Documents on technical details ..................................................................... 17 3 EOI for Handheld Terminals 1 1.1 CRIS Introduction Overview of Passenger Reservation System (PRS) Indian Railways is amongst the largest Railway systems in the world. It provides for a significant part of the country’s transportation needs, both in the passenger and the freight segment. The annual revenue of Indian Railways is about Rs. 90,000 Crore. One of the major applications of Indian Railways is the Passenger Reservation System (PRS). The PRS provides reservation services to nearly 1 million passengers a day on over 3500 trains running throughout the country. The PRS is available at over 6000 counters in more than 1800 locations throughout the country, including all major stations, and important non-railhead locations such as tourist centers and district headquarters. The application architecture is distributed with 5 server clusters placed in data centers in five cities: New Delhi, Mumbai, Kolkata, Chennai and Secunderabad. The server clusters are connected together by a core IP network based on a mesh of 02 ×02 Mbps leased lines communication links. 1.2 Overview of HHT Project Hand Held Terminals (HHTs) are already functioning in 12 pair of trains. Indian Railways plans to extend this facility in more number of trains by providing Hand Held Terminals to the Traveling Ticket Examiners (TTEs), so that the TTEs are able to carry out tasks like (1) Ability to have the charts downloaded to HHT through GPRS, (2) Updating the chart while checking the tickets in the coach, (3) Informing the status of vacancy to Central Server Periodically through GPRS, (4) Collecting excess fare, (5) Penalty and other charges, issuing the receipt for the same, (6) Report for the cash colleted by TTE giving a printed receipt to the passenger, etc. CRIS has developed the application based on IBM Lotus Expeditor technology and is looking forward to Handheld Terminal manufacturers and partners to provide the devices. The main objective of floating the EOI is to explore the market for the availability of low cost devices and printers with the minimum specification required for the HHT application. 2 Scope of the EOI 2.1 Interested parties should either be OEM or OEM authorized Bidder/ reseller should offer the handheld terminal and the printer of one or all options as given below. 1) Handheld terminal HHT (Technical specification Annexure B –Para 1) a. Only with GSM b. With dual SIM (GSM + GSM) c. With dual SIM (GSM+CDMA) 2) Handheld Terminals with Integrated Printer (Annexure B -Para3) a. Only with GSM 4 EOI for Handheld Terminals CRIS b. With dual SIM (GSM+CDMA) 3) Printer (Annexure B - Para5) 4) Device Management Solution ** Total HHT devices procured would be 550 –which can be of any type given above. 2.2 The interested parties shall provide at least one number of demo samples of each of the offered devices and printer for application testing purposes. The HHT application has already been developed by CRIS, using IBM Lotus Expeditor and IBM Lotus Mobile Connect software. The necessary documents and CDs demonstrating the features of the terminals have to be provided by vendor. 2.3 The interested party should provide necessary manpower support for testing purpose, printing along with necessary device hardware and OS level customizations. 2.4 After successful testing of the handheld device and printer, CRIS may ask short listed Bidders to submit formal bids for final purchase during the tender process. 2.5 The EOI should be submitted along with Rate Schedule as per the prescribed format mentioned at Annexure 1. 3 Technical specification: 3.1 Detailed technical specifications are given in Annexure B. The interested party must submit an item wise compliance of these technical specifications duly vetted by OEM. 3.2 The authorized representative should give Bill of Material of the offered equipment which should be complete and duly vetted by the OEM. 3.3 Authorized representative should have backend agreement with OEM covering warranty support from OEM as defined in the technical specification. Authorized representative has to provide documentary evidence for back-to-back support agreement with the OEM for software upgrades & patches and spares for a period of 06 years. 4 Scope of warranty for the handheld terminal and Printer In case of any defects or malfunction of the HHT device/Main Battery/Spare Battery/USB Cradle/Touch screen damage/Any cable or connector damage/ Thermal Printer, CRIS/Railways will report the faulty equipment to any of the service centers at the 5 sites and 1 is to 1 device replacement by next business day is to be provided by the Bidder. 5 EOI for Handheld Terminals CRIS 5 Scope of On-Site Support for the handheld terminal and Printer The Bidder shall provide On Site support five days a week (Monday to Friday) 9:00 A.M. to 6:00 P.M.) at 17 locations over IR (Tentative list enclosed in Annexure C)and at 6 main locations (Chanakyapuri (Delhi), IRCA (Delhi), Mumbai, Chennai, Kolkata and Secunderabad) of CRIS. The service shall consist of following :- Bidder has to depute Engineer to do Preventive Maintenance activities, once in every 3 months at 17 locations. Refer to Annexure C for details of 17 locations. The Report for each of the Device need to be submitted by the Bidder. Bidder through OEM has to provide and install all required patches, upgrades including upgrade to next higher version of all supplied software and operating system. Bidder has to provide all help in installation of the HHT application, trouble shooting and fine-tuning Bidder has to cover accidental damages and replace the device without any extra charges. Failure to repair / replace the faulty equipment at the locations defined above within stipulated time frame of 24 hours shall call for penalty @ Rs. 200 per day subject to a maximum of 10% of the cost of the unit Bidder will maintain their own inventory of spares so as to give the fast and efficient service, Carryout all necessary repairs and replacements of parts without any additional cost, if any. 6 EOI for Handheld Terminals CRIS 6 Qualifying Criteria for the Bidder.
