Dear Parent / Student-Athlete,
On behalf of the Hallsville Independent School District, allow me to thank you for your interest
in participating in either a UIL sponsored Extracurricular or a school / district sponsored Cocurricular activity. The Hallsville Independent School District believes that a dynamic program of
student activities is vital to the educational development of the students.
All Hallsville Independent School District student activities should provide your student with the
opportunity to develop and maintain a positive attitude, as well as productive habits that will
help prepare your student for a productive adult life. Students participating in UIL
Extracurricular or Co-curricular activities represent not only themselves, but also the campus,
program, and ultimately the school district. For this reason, the Hallsville Independent School
District has established this Code of Conduct, which extends outside the scope of the regular
Student Code of Conduct.
The Hallsville Independent School District UIL Extracurricular / Co-curricular Activities students
and parents are to be reminded that participation in any/all of our UIL Extracurricular / Cocurricular activities is a privilege and NOT a right.
Please take time to read the remainder of this Extracurricular / Co-curricular Code of
Conduct and sign the Acknowledgement Form. Both the student and parent must sign and
return the Acknowledgement Form to their respective coach / sponsor, prior to any
competitions. This form must only be signed one time per year, as it will serve for any
Extracurricular / Co-curricular program in which your child participates.

What is an Extracurricular / Co-curricular Activity?
 Any University Interscholastic League (UIL), school district, or campus sponsored or
related public performances, events, contests, demonstrations, displays, or club
activities, whether on or off campus;
 Any elected offices and honors (such as student council and homecoming queen;
 All co-curricular activities, which are those held in conjunction with a credit-bearing
class, but that may take place outside of school and outside of the school day;
 All national organizations (such as National Honor Society or Future Farmers of America;
and
 Any activity held in conjunction with another activity that is considered to be an
extracurricular activity (such as a meeting, practice or fund raiser).
Why are these activities important?
 The promote self-discipline, responsibility, leadership, teamwork, self-confidence,
commitment and student wellness.
 They enhance the curricular offerings.
 They allow the participants to represent their respective schools and
 They allow the participants to become leaders and positive role models for others.
Who is subject to the Extracurricular / Co-curricular Code of Conduct?
 Any student who participates in any extracurricular / co-curricular activity is subject to
this Code of Conduct.
 The student is subject to the Code of Conduct as soon as she/he is selected to a team,
elected to office or otherwise joins an activity. The student remains subject to this code
of conduct until the student is no longer participating in any extracurricular or cocurricular activity.
When does the Extracurricular / Co-curricular Code of Conduct Apply?
 The privilege of representing Hallsville Independent School District carries a great
responsibility to show respect, dignity and to serve as positive role models for others.
Therefore, students are responsible for following this Code of Conduct at all times. This
includes both on and off campus conduct, as well as evenings, weekends, holidays and
all vacations.
Notice of Nondiscrimination
 It is the policy of Hallsville Independent School District not to discriminate on the basis
of race, color, national origin, sex, age or disability.

Expectations of Participants
 Hallsville Independent School District students who participate in extracurricular and cocurricular programs will be held to a higher standard because they represent their
campus, district and community.
 Students participating in any Hallsville Independent School District program shall be
subject to both the Extracurricular Code of Conduct, as well as the Student Code of
Conduct. This means that it is possible for a student to be punished for breaking a rule,
by both the campus and the coach / sponsor of his/her team, club, etc.
 Pursuant to HISD Board Policy, FO (local), “a student shall be treated fairly and equitably.
Discipline shall be based on an assessment of the circumstances of each case. Factors to
consider shall include:
o The seriousness of the offense
o The student’s age
o The frequency of the misconduct
o The student’s attitude
o The potential effect of the misconduct on the school environment
o Requirements of Chapter 37 of the Texas Education Code
o The Student Code of Conduct adopted by the Board.
 Students and parents should understand, that depending on the severity of the
misconduct a student may receive punishments from warnings to verbal reprimands, to
appropriate physical workouts (typically in athletics), to suspension from team, to loss of
a letter jacket, patch, etc., to ultimately being permanently removed from any
extracurricular / co-curricular activities.
 All HISD extracurricular and co-curricular participants are expected to behave in a
positive manner that is becoming of a young lady or gentleman, at all times.
Misconduct
This section of the Extracurricular explains the types of misconduct and the related
consequences. It is impossible for the district to foresee all possible actions of
misconduct, therefore, students who exhibit misconduct that is detrimental to the
team, campus or district, can be punished, even if the action is not specifically listed in
this document.
Each student will begin the school year with a clean slate, unless he/she had their
participation suspended and the time frame lasted into the next school year. For
instance, if a student was suspended for six weeks, and there was only four weeks of
school left, the student would be suspended for all summer activities and the first two
weeks of school the following year.

While under suspension from extracurricular and co-curricular activities, students will
continue to attend their academic classes. Additionally, while under suspension from
activities, students may participate in any tryout, election, or process that would allow
them to participate in an activity that begins after their suspension is lifted.
Notwithstanding the foregoing, students will not be allowed to participate in any tryout,
election, or other process that takes place while they are assigned to DAEP or
suspended from school.
Examples of Inappropriate Misconduct – Major
 Engaging in theft, destruction , or misuse of school district property;
 Failing to return school property as directed;
 Engaging in hazing, harassment, or bullying of others as defined by the Hallsville
Independent School District Student Code of Conduct;
 Buying, selling, giving, delivering, using, possessing, or being under the influence of
tobacco, alcohol, marijuana, a controlled substance (without a proper prescription),
or a dangerous drug at any time and regardless of whether the student is on school
property or at a school related activity.
 Maintaining or being identified on a website or blog that depicts behavior that is
illegal or sexual in nature.
 Sending, transmitting, or posting images or other material that is related to illegal or
sexual activity.
 Engaging in conduct prohibited by the District’s Student Code of Conduct that is
punishable by placement in a JJAEP, DAEP or expulsion.
o Note: Students who are placed in the DAEP are ineligible to participate in or
attend extracurricular activities pursuant to Texas Education Code 37.006(g)
Consequences for Inappropriate Misconduct – Major
 First Offense
o The student will be suspended from participation in any/all extracurricular / cocurricular activities for up to five school days. For organizations with 5 or fewer
competitions (annually), the student will be suspended for at least one entire
competition. Suspensions from competitions come before suspensions of
performances.
o For students involved in organizations that do not compete, the student will be
suspended in any/all extracurricular / co-curricular activities from any group
participations for 30 days.

 Second Offense
o The student will be suspended from participation in any/all extracurricular / cocurricular activities for up to 15 school days. The student will be suspended from
all competitions during this suspension.
o For students who are involved in organizations with 5 or fewer annual
competitions will be suspended in any/all extracurricular / co-curricular activities
for at least two full competitions.
 Third Offense
o The student will be suspended from participation in any/all extracurricular / cocurricular activities. If the offense happens within the last three weeks of the
school year, the student will be suspended in any/all extracurricular / cocurricular activities for the remainder of the current year and for the entire fall
term of the next year.
o The student will lose eligibility for earning any letter award in any extracurricular
/ co-curricular activity for that year.
 Fourth Offense
o The student’s participation in all extracurricular / co-curricular activities will be
suspended for the remainder of the time the student is enrolled in any Hallsville
Independent School District campus.
o A student may not withdraw from Hallsville Independent School District and reenroll in Hallsville ISD in an effort to circumvent the rule.
Examples of Inappropriate Misconduct - Minor
 Being tardy or absent to contests, practices, meetings, performances, camps, and/or
other events without the permission from the coach/sponsor/director.
 Exhibiting poor sportsmanship; such as cheating, cursing, or taunting
 Being insubordinate to the coach/sponsor/director.
 Being disruptive during a game, meeting, practice, performance, camp and/or other
event.
 Violating the established rules or guidelines of a specific extracurricular / cocurricular activity in which the student participates.
 Violating the District’s standards for dress and grooming or the standards set for the
specific activity; and
 Engaging in general misconduct prohibited by the District’s Student Code of
Conduct.

Consequences for Inappropriate Misconduct – Minor
 First Offense
o The student will receive a verbal warning and reprimand.
o An appropriate physical workout if the student is in athletics.
 Second Offense
o The student will receive a verbal warning and reprimand.
o An appropriate physical workout if the student is in athletics.
o Playing time or participation in a contest could be reduced.
 Third Offense
o The student will receive a verbal warning and reprimand.
o An appropriate physical workout if the student is in athletics.
o Student will be suspended for one contest.
o Student and parent will be asked to sign a behavioral agreement. This agreement
will be in effect for 2-4 weeks, depending on the severity of the misconduct. If
the student has any other misconduct on the campus, in the organization or on
the bus, the student will be suspended for four school weeks.
 Fourth Offense
o The student will be suspended from participation in any/all extracurricular / cocurricular activities. If the offense happens within the last three weeks of the
school year, the student will be suspended in any/all extracurricular / cocurricular activities for the remainder of the current year and for the entire fall
term of the next year.
 Fifth Offense
o The student’s participation in all extracurricular / co-curricular activities will be
suspended for the remainder of the time the student is enrolled in any Hallsville
Independent School District campus.
o A student may not withdraw from Hallsville Independent School District and reenroll in Hallsville ISD in an effort to circumvent the rule.
Definition

Weeks – means school weeks, but also includes any non-school weeks in which an
extracurricular / co-curricular competition or event occurs, such as camps in the
summer or school holidays.

Note
Students who commit offenses outside of the school’s jurisdiction may be suspended
from participation by the campus principal or athletic director, after a review of the
incident. Prior to extracurricular / co-curricular activity discipline will be imposed,
evidence must be presented to the appropriate campus administrator (Principal or
Athletic Director), in one of the following forms: 1. A report from a law enforcement
agency; or 2. A personal confession by the participating student; or 3. Behavior
observed by a school employee.
Suspension or Expulsion from the Program
 Expulsion from School
o For any misconduct that requires mandatory expulsion from school and all
school sponsored / school related activities, participants of extracurricular / cocurricular activities will be suspended from all/ any extracurricular / co-curricular
activities for a period of one calendar year from the date of the incident.
 Deferred Adjudication for a Felony Charge
o During the period of deferred adjudication, extracurricular / co-curricular
participants shall remain suspended from all activities. Deferred adjudication
does not infer innocence.
 Indictment for a felony
o Participants, while under indictment for a felony, whether on or off campus, will
be suspended from all extracurricular / co-curricular activities, this suspension
includes all practices and competitions.
Awards / Lettering Policy
Each varsity team has specific criteria for earning a varsity letter award. The head coach
of each sport will provide each varsity team member with the lettering criteria. Earned
letter awards may be taken up in the event the participant violates the Extracurricular /
Co-curricular Code of Conduct or acts in a manner that embarrasses our program.
Hallsville Independent School District Board Policy
 Extracurricular Standards of Behavior – FO (LOCAL)
o Pursuant to Hallsville Independent School District Board Policy FO (LOCAL) – the
coach /sponsor/director of an extracurricular program may develop and enforce
standards of behavior that are higher than the District-developed Student Code
of Conduct. The coach/sponsor/director may also establish additional
punishments.

 Random Drug Testing – FNF (LOCAL)
o The District requires drug testing of any student in grades 7-12 who choose to
participate in school sponsored extracurricular activities… In addition, students
shall be randomly tested throughout the school year.

Acknowledgement Form
***This Acknowledgement Form must be signed by both the student and their parent /
guardian, and returned to the appropriate coach / sponsor prior to the student being allowed
to participate in any Extracurricular / Co-curricular activities.
