About the Role The WCB is seeking a dedicated and motivated individual who can provide a significant contribution to the development and implementation of the Learning and Development Strategy of WCB. Working in collaboration with workers, employers and our partners, the WCB’s goals are to build a workplace safety culture; improve outcomes for safe and timely return to work; be financially stable and sustainable; expand strategic relationships to enhance the commitment to workplace health and safety and return to work across the province, and to provide excellent and efficient service by leveraging technology to meet worker and employer expectations. Reporting to the Manager of Training and Organizational Effectiveness, the Learning Specialist must assess these needs, identify trends and provide innovative strategies to address employee and team learning and development needs, which are directly linked to business innovation and our corporate performance. Consultation and ongoing communication with employees, leaders, service providers and organizations is continuously required in this position. The Learning Specialist is responsible for the design, development, implementation and ongoing evaluation of our internal learning programs; including our orientation and on-boarding programs, mandatory training requirements, behavioural based programs and other internal offerings, which are typically delivered cyclically to the organization. This includes the resourcing, leadership, coaching and development of internal subject matter experts and external facilitators, who contribute to the overall plan. The Learning Specialist will determine, develop and deliver appropriate learning methods, including e-learning, classroom learning, group work, self-study, etc. The incumbent will be able to navigate and utilize Learning Management Support Systems and other technology to enable learning and development programming and appropriate reporting for the organization. The Learning Specialist is also responsible for the ongoing continuous improvement and support required for organizational programs, such as Reward and Recognition, Performance Planning and Assessments, HR Policy development and Respectful Workplace Processes. As safety champions, all employees are responsible for following safe work procedures; using personal protective and safety equipment as required; knowing and complying with all regulations; reporting any illness or injury immediately to their manager; reporting unsafe acts and unsafe conditions; and cooperating with occupational health and safety initiatives. Certification in Instructional Design, Adult Learning or related education from a recognized institution. Extensive continuing education and practical experience in program design or curriculum development, implementation and evaluation of adult learning. Demonstrated proficiency with e-learning development and the administration and integration of learning management systems. Professional and advanced knowledge is also demonstrated by membership in learning related associations and/or speciality certifications, such as the Institute for Performance and Learning or Coaching or Conflict Management Certification, etc. Experience in a unionized environment and human resource setting is considered an asset.
