NZQF NQ Ref Version 1106 4 Page 1 of 6 National Certificate in Public Sector Services (Community Advisor) (Level 5) Level 5 Credits 60 Purpose This qualification is for people who are employed in the public sector as community advisors. People employed in these roles undertake a wide variety of tasks in diverse contexts for a significant number of public sector agencies. The qualification recognises that in addition to agency-specific knowledge and understanding, community advisors require a range of skills and knowledge to perform activities that are relatively common to all agencies. The Compulsory section is designed to reflect this range of skills and knowledge. They include: building and maintaining relationships with stakeholders; leading groups and teams to achieve objectives; understanding group processes; giving presentations; business writing skills and knowledge and understanding of the underlying values and responsibilities of people working in the public sector including ethics as well as the Treaty of Waitangi and its principles. The Elective section allows community advisors to select standards that cover skills and knowledge specifically relating to public sector core skills, public sector Māori, and public sector service delivery. Examples of these standards include: demonstrating knowledge and understanding of the nature and use of information in the public sector; administering government grants; meeting public sector organisational requirements for the provision of services; formally representing a public sector organisation; facilitating hui with Māori stakeholders; and developing and maintaining relationships with internal and external Māori stakeholders. The Elective section also allows community advisors to select the most appropriate complementary skills for their position by having the flexibility to select standards from anywhere on the framework. This national certificate builds on skills and knowledge recognised by the National Certificate in Public Sector Services (Induction) (Level 3) [Ref: 1453], the National Certificate in Public Sector Services (Client/Customer Service) (Level 3) [Ref: 0659] and the National Certificate in Public Sector Services (Client/Customer Services) (Level 4) [Ref: 0660]. This qualification leads on to qualifications such as the National Certificate in Project Management (Level 4) [Ref: 1500], the National Diploma in Project Management (Level 5) [Ref: 1501], or the National Diploma in Public Sector Māori with strands in Management, Policy Advice, and Service Delivery [Ref: 0953]. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. Changes to structure and content Title was changed to include the level and a slight amendment to the descriptor. Standards 9692, 16612, and 26684 were added to the Compulsory section. The requirements of the Electives section were changed. The content of the Electives section was changed as follows: o Elective Set 1: standards 2895, 2896, 7454, 11648, and 11650 were removed; standard 21335, and standard 21336 from the Compulsory section of version 2 of the qualification, were added; the Public Sector Māori, and Public Sector Service Delivery domains were moved to Elective Set 2; and the Community Work, Delivery of Adult Education and Training, Design and Development of Adult Education and Training, Evaluation in Adult Education and Training, Management of Adult Education and Training, Assessment of Learning, and Interpersonal Communications domains were removed. Credits from the domains that were removed from the qualification can be used to meet the requirements of the Balance set. o Elective Set 2: the Public Sector Core Skills domain was added; and the Public Sector Māori and Public Sector Service Delivery domains from Elective 1 were added. o A Balance set was added which allows candidates to select standards from anywhere on the Directory of Assessment Standards. Candidates enrolled on programmes or courses leading to the award of version 3 may either complete the requirements for that version or transfer to version 4. All new candidates will be enrolled on programmes or courses leading to the award of version 4 of the qualification. This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards were exempt from the requirement to gain credit for the replacement standards – see table below.
