Administrative rating is based on teachers’ ratings of proficient or exemplary on the student growth portion of their evaluations:
Exemplary: >90% of teachers are rated proficient or exemplary
Proficient: >80%-89% of teachers are rated proficient or exemplary
Developing: >65%-79% of teachers are rated proficient or exemplary
Below Standard: <64% or fewer teachers are rated proficient or exemplary

Observations:

Administrator’s rating will be based on collected evidence of professional practice and at least two school site observations
Minimum of one piece of evidence per indicator
Overall rating will be determined using the table below: Recommended revision (TEVAL table)
Exemplary: Minimum of three exemplary ratings at the domain level and no rating below proficient (Principals must have at least an Exemplary rating in Domain1)
Proficient: Minimum of three proficient ratings at the domain level and no rating below standard (Principals must have at least a Proficiency rating in Domain 1)
Developing: Minimum of two proficient ratings at the domain level and no more than one rating below standard
Below Standard: Less than two proficient ratings at the domain level or two or more ratings at the below standard level

Ratings will reflect the degree to which an administrator makes growth on feedback measures, using data from the prior year as a baseline for setting a growth target.
This is accomplished in the following steps, undertaken by the administrator being evaluated and reviewed by the evaluator:
1.
Review baseline data on selected measures,
2.
Set 1 target for growth on a selected measure (or performance on a selected measure when growth is not feasible to assess or performance is already high)
3.
In the spring, Administer surveys to relevant stakeholders
4.
Aggregate data and determine whether the administrator achieved the established target
5.
Assign a rating, using this scale:
Exemplary (4)
Exceeded target
Proficient (3)
Met target
Developing (2)
Made progress but did not meet target
Below Standard (1)
Made little or no progress against target
