Costa Rican ICT habitat to be strengthened

ICT National Strategy identifies necessary actions and decisions for its strengthening and
consolidation in worldwide markets.

Proposal supports and promotes the close coordination between products and services, as well as,
between enterprises, Government and academia.

The Chamber of Software Producers of Costa Rica broadens its objectives and becomes into the Costa
Rican Chamber of Information and Communication Technologies.
COSTA RICA – June 29, 2004 –. The blooming Costa Rican information and communication
technologies’ (ICT) industry should focus on integration and articulation efforts to gain an advantageous
position and international recognition. This is one of the main recommendations and reasons exposed in
the Costa Rican National Strategy for the ICT Sector.
Costa Rica: Green & Smart is the name of this proposal which takes into account the strengths of the
country: its geographic position, political and economical stability, low risk level, biodiversity, and very
specially, its highly-qualified, creative, and critical human capital. These characteristic traits make Costa
Rica a strong potential international provider of ICT solutions.

The design of this proposal was headed by the Chamber of Software Producers (Caprosoft, for its
Spanish acronym) and the Support Program for the Software Sector Competitiveness (Prosoftware, for its
Spanish acronym); together with the International Center of Economical Politics at the National University
(Cinpe, for its Spanish acronym), Center of Technological and Computing Arrangements (Cegesti, for its
Spanish acronym) and the experts Dr. Brian Nicholson of Manchester University in England and Dr.
Sundeep Sahay of the Oslo University in Norway.
This process contemplated the investigation and diagnosis of the ICT sector of Costa Rica and culminated
with the conception of a global strategy that includes all the industry segments:

The strategy underlines strengths of the country like the high creative capacity of the human Costa Rican
capital, its constant search to improve processes; and advantages like its geographical proximity with the
highest ICT consumption markets.
Industry organization with new identity and image
The course analysis of successful countries in the production and commercialization of ICT products and
services, indicates that the existence of an organization, that groups and coordinates the efforts of this
sector from a global and integral vision.

With this strategic motivation in mind, Caprosoft’s role and structure was redefined. The institution will
not only include software development firms but the other segments of the ICT sector. Thus,
multinational companies with presence in the country from the sector may apply for membership.
For these reasons, a change in the identity and image of Caprosoft was in order and, hence, gave birth to
the Costa Rican Chamber of Information and Communication Technologies (Camtic, for its Spanish
acronym). This growing figure will assist and coordinate all the actions that contribute to the
strengthening and consolidation of the national ICT sector. As a result, the use of financing, human,
material and technological resources designated to the industry will be optimized.
In the operative level, the goals defined in the national strategy will be accomplished through specialized
work groups (GTE’s, for its Spanish acronym). Each of these will be compounded by different participants
of the ICT industry and other governmental and academician stakeholders, who will work under
coordination of Camtic representatives.
Five GTEs were created:
1. Human Resource: in charge of the Costa Rican human capital training to respond to the market
necessities.
2. Financing: in charge of promoting the delivery of non-fiscal economical incentives and financial
resource pursuit.
3. Marketing: in charge of the country promotion as a top tier ICT international market provider.
4. Infrastructure: will work together with the concerning organizations in order to assure the delivery
of strategic and quality services and optimize the legal framework.
5. Organization: will provide supporting services to the companies associated to Camtic, will
coordinate the work and communication between committees and will also support the creation of
suitable economical, social and political conditions that will enhance the ICT sector growth.
National outreach
Camtic’s proposal is approved by the Republic’s Presidency, Dr. Abel Pacheco, and the rest of the
Executive Branch, represented in the official launch of the strategy, by the President of the Republic in
exercise, Mrs. Lineth Saborío; the Accompanying Special Ambassador for Commercial Affairs with United
States, Mr. Roberto Echandi, on behalf of the Ministry of Foreign Trade, and, the Ministry of Science and
Technology, Fernando Gutiérrez, who, will be in charge of the execution and supply of some aspects of
the National Strategy.
Camtic President, Alexander Mora, thanks the trust and support given to the Costa Rican technology
sector and its path of action: “We have no doubt that our country has an immense potential to become a
global ICT provider of world class products and services. This new perspective renews our energy to
continue working as one force towards this ambitious goal and finally show what our country is and what
it’s capable of doing,” he commented.

established as the Chamber of Software Producers of Costa Rica in 1998 by 16 Costa Rican visionary software enterprises. Camtic,
