SAILING INSTRUCTIONS
1
RULES
1.1
The regatta will be governed by rules as defined in the Racing Rules of Sailing (RRS)
2009-2012 and the Sailing Instructions and local Sailing Instructions.
Comet Class Association and Combined Comet Class Association rules will apply.
The Organising Authority is Weymouth and Portland National Sailing Academy, under the
burgee of Portland Castle Sailing Club. In the event of any conflict, the Sailing Instructions and
local Sailing Instructions shall prevail.

NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located on the
conservatory in the event centre.

CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 0900 0n the day it will
take effect, except that any change to the schedule of races will be posted by 2000 on
the day before it will take effect.

SIGNALS MADE ASHORE
4.1.1 Signals made ashore will be displayed at the flagpole located on the outside balcony of
the Event centre.
4.2
When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30
minutes’ in the race signal AP.
4.3
Buoyancy must be worn at all times whilst afloat.

SCHEDULE OF RACES
5.1
Dates of racing:
27th August 2011: Races 1 and 2.
28th August 2011: Races 3, 4, 5, and 6.
29th August 2011: Races 7 and 8.
5.2
Number of races:
8 races
One extra race per day may be sailed, provided that no class becomes more than one
race ahead of schedule and the change is made according to instruction 3.
5.3
The scheduled time of the warning signal for the first race each day is:
27th August 2011: 12:55
28th August 2011: 10:25
29th August 2011: 10:25
5.5
On the last day of the regatta no warning signal will be made after 1500.

CLASS FLAGS
Class flags will be:
Comet Class: The Comet Class flag.
Comet Trio: T
Comet Versa: V
Comet Duo: D
Comet Zero: O

RACING AREAS
The racing area will be within Portland Harbour and will be specified at the
competitors briefing at 1100hrs on Saturday.
8
THE COURSES
8.1
The diagrams in Attachments A, B and C show the courses A, B and C. The order in
which marks are to be passed, and the side on which each mark is to be left.
8.2
The Course that is to be sailed (A, B, C) will be displayed prior to the warning signal
on the Starboard side of the committee boat, along with an approximate compass
bearing of the windward mark.
8.3
Legs of the course will not be changed after the preparatory signal. This changes
rule 33.
9
MARKS
9.1
Marks 1, 2, 3 and 4 will be large orange Jaffa dumpy marks
9.2
The starting and finishing mark will be a dan buoy with an orange flag.
10
THE START
10.1
The starting sequence for the classes is as follows:
1st Start: Comet Trio class
2nd Start: Comet class
3rd Start: Comet Versa class, Comet Duo class, Comet Zero class
10.2
The starting line will be between a staff displaying an orange flag on the starting mark
at the starboard end and the port-end starting mark.
10.3
Boats whose warning signal has not been made shall avoid the starting area during the
starting sequence for other races.
10.4
When there are succeeding starts, a new start following a general recall will start after
the succeeding starts. This changes rule 29.2.
10.5
A boat starting later than 4 minutes after her starting signal will be scored Did Not
Start without a hearing. This changes rules A4 and A5.

THE FINISH
Unless the course is shortened in accordance with rule 32 the finishing line will be
between a staff or mast displaying an orange flag and a blue flag on the committee
boat to starboard and an orange dan buoy to port.

TIME LIMITS
12.1
Boats failing to finish within 30 mins after the first boat sails the course and finishes
will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.
12.2
At the race officers discretion, after the first boat in any class have finished further
boats to cross the start finish line can be given a finish place noting the amount of laps
that they have completed fully, giving them their place
12.3
The time limit for the first boat to finish a race is 90 minutes. If no boats finish within
the time limit then the race will be abandoned and then resailed.
13
PROTESTS AND REQUESTS FOR REDRESS
13.1
Protest forms are available at the race office, located in room 4. Protests and requests
for redress or reopening shall be delivered there within the appropriate time limit.
13.2
For each class, the protest time limit is 90 minutes after the last boat has finished the
last race of the day.
Notices will be posted no later than 30 minutes after the protest time limit to inform
competitors of hearings in which they are parties or named as witnesses. Hearings will
be held in the protest room, located in room 3, beginning at the time posted.
13.3

Notices of protests by the race committee or protest committee will be posted to
inform boats under rule 61.1(b).
13.5
Breaches of instruction 17 will not be grounds for a protest by a boat. This changes
rule 60.1(a). Penalties for these breaches may be less than disqualification if the
protest committee so decides. The scoring abbreviation for a discretionary penalty
imposed under this instruction will be DPI.
13.6
On the last scheduled day of racing a request for reopening a hearing shall be delivered
(a)
within the protest time limit if the requesting party was informed of the decision
on the previous day.
(b)
no later than 30 minutes after the requesting party was informed of the decision
on that day.
This changes rule 66.
13.7
On the last scheduled day of racing a request for redress based on a protest committee
decision shall be delivered no later than 30 minutes after the decision was posted. This
changes rule 62.2.

SCORING
14.1
The Low Point System of Appendix A will apply with A9 replacing A4.2.
14.2
The Comet Duo National Championships will be sailed using the following
Portsmouth Yardsticks:
Single-handed Comet Duo: 1150
Double-handed Comet Duo: 1175
14.3
(a)
When fewer than four races have been completed, a boat’s series score will be
the total of her race scores.
(b)
When from four to five races have been completed, a boat’s series score will be
the total of her race scores excluding her worst score.
(c)
When six or more races have been completed, a boat’s series score will be the
total of her race scores excluding her two worst scores.

SAFETY REGULATIONS
15.1
Check-Out and Check-In: A mandatory tally system will be in force . Tallies shall be
worn on the wrist, one each for helm and crew of two handed boats. The Tally Band
must be returned to its correct position upon its numbered peg immediately upon
returning to shore. Tally Bands may be collected BEFORE the competitors are
released from the shore by the hoisting of Flag `R`. Failure to tally out and to promptly
tally ashore may result in that days results being excluded
15.2
A boat that retires from a race shall notify the race committee as soon as possible.
16
RESTRICTIONS ON RIG
16.1
For the Comet National Championships competitors shall nominate which type of rig
they will use (standard rig, Xtra rig or Mino rig) before racing. A Competitor shall use
the same type of rig for all races.
For the Comet Versa National Championships competitors sailing single-handed shall
not use a spinnaker.
16.2

EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules
and sailing instructions.

OFFICIAL BOATS
Official boats will be marked as follows: Numbered flags 1-6.

DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to
Race. The organizing authority will not accept any liability for material damage or
personal injury or death sustained in conjunction with or prior to, during, or after the
regatta.
20
INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a
minimum cover of £2,000,000 per event or the equivalent.
