ACTIVITIES
1. Aim
1.1 The aim of the policy is to regulate and manage the activities of organisations using Bridgend County Borough town centres.
2. Objectives
2.1 The scope of the policy is to :-
∙ Detail activities which will be included under this policy;
∙ Designate sites within the town centre for promotional activities, commercial and retail use, provision of information, entertainment and events (excluding street collections);
∙ Set the charging structure to allow fair and equal access to the sites;
∙ Establish arrangements for the administration, promotion and enforcement of the scheme;
∙ Detail the terms and conditions applicable.

4. Designated Sites
4.1 The attached maps (Appendices 1 and 2) illustrate the sites to be designated for promotional activities and events in Bridgend and
Porthcawl town centres. Due to the sensitive nature of the area adjacent to the Cenotaph in Bridgend town centre, there may be additional restrictions on activities in this location.
5. Charging Structure
5.1 The charging structure is intended to recover the reasonable costs associated with the granting of permission, and charges as a condition of the permission.
5.2 Bridgend County Borough Council (CBC) reserves the right to exercise discretion over the charging regime. For example, where there are additional requirements placed upon Council services, charges may increase as appropriate.
5.3 The charges for trailers / promotional displays / markets / other structures on the highway are set out below:-

6. Administration and Management
6.1 Administration, promotion and management of the scheme will be the responsibility of the Town Centre Manager.
6.2 The hiring of activity sites will only be approved on completion of the application form and agreement to the standard terms and conditions of the scheme (Appendix 3).
6.3 No liability whatsoever shall attach to Bridgend CBC. The booking organisation will be fully liable for any insurance claims, damage or loss caused arising from the use of the promotional activities site. An indemnity agreement must be completed prior to use and users of the service must provide evidence of valid and adequate insurance for the activity and display to cover for accidents and claims .
6.4 Bridgend CBC reserves the right to refuse applications from any individual, or to terminate consent at any time, where it is felt that their presence in the town centre would not be in the interests of either
Bridgend CBC or users of the town centre.
6.5 Appeals for applicants whose application has been refused will be determined by the Group Manager for Regeneration.
6.6 Appropriate enforcement action will be taken against any organisation or individual using the town centre without the appropriate authorisation from Bridgend CBC.
