Hepatitis B
I understand that 60 percent of patients who are vaccinated for Hepatitis B will lose detectable antibodies
to Hepatitis B within 12 years. I understand that in 1996 only 54 cases of Hepatitis B were reported to the
CDC in the 0-1 year age group. I understand that in the VAERS, there were 1,080 total reports of adverse
reactions from Hepatitis B vaccine in 1996 in the 0-1 year age group, with 47 deaths reported.
I understand that 50 percent of patients who contract Hepatitis B develop no symptoms after exposure. I
understand that 30 percent will develop only flu-like symptoms and will have lifetime immunity. I
understand that 20 percent will develop the symptoms of the disease, but that 95 percent will fully recover
and have lifetime immunity.
I understand that 5 percent of the patients who are exposed to Hepatitis B will become chronic carriers of
the disease. I understand that 75 percent of the chronic carriers will live with an asymptomatic infection
and that only 25 percent of the chronic carriers will develop chronic liver disease or liver cancer, 10-30
years after the acute infection. The following scientific studies have been performed to demonstrate the
safety of the Hepatitis B vaccine in children under the age of 5 years.

INSTRUCTIONS FOR THE ACCEPTANCE OF RESPONSIBILITY DOCUMENT
When you receive your passport, it might be wise to request a copy of Foreign Rules
and Regulations, Part 71, Title 42, on immunizations. The World Health
Organization (WHO) in Geneva grants American visitors the right to refuse
vaccinations when traveling internationally. Remember the basic rule:
No one may vaccinate against an individual’s will unless, by so doing, the enforcer assumes
full responsibility for consequences, both legal and medical.
When traveling abroad, you may secure exemptions from vaccines by using Clause 83
of the International Sanitary Code, issued by the WHO and adopted by all its
members. It states, in effect, that only when coming from an infected area are vaccinations
necessary or the traveler could be quarantined for up to 14 days from the time he left the
infected area if the health department deems it necessary. If you come from an area where
there has been an epidemic, you will probably be put under surveillance (close watch). This
simply means that together with the local health officer you must keep a close watch for
any suspicious signs or symptoms. You will probably be required to report periodically to
your local health officer for a period of up to 14 days from the time of departure from the
infected area. If you notice an outbreak or symptom, you must immediately turn yourself in
and submit to quarantine or isolation.
In actual practice, not only is this possibility very remote, but if it should occur, the
vaccinated person may be required to submit to the same surveillance as the vaccinated!
Remember, every year, thousands of 'unimmunized' tourists travel in and out of the United
States with little or no inconvenience or embarrassment.
It is quite obvious that no individual in his right mind will sign this document. The intention
is not to get an individual to accept responsibility in this way, but to: Realize that there is a
considerable risk. Realize that they themselves could care less that someone else is injured.
Realize that they will accept no responsibility for vaccine related injuries. Become
acquainted with the risks and to accept responsibility by not forcing compliance to some
bogus rule, standard or guideline that is not the law at all. It is intended to put the official
on the defensive that is a substantially weakened posture. Furthermore, it is a response to
the intimidation that is often encountered. If an individual refuses to sign on, ask the
following question:
"Why not? Am I supposed to accept all of the responsibility and my child to accept all of the
health risks?"
Then offer to negotiate the potential settlement, and ask:
"How does one establish the monetary value of suffering?"
"Is it worth nothing to you?"
"What is the law and what does it state?"

this present a risk to others?"

no predictors have been identified by medical science that can give advance warning that

there is an absence of adequate scientific knowledge regarding the way vaccines singly,
or in combination, act in the human body at the cellular and molecular level.
Therefore, we believe that vaccination is a medical procedure that could reasonably be termed as
experimental, and potentially harmful to the health of the child, each time it is performed on a
healthy child.
Our state law makes provisions for non-vaccination of children whose parents object to vaccines
for religious or philosophical reasons. We accept full responsibility for the health of our child,
and because of philosophical conviction, do not wish our child vaccinated. In the event of any
infectious condition, our child would of course remain at home. We further understand that
during the course of an outbreak of any so called “vaccine preventable disease” would occur at
your facility, our child is subject to exclusion from your facility for the duration of the outbreak.

Your right to Self-Quarantine and Self-Shield in the event of an actual pandemic is
threatened by the WHO’s recent declaration that the “Swine Flu” was now a

A BILL
To amend the Homeland Security Act of 2002 and the Project BioShield Act of
2004 concerning the use of Federal funds, self-quarantine and self-shielding, and
for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of
America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ‘Protecting Americans’ Self-Shielding Act’ - the
Protecting Americans Act.
SEC. 2. DEFINITIONS.
1. A ‘declaration of pandemic emergency’ under this Act shall include any
declaration of pandemic or similar medical emergency by any International,
National, Regional, State or Local authorities, including a “Level 6” pandemic
declaration by the World Health Organization.
2. ‘Self-quarantine’ is when an individual, group or family chooses to temporarily
remain at home or other voluntarily chosen location, after exposure to a
pathogen.
3. ‘Self-shielding’ is when an individual, group or family chooses to temporarily
remain at home or other voluntarily chosen location, to avoid exposure to a
pathogen.
SEC. 3. CONGRESSIONAL FINDINGS REGARDING SELF-QUARANTINE (SELFSHIELDING).
The Congress of the United States has determined:
1. The common law practice of voluntarily self-quarantining or self-shielding in
the event of a declaration of pandemic emergency is the preferred public health
response to such pandemic.

2. The right of the people to self-quarantine or self-shield should not be abridged
by any governmental authority.
3. Self-quarantine or self-shield is a reasonable alternative to mandatory
inoculations with uninsurable vaccinations.
SEC. 4. PROTECTION FOR SELF-QUARANTINE (SELF-SHIELDING).
In the event of any declaration of pandemic emergency, nothing in Federal law or
regulation shall be interpreted by any agency of the United States, or any Court
thereof, to forbid self-shielding or self-quarantine at home, nor shall any Federal
funds, or materials, supplies, and support materials purchased with Federal
funds be expended to remove any person involuntarily from his or her home,
place of residence, school, work or other location in order to prevent or interfere
with self-shielding or self-quarantine. The Armed Forces of the United States,
their agents or any agent of the US Government, Department of Homeland
Security, any Department of Public Health, State or local authorities, shall not
remove any person involuntarily from his or her home or other location
voluntarily chosen for self-shielding or self-quarantine while such person is selfshielding or under self-quarantine.

INTRODUCTION
The purpose of this White Paper is to set out the legal precedents and practical
implementation of voluntary self-shielding and self-quarantine. At the end of this
article are quotations from various legal sources that tend to support the
conclusion that voluntary, at-home self-shielding and (if necessary) selfquarantine are viable, practical and easily available alternatives to mandated
vaccination, isolation or incarceration in relocation centers during a declared
“pandemic emergency.” Since the process is entirely voluntary, it preserves the
rights and freedoms of the people and families choosing to self-shield.

DEFINITIONS OF QUARANTINE / SELF-SHIELDING
The Centers for Disease Control (CDC) states that Quarantine is usually defined
as “to separate and restrict the movement of well persons who may have been
exposed to a communicable disease to see if they become ill.” (the proper term
regarding persons who have already become ill is “Isolation.”)2
The Red Cross tells us, “…both quarantine and isolation may be compelled on a
mandatory basis through legal authority as well as conducted on a voluntary
basis.”
Self-shielding is taking voluntary steps to shield oneself and family from
exposure to potential pathogens (or toxins or untested and uninsurable vaccines)
while self-quarantine is when someone who has been exposed takes voluntary
steps to separate from others (such people who exhibit symptoms are said to be
in “isolation’).
The Universal Declaration of Human Rights asserts, “No one shall be subjected to
arbitrary interference with his privacy, family, home … Everyone has the right to
the protection of the law against such interference…”

The National Strategy for Pandemic Influenza concludes “limitations on
gatherings, or quarantine authority may be an appropriate public health
intervention.”4
And the Red Cross also states, “Modern quarantine includes a range of disease
control strategies that may be used individually or in combination, including:
Short-term, voluntary home curfew…”6
And finally, the Department of Defense, in its planning, states, “Quarantine…
applies to the separation and restriction of movement of well persons presumed
to have been exposed to a contagion. Quarantine may be enacted at a home or
other residential facility. It may also be voluntary or mandatory.”5
Quarantine therefore has a significant legal foundation, and the law recognizes
the existence of voluntary self-quarantine or self-shielding at home. The primary
issue then is, “How does one prepare for at home self-shielding?”

PREPARING FOR HOME SELF-SHIELDING

RECENT INCIDENTS OF POTENTIAL “PANDEMICS”
Over the past several years, we have identified several incidents when a
pandemic was certainly possible. The April, 2009 “Swine Flu” incident, which
followed closely on the January, 2009 “accidental’ near release of live Avian Flu

virus-contaminated season flu vaccine, raised our concern. The potential for a
weaponized vaccine to be the vector for a weaponized flu cannot be discounted.
The example of the “accidental” contamination of seasonal flu vaccines with live
Avian Flu virus that occurred in early 2009 is particularly troubling; there is,
curiously, no indication of any significant government investigation of this
incident, which could have led to a worldwide pandemic:

The next “window of opportunity” for what World Health Organization (WHO)
officials are saying will be an “inevitable” pandemic will come with the
availability, soon (Summer/Autumn 2009) of the alleged “Swine Flu” vaccine.
As is nearly always the case, the vaccine itself will “choose” the strain of flu that
will become epidemic, or in the case of a successful weaponized virus, pandemic.
Annually, the CDC claims to be almost always “right” in choosing the flu strains
for the annual flu vaccine, many months in advance. This is simply because some
percentage of those vaccinated will shed live viruses, thereby creating the very
epidemic the vaccine is supposed to prevent. In our opinion, vaccination does
not work; what historically reduced the incidence of infectious disease was

violate conscience. Self-shielding in one’s home, a location recognized in
common law as inviolate except with proper judicial authority, is a right that

My Research on the (lack of) Right to Refuse Vaccinations

I got very ill when I received a tetanus shot following a needle stick at work. I
have never been the same and I have made this my life project, to find out what
happened. They deny it exists or label it fibromyalgia. It is horrible to try to live a
normal life. I am in pain and I am exhausted all the time, and my brain always
feels swollen and I can’t always find my thoughts when I need them.
I have also done extensive research on the right to consent and the right to
refuse vaccinations. I have provided all the case law, and US Code concerning
this.
In Jacobson v. Mass., 197 U.S. 11 (1905) The Supreme Court HELD that Jacobson
had NO right to refuse vaccinations despite previous adverse reactions. In
Jacobson v. Mass., 197 U.S. 11 (1905), when Henning Jacobson refused to pay a
fine of $5 for refusing a repeat vaccination* based on his liberty rights in the
Preamble of the Constitution, the U.S. Supreme Court held that the Preamble was
not an independent source of rights. (*Jacobson challenged the safety of the
vaccine.)
The U.S. Supreme Court stated the alleged power of the state to invade
Jacobson’s person by forcing him to submit to the Smallpox vaccination. He also
stated it was unconstitutional, citing the Preamble, and the Supreme Court
disagreed.) In fact, when this case was in the Massachusetts supreme court,
Com. v. Pear, Com. v. Jacobson, 67 L.R.A. 935, 183 Mass. 242, 66 N.E. 719 (Mass.
1903) the court used U. S. Supreme Court precedence that legislation requiring
vaccination is a proper exercise of the police power in Lawton v. Steele, 152 U.S.
133, 136.

a) Prohibited activities
The Secretary of Defense may not conduct (directly or by contract)—

(2) deterioration of food, water, equipment, supplies, or materials of any kind; or

for any of the following purposes:
(1) Any peaceful purpose that is related to a medical, therapeutic,

(7) Mycoplasma fermentans has been known to cause (among others) Lyme

(8) The Military Vaccine Directory admits that adverse reactions to the smallpox
vaccine include disfiguring skin disorders, blindness, neurological impairments
and death. No one knows what percentage of recipients will suffer these

do doing so would violate his liberty.
2) The right to informed consent under common law, or conversely, the right to
refuse.
3) U.S. Constitution and Bill of Rights - Life, liberty, and pursuit of happiness and
or property
4) Constitutional provisions under liberty interests in the Due Process clause
(Fifth and Fourteenth Amendment) to refuse medical care.
5) The right to be “secure in our persons” (Fourth Amendment).
6) The unenumerated rights (Ninth Amendment).
7) Jacobson v. Massachusetts, 197 U.S. 11 (1905) Constitutional liberties are
limited by state police
power — the power of the states to protect public health and safety `for the
common good, for the protection, safety, prosperity and happiness of the people.
(Immunizations are a police power and state rights are greater than personal
liberties/right to refuse immunizations)

Using the "swine flu" as a pretext, the defendants [in Bürgermeister's lawsuit] have
preplanned the mass murder of the U.S. population by means of forced vaccination. They
have installed an extensive network of FEMA concentration camps and identified mass
grave sites, and they have been involved in devising and implementing a scheme to hand
power over the U.S. to an international crime syndicate that uses the UN and WHO as a
front for illegal racketeering influenced organized crime activities, in violation of the laws
that govern treason.
Obama's Bilderberg Health and Human Services Secretary Kathleen Sebelius - and
Bilderberg member - wants to make it easy for kids to get their toxin-laden eugenicist
"swine flu" vaccine this fall. "Schoolchildren may be first in line for swine flu vaccine this
fall - and might even be able to get the shot right at school," the Associated Press reported
on June 16.
As we noted last month, the government appears to be planning a mandatory flu
vaccination program. In a recent article on the unfolding economic collapse, Rep. Ron Paul
warns that the hysterically hyped H1N1 flu "pandemic" may result in the government
requiring mandatory flu vaccinations. "Nearly $8 billion will be spent to address a
'potential pandemic flu' which could result in mandatory vaccinations for no discernible
reason other than to enrich the pharmaceutical companies that make the vaccine," writes
Paul.
Considering the track record of the global elite, the government-mandated vaccination
program now in the works - as Ghislaine Lanctôt and Jane Bürgermeister warn - will serve
the eugenicist plan to depopulate the planet. A contrived pandemic will also set the final
stage for the implementation of martial law and a high-tech surveillance and police state
grid.

A Conspiracy Reality Underlies the Swine Flu Black Op
Los Angeles–CIA assassinations and paramilitary operations secreted from congressional overseers and the American
people have extended into the realm of swine flu bioterrorism and vaccinations for profitable depopulation according to
medical journalist and CIA analyst, Dr. Leonard Horowitz.
The CIA spent years advancing secret squads to blow things up and kill humans according to U.S. intelligence officials
interviewed by Greg Miller of the Los Angeles Times. (July 16, 2009) What the Times failed to report was current
connections between drug industrialists and CIA officials that best explain the mysterious emergence of the swine flu
virus in Mexico, and the international media’s curious response to the planned pandemic, according to Dr. Horowitz–a
Harvard-trained investigator and award-winning author of several books on this subject.
Current and former U.S. intelligence officials disclosed a broader effort than media coverage has portrayed, including
black-ops about which congressional oversight committees and Americans knew nothing, the Times published.
The “broader dimensions” of this program, Miller wrote, “may account for why some lawmakers, particularly
Republicans, have been critical of CIA Director Leon E. Panetta’s decision last month to kill” funding for the operation
that trained America’s deadliest assassins.

Some house Democrats are calling for an investigation to help explain why top counter-terrorism officials, with close ties
to Bush Administration Vice President, Dick Cheney, “saw a need for the CIA to develop its own elite paramilitary teams,
rather than relying on U.S. military special operations troops.”
In particular, officials said, ambitions for the program expanded to include creating teams that were made up not only of
CIA personnel, but counterparts from other countries, presumably Pakistan; and to be capable not just of killing highvalue targets, but also executing raids and other operations to gather evidence and intelligence that might lead to” CIAtrained Holy War assassin, Osama bin Laden.
In 1986, William Casey, CIA chief under Reagan, approved a Pakistani intelligence proposal to recruit Islamic
fundamentalists worldwide to conduct covert operations. When the Pakistanis recruited, and the bin Ladens and Saudis
financed, the Afghanistan black-operatives at that time, American officials, including previous CIA director, George
H.W. Bush, “funneled more than $2 billion in guns and money” during the 1980s in the “largest covert action program
since World War II,” the Washington Post, reported (7/19/92).
The CIA, often referred to as “the Company,” maintained ties to wealthy financiers, including Carlyle Group investors
Mohammed bin Laden and George H.W. Bush, co-investors in this mega defense contractor along with James Baker III,
who oversaw the Florida vote recount in Bush, Jr’s contested 2000 election. In addition, Donald Rumsfeld, Defense
Secretary under Gerald Ford and George W. Bush, whose connections to the global drug-cartel include his launching of
the Tamiflu-manufacturing company Gilead Sciences, conducted business dealings with Carlyle Group executive, Frank
C. Carlucci.(JudicialWatch.org,11-30-2001)
In November 2005, George W. Bush urged Congress to pass $7.1 billion in emergency funding to prepare for the possible
bird flu pandemic, of which one billion was solely dedicated to the purchase and distribution of Tamiflu.
Earlier, in June 1996, Gilead launched its first commercial product, Vistide (cidofovir injection) for the treatment of
cytomegalovirus (CMV) in AIDS patients. “If you want to know where the herpes virus pandemic mostly comes from,”
Dr. Horowitz wrote, “think of contaminated vaccines spread to produce cancer for profit by the Carlyle-CIA-backed
cartel.”
Cytomegalovirus is one of three herpes type viruses, including herpes B, simian cytomegalo from monkeys used in vaccine
development, and Epstein Barr, another vaccination infection.
Epstein-Barr virus (EBV), now known to cause AIDS-like immune deficiency, and one of the three AIDS-linked cancers
called lymphomas, was first cultured from a Burkitt’s lymphoma cell line in 1964 that Dr. Horowitz traced to CIAdirected vaccine experiments conducted by the American biological weapons lab called Litton Bionetics. Bionetics
operated in Maryland, Virginia, Eastern Zaire and Northwest Uganda during the 1960s according to National Cancer
Institute documents discovered by Horowitz. The covert African operation was conducted under the supervision of Frank
Carlucci.
Carlucci has been a Managing Director of Carlyle since 1989 and its Chairman since 1993. Carlucci became the point
man for CIA-directed “health care” programs in various parts of Africa during the early 1960s. He became the deputy
director of the CIA in 1978, deputy secretary of defense in 1980, and national security adviser during the Iran-contra
scandal. Carlucci also served as chief “political officer” in the African Congo’s American Embassy at the time Burkett’s
lymphoma was allegedly discovered, and obviously distributed in this region of Africa by way of contaminated vaccines,

according to substantial evidence compiled by Dr. Horowitz including an interview with one of the doctors engaged in the
vaccination operation.
All of this is published, and meticulously evidenced using reprinted scientific and government documents in Dr.
Horowitz’s best of three national bestselling books, Emerging
Viruses: AIDS & Ebola–Nature,
Accident or Intentional? (Tetrahedron Press, 1998) Barack Obama’s minister, Rev. Jeremiah Wright,
recommended reading this book, in defense of harsh criticism he received for his sermon condemning the US Government
for creating HIV. For those who do not believe our government would conduct such hideous atrocities, technically called
genocide, Barack Obama disavowed his minister.
Under CIA supervision and covert actions by government officials linked to Carlyle on behalf of the global
petrochemical-pharmaceutical cartel, new diseases have emerged. Dr. Horowitz evidences these including Burkitt’s
lymphoma, nasopharyngeal carcinoma, infectious mononucleosis, AIDS and today, the circulating swine flu, and avian flu
threats.
While the Carlyle-Bush-Baker-Carlucci-Rumsfeld connections are troubling enough in their own right, they look even
worse when you consider how many different ways Carlyle is profiting from the war on terrorism and bioterrorism.
Speaking in particular about Carlucci, and his three main partners at Carlyle, Dan Broidy, author of The Iron Triangle,
an illuminating history of the Carlyle Group, wrote, “It’s not an exaggeration to say that September 11″ made these
“Carlyle investors very, very rich men.” This is also the case for Dick Cheney, tied to the Halliburton Co. that administers
converted military bases to serve as quarantine camps planned by FEMA to be used this fall when the World Health
Organization may call for such drastic measures.
Recall also that Donald Rumsfeld was replaced as Defense Secretary because of his administration of the Iraqi war and
human rights violations in torturing prisoners, state enemies, and suspected terrorists. “I pray this doesn’t foreshadow
how quarantined Americans who refuse vaccinations will be treated in these FEMA camps administered by Halliburton,”
Dr. Horowitz said.
Alleging CIA operations to administer assassinations had been generally disappointing, according to the Los Angeles
Times interviewed CIA spokesman, George Little, one wonders who was behind the suspicious deaths of John and Bobby
Kennedy, Martin Luther King, Vince Foster, Democratic Senate candidate Mel Carnahan, who went on to win the race as
a dead man against his rival John Ashcroft (whose campaign was largely funded by Enron, and who went on to become
appointed the U.S. Attorney General); Democratic Senate incumbent Paul Wellstone, whose reelection would have shifted
the entire balance of power in the Senate during pivotal Bush administration projects fundamental to where we are today
regarding “national security,” “biodefense,” and forced vaccinations and quarantines impacting every American.
“Keeping CIA activities like this secret is the biggest challenge,” another former U.S. intelligence official told the LA
Times.
Most recently, the program’s focus had shifted toward intelligence collection, officials said. According to past CIA
Director, William Colby, since the end of the cold war, the primary function of The Company has been to act as industrial
espionage agents on behalf of multi-national corporations, the largest financially engaged with Carlyle.
In 2001, Dr. Horowitz exposed the anthrax mailings as sourcing from the CIA’s “Project Clearvision.” The anthrax was
mailed to enemies of Carlyle, including democratic drug legislation opponents, Senators Patrick Leahy and Tom Dashle.
The hyper-weaponized germ sourced from the Battelle Memorial Institute in West Jefferson, Ohio, under the direction of
CIA-anthrax ace, William Patrick, III, who assayed the mailed virus’s spreading capacity two years before the attacks.

According to Dr. Horowitz, and many other experts, this was done to promote sales of Bayer’s CIPRO; and stockpiles of
BioPort, LLC’s congressionally-certified deadly anthrax vaccine.
US military leaders reported finding a BioPort annual prospectus in a cave allegedly used to shelter Osama bin Laden in
2002, probably because Carlyle clients, including Mohammad bin Laden, had invested in the company. Today, BioPort,
renamed BioThrax, is allied with drug cartel giants Acambis, Sanofi Pasteur, and other companies that make money from
people sustaining side effects from their drugs and vaccines; especially the ones exclusively stockpiled by our federal
officials.
Regarding company assassins carrying out close-range killings, a former CIA official told Greg Miller from the LA
Times, “This is something they don’t really have a capacity for.”
“But long-range killings through manufactured frights, forced vaccinations, mass quarantines, and compelled
druggings,” Dr. Horowitz wrote, “is obviously central to their genocidal operations on behalf of Carlyle and Halliburton
investors.”
On July 16, 2009, it was announced that by fall, government health officials and social service workers will be canvassing
every American household, carrying four required flu vaccines, that shall be given to those persuaded to take them. The
campaign is mostly “targeting” children and the elderly.
In response, there are now many reasonable, responsible, intelligent, and patriotic Americans, including many health
professionals, who have decided to leave the United States before flu season.
