Emergency Management Collection Assessment Submitted by Doug Taylor October 27, 2011 INTRODUCTION Following guidelines established by the WLN Collection Assessment Service, which provide a framework for evaluating a library's current holdings and the level of activity of the collection development, the Emergency Management collection is rated an overall 3cP. This level supports all courses of undergraduate study and master's degree programs as well as the more advanced independent study needs of the patrons of public and special libraries. Recently the Emergency Management degree has been upgraded to a Doctoral and for that reason we are now collecting at a 4S level. This means that the library will acquire the major published materials that are necessary for doctoral study and independent research. The material will be in the Primary language along with other languages. Refer to the Emergency Management conspectus sheets and checklist analysis for a more detailed examination of the library's holdings. This is an update of the 2009 Emergency Management Assessment. HOLDINGS The Emergency Management collection contains 8,140 titles in the Library of Congress classification scheme: GB5000-GB5030 HC79.D45 HD49; HD61 HV551.2-HV639 HV6429-HV6433 QE521-QE613.5 RA1-RA1270 RC86-RC216 TA495 UA926-UA929 In comparison, the 2009 assessment had 7,943 titles. That means 197 new titles have been added which indicates a 2.5% growth rate since the 2009 assessment. This number includes 411 e-books. 1 Peer Institution Comparison Below is a table comparing library collections of Universities who offer Doctorate degrees in the subject area of Emergency Management. As can be seen from the table and the following bar chart the Houston Cole Library (AJB) collection compares favorably with our Peer Institutions. See below for subject area break down. The library purchases its monographs primarily through Yankee Book Publisher’s (YBP) approval slips which are sent to the Library Subject Specialists for their approval. Online ordering through the YBP database is also used. Other sources such as Choice Cards, publisher book catalogs and professional journals are often used to identify appropriate monographs. Generally, any monograph that is identified as supporting the Emergency Management curriculum is given the highest priority and is ordered. SUPPLEMENTAL SUPPORT The Emergency Management subject areas also extend beyond the boundaries of the disciplines. A wide range of subject areas such as Law, Sociology and 3 Social Work, Biology, Medicine, Technology, Ethics, Forensic Sciences, Psychology, Political Science and Public Administration, Geography, Military Science, Business, and Criminal Justice are also important areas of research. ACCESS TO ELECTRONIC RESOURCES Extensive coverage of Emergency Management periodicals is available through a large number of journal databases. See the webpage, Electronic Resources for Emergency Management for a complete listing: http://www.jsu.edu/library/resources/emergency_management_resources.html These databases index thousands of journals covering many aspects of Emergency Management, Disaster Preparedness, Hazard Mitigation, Biosecurity, Medical aspects of Emergency Management, Disaster analysis, the Military role in disaster relief along with numerous other topics. We also provide access to many electronic publications. The following is a brief listing: Encyclopedia of Bioterrorism Defense; Encyclopedia of Terrorism; Encyclopedia of Toxicology; Notable Natural Disasters; Patterns of global terrorism 1985-2005; Terrorism: Essential Primary Sources and the UXL Encyclopedia of Weather and Natural Disasters. 9 There are numerous excellent government and non-government web sites that provide free access to Emergency Management documents and can be accessed through the Library catalog. It refers to menu options on the Library homepage that link the user to owned or remotely accessible electronic resources selected by the Library with the needs of its patrons in mind. The Library provides access to its catalog to electronic databases and e-books, as well as quality web sites for all areas associated with Emergency Management. This level of access is the basis for rating the Library’s electronic collection in this subject area a 3cP (Advance Study or Instructional Support Level; Primary language). SUMMARY Strengths: Total holdings, WLN conspectus evaluation and checklist comparisons indicate the overall Emergency Management collection is more than adequate to support the curriculum. Of particular note are the holdings in the subject areas of: Business, Social Work and Criminal Justice. The Emergency Management call number range, HV551.2 – HV639, has had 68 new titles added since the 2009 assessment which is an 18% increase. 11 The following bibliographies also show a strong growth in our Emergency Management collection: Best Books for Academic Libraries, 51.6%, Best Books for Academic Libraries (Supplement), 50.4%, and American Reference Book Annual, 29.8%. A review of the journal holdings reveals that the Emergency Management collection is adequate to support the curriculum. Magazines for Libraries show a healthy holdings rate of 66.3%. Numerous print/electronic indices show a strong journals rate of 87.6% that are either in print or accessible through databases. Weaknesses: Total holdings, WLN conspectus evaluations, and checklist comparisons indicate that the weakest areas of the Emergency Management Collection are: Natural Disasters (GB5000 – GB5030); Geology (QE521 – 613.5); Disasters and Engineering (TA495); and Civil Defense (UA926 – 929). Recommendations: In general the Library monograph and serial collections were found to be strong enough to support an Emergency Management program at the 3c or Masters Degree program level. Since JSU is offering a Doctorate in Emergency Management, the Library must maintain a 4 or Research Level rating and, because of this, additional resources in the area of Emergency Management should be added to the Library collection. These new resources will primarily be electronic since this is a Distance Education program. 12 Appendix Emergency Management E-Books Call Number GB5000 - GB5030 HC79.D45 HD49 HD61 HV551.2 – HV 639 HV 6429.6433 KF3750 QE521 – QE613.5 RA1 – RA1270 RC86 – RC216 TA495 UA926 – UA929 E-Books 4 2 8 7 38 0 1 9 279 60 0 3 Call Number GB5010 .P59 2002eb Title Natural disasters and energy policy [electronic resource] : a summary of the Forum on Natural Disasters and Energy Policy, June 12, 2001, Washington, DC : a summary / to the Natural Disasters Roundtable by Rutherford H.
