Notice of Approval of Contingencies
INDEPENDENT GAMBLING AUTHORITY, by this notice,
approves contingencies relating to sporting or other events within
Australia:
Citation
1. This notice may be cited as the Approved Contingencies
(Roxby Downs Picnic Racing) Notice 2002.
Approval
2. (1) The contingencies listed in the table are approved in
respect of fixed odds betting by licensed bookmakers.
(2) This approval is subject to the provisions of the Authorised
Betting Operations Act 2000 (‘the Act’), the Bookmakers
Licensing Rules 2000, any other rules made under section 62 of
the Act, and the conditions to which a licence or permit are
subject.
(3) This approval of contingencies may be amended or revoked
by further notice.
Definitions
3. In this notice:
‘Event’:
(a) means a race on the flat for:
(i)
horses; or
(ii) camels,
where each animal is ridden by a person.
(b) includes, in relation to an event mentioned in
paragraph (a) for which there were more accepters
than places, a division of that event offering the
same prize as the event.

‘Place’ means the contingency that a specified Entrant will
place either first, second or third (or, if applicable, fourth)
in a specified Event (including where different odds are
offered by a bookmaker for first place vis-a-vis any of
second, third or, if applicable, fourth place).
‘race’, with respect to horses, includes:
(a) a race conducted by a licensed racing club; and
(b) a race at a picnic race meeting or a gymkhana.
‘Win’ means the contingency that a specified Entrant will
place first in or win a specified Event.

ELECTORAL DISTRICTS BOUNDARIES COMMISSION
Notice Issued Pursuant to section 85 (1) of the
Constitution Act 1934
PURSUANT to section 82 (1) of the Constitution Act 1934 the
Electoral Districts Boundaries Commission is about to commence
proceedings for the purpose of making an electoral redistribution
of House of Assembly Districts.
In making an electoral redistribution, section 83 of the
Constitution Act 1934 requires the Commission to:
• ensure, as far as practicable, that the electoral redistribution is fair to prospective candidates and groups of
candidates so that, if candidates of a particular group
attract more than 50 per cent of the popular vote (determined by aggregating votes cast throughout the State and
allocating preferences to the necessary extent), they will be
elected in sufficient numbers to enable a government to be
formed;
• have regard, as far as practicable, to:
(a) the desirability of making the electoral redistribution so as to reflect communities of interest of
an economic, social, regional or other kind;
(b) the population of each proposed electoral district;
(c) the topography of areas within which new electoral
boundaries will be drawn;
(d) the feasibility of communication between electors
affected by the redistribution and their parliamentary representative in the House of Assembly;

(e) the nature of substantial demographic changes that
the Commission considers likely to take place in
proposed electoral districts between the conclusion
of its present proceedings and the date of the expiry
of the present term of the House of Assembly.
Section 83 authorises the Commission to have regard to any
other matters it thinks relevant.
In accordance with section 85 (1) of the Constitution Act 1934,
the Commission hereby invites representations from any person in
relation to the proposed electoral redistribution.
Any persons desiring to make representations to the
Commission in relation to the proposed electoral redistribution
may do so by instrument in writing, served personally or by post
upon the Secretary of the Commission, by 5 p.m. on Friday, 9
August 2002.

Regulations by the Local Government Superannuation Board
THE Local Government Superannuation Board makes the
following regulations pursuant to Part 2 of Schedule 1 of the Local
Government Act 1999.
The rules constituting the Local Government Superannuation
Scheme known as Local Super are amended with effect from the
date they are passed by the Local Government Superannuation
Board as follows:
1. A new rule 2(da) is inserted immediately after rule 2(d) as
follows:

‘(da) If immediately following a period for which the
Member has satisfied the definition of Total and
Temporary Disablement under Rule 2(d) the
Member returns to employment where the Member
is employed for a period:
(i)
on lighter duties or lesser hours than the
Member had been employed immediately prior
to becoming Totally and Temporarily Disabled;
and
(ii) for the purpose of being rehabilitated back to
the same employment position the Member held
immediately before becoming Totally and
Temporarily Disabled,
the Board may determine that for such period as the
Member continues in employment on that basis the
Member continues to satisfy the definition of Total
and Temporary Disablement for the purpose of these
Rules.’
2. A new Rule 60(e) is inserted immediately after Rule 60(d)
as follows:
‘(e) Where a Member is entitled to receive a benefit under
this Rule in respect of any period during which the
Member is determined to be Totally and Temporarily
Disabled under Rule 2(da) the benefit otherwise
payable under this Rule is reduced by the wages or
salary or similar payments received by the Member in
respect of his or her employment for the same period.’

NO. 14 OF 2002
South Australia—Port Adelaide River—Repairs to
Birkenhead Bridge
MARINERS are advised that the bridge will be closed to marine
traffic from Monday, 29 April 2002 to Monday, 6 May 2002 from
0700 hours to 1700 hours on each day to allow for major repairs
to be carried out. The operations will require the Bascule Span
Leaves being opened and left at an angle of 60 during the
replacement work.

A barge equipped with a crane will be used to complete the
installation and will exhibit the appropriate lights, shapes and
special marker buoys as required by International Regulations for
the Prevention of Collisions at sea.
Mariners are advised that river traffic will be unable to pass
during the times of closure.
In an emergency situation restricted marine traffic conditions
may occur outside these times.

South Australia—Gulf of St Vincent—Glenelg—Barcoo Outlet
MARINERS are advised that Maritime Constructions will be
carrying out cleaning operations in the vicinity of Barcoo outlet
from 18 April 2002 to 27 April 2002, all through the day and
night.
The barge Elwood will be used in the clean up operations. The
workboat/tug Mudgee will be used to assist with barge operations
when necessary.
The barge will display the appropriate lights and shapes as
required by the International Regulations for the Prevention of
Collisions at sea. The anchor pennants will be marked with pink
coloured poly-type buoys.

South Australia—Investigator Strait—Cape Borda—
Potential Hazard
FOLLOWING recent completion of trials by the Department of
Defence on 23-26 March 2002 the 400 kg mooring weights could
not be recovered from the sea floor due to bad weather. The
weights are now attached to 500 mm pink marker floats in the
following positions:
Buoy 1:
Latitude: 354223S
Longitude: 1363106E
Buoy 2:
Latitude: 354512S
Longitude: 1363004E
The 250 m long mooring lines sink in the water and do not
contain subsurface floats. To prevent snagging, all vessels are
required to keep a 0.5 nautical mile radius clear of the designated
positions. The weights are expected to be recovered on or about 14
April 2002.

commencement.

RADIATION PROTECTION AND CONTROL ACT 1982
Exemption
TAKE notice that Dr Ian David Kirkwood, MBBS, FRACP is
exempt from the requirement of Regulation 40 of the Ionizing
Radiation Regulations 2000, to the extent that he may authorise
the treatment with radionuclides of patients suffering from the
disorders listed in Column 1 of the Schedule provided that:
(1) the type and maximum activity of the radionuclides to be
used in the treatment shall conform with those listed in
Column 2 of the Schedule;
(2) authorisation for treatment of malignant disorders shall
only be given following consultation with a radiation
oncologist;
(3) the treatments shall only be carried out at premises
registered under section 29 of the Radiation Protection
and Control Act 1982; and
(4) the treatment of malignant disorders using I-131 shall
only be carried out at the following hospitals: Royal
Adelaide Hospital, North Western Adelaide Health
Service (TQEH), Women’s and Children’s Hospital and
Flinders Medical Centre.

3.1
The vehicles described above must operate in accordance with the conditions and limitations specified in the ‘Code of
Practice for the Transport of Indivisible Items in South Australia’ dated April 2002 issued by Transport SA.
3.2
Except as otherwise specified in this Notice, the Standard Form Conditions prescribed in the Road Traffic (Oversize or
Overmass Vehicle Exemptions) Regulations 1999, for the purposes of section 115 of the Act, shall not apply.
3.3
When operating under this Notice, the driver must carry a legible, current and complete copy of the ‘Code of Practice for the
Transport of Indivisible Items in South Australia’, dated April 2002 issued by Transport SA and produce this document when
requested by a Transport SA Inspector appointed under the Road Traffic Act 1961 and/or the Motor Vehicles Act 1959 or a
Police Officer.

4. Regulation 6 of the principal regulations is varied—
(a) by striking out subregulation (2) and substituting the following subregulation:
(2) An application for the issue of a licence in respect of the fishery may be made only by a
person who holds a licence in respect of the Marine Scalefish Fishery endorsed with a condition
imposing a blue crab quota on the licence.;
(b) by striking out from subregulation (4)(b)(i) "a marine scalefish fishery" and substituting "the

following resolution:

Elector Representation Review
NOTICE is hereby given that pursuant to section 12 of the Local
Government Act 1999, the District Council of Streaky Bay has
undertaken a review and adopted the following recommen-dations:
• Retention of a two ward system but with Flinders Ward to
be expanded to include the current Rural Fringe and Rural
Living Zones (as identified in Council’s Development Plan)
and both Eyre and Flinders Wards to maintain the current
representation of four Councillors each.
A copy of the review is available from the Council Office.
Interested persons are invited to make written submissions on the
review and these should be sent to the Chief Executive Officer,
P.O. Box 179, Streaky Bay, S.A. 5680, and be received by 5 p.m.
on Wednesday, 1 May 2002.
Any person making a written submission will be provided with
the option to appear before council to be heard in respect of their

WAKEFIELD REGIONAL COUNCIL
ROADS (OPENING AND CLOSING) ACT 1991
Portion of McGinty Road at Bowmans
NOTICE is hereby given, pursuant to section 10 of the Roads
(Opening and Closing) Act 1991, that the Wakefield Regional
Council proposes to make a Road Process Order to close that
portion of public road between the western boundary of section
162, Hundred of Inkerman and the eastern boundary of piece 4 in
Filed Plan 217806 (being portion of McGinty Road, Bowmans),
more particularly delineated and marked ‘A’ in Preliminary Plan
No. PP02/0022. The portion marked ‘A’ is to be transferred to the
adjacent owner and merged with section 162 held in Certificate of
Title 5513/225 subject to a free and unrestricted right of way
appurtenant to Allotment 51 in Deposited Plan 55706 held in
Certificate of Title 5855/379.
A copy of the Preliminary Plan and statement of persons
affected is available for public inspection at the Council Office,
10 Edith Terrace, Balaklava or at the Adelaide office of the
Surveyor-General, during normal office hours.
Any person affected may object to the proposed road process, or
apply for an easement to be granted in the person’s favour over
land subject to the proposed road closure. Such objection, or
application for an easement, must set out the full name and
address of the person, and reason for making the objection or
application. Any application for an easement must give full
particulars of the nature and location of the easement and, where
made by a person as the owner of adjoining or nearby land,
specify the land to which the easement is to be annexed.
Any objection, or application for an easement, must be lodged
in writing to the Wakefield Regional Council, 10 Edith Terrace,
Balaklava, S.A. 5461, and a copy lodged with the SurveyorGeneral, Department of Administrative and Information Services,
G.P.O. Box 1354, Adelaide, S.A. 5001, within 28 days of this
notice.
Where an objection, or application for an easement is made, the
council will give notification of a meeting at which the matter will
be considered, so that the person making the objection or
application may attend, if desired, personally or by a
representative.
