OFFICE OF GOVERNMENT ____ Số: 258/TB-VPCP SOCIALIST REPUBLIC OF VIETNAM Independence - Freedom - Happiness ________________ Hanoi, dated 21th August 2009 ANNOUNCEMENT Conclusion of Deputy Prime Minister Nguyễn Sinh Hùng In the online conference on implementing Resolution No.30a/2008/NQ-CP Of supporting rapid and sustainable poverty reduction for 61 disadvantaged districts _______________ On 12th August 2009, the Permanent Deputy Prime Minister Nguyễn Sinh Hùng hosted the online hand-over conference on implementing Resolution No.30a/2008/NQ-CP of supporting rapid and sustainable poverty reduction for 61 poor districts. It was held in 20 online areas nationwide with presence of leaders from Ministries, Agencies and localities. After listening to the summary report on situation and result of implementing Resolution No.30a presented by Minister of MOLISA, the Permanent Deputy Prime Minister Nguyễn Sinh Hùng concluded as follows: 1. To commend and highly appreciate the responsibilities of Ministries, Agencies and localities, Economic Corps., SOEs and businesses for conducting the Resolution No.30a over the past time. He also emphasized that organization and implementation of Resolution 30a with great focus and investment on poor districts is to show duty and concern of the Party, the State, the Government, enterprises and the community about the poorest areas in the whole country. This is such a big chance for localities to participate in the program, to alleviate poverty in the rapid and sustainable manner. Therefore, the district authorities must direct strictly, concentrate on organizing and implementing in the most effective manner. 2. Measures on continuing to direct and conduct the Resolution 30a from now to late 2009: a) The program of rapid and sustainable poverty reduction in 61 poor districts is the overall one to show profound socio-political meaning. Thus, we must connect closely with performing the Central Resolution No.7 on agriculture, farmers, rural areas, link with building new rural areas and job training programs for rural laborers. The program must be rolled out comprehensively with participation of the political system and community with a view to better improving material and spiritual lives, boosting socioeconomic development in poor district areas. In addition, we should enhance communication on the Resolution 30a for the community in poor districts. The Provincial Secretary and Chairmen of Provincial People Committee must steer directly, closely and link implementation of the Resolution 30a with other programs and projects in the district areas. 1 b) Ministries and Agencies carry on researching and completing policies in the poverty reduction project at district level; the local authorities should be flexible and creative in action and allocate enough costs to review production and residential projects for the purpose of investing infrastructures effectively. - At present, the districts should conduct direct support policies for resident living promptly such as: forest allotment for forest protection; rice support for poor households near the border. At the same time, we should implement support policies on healthcare, education, job training, labor export. Regarding the policy on housing support for the poor, the localities must make full use of the government support, preferential loans and enterprises, coordinate with the military to implement and complete before Lunar New Year 2010; in case of budget shortage, they should advance costs for implementation. - To invest and build infrastructure works in poor districts, we must base on the project of socio-economic infrastructure development. - The Ministry of Training and Education shall formulate the priority policy for poor districts such as equipment supply, on-the-job training and teacher training. - The Ministry of Healthcare should take priority on facilities, nurses and doctors for district hospitals, commune healthcare clinics. - To assign the Committee of Ethnic Minorities to organize and coordinate with the Ministry of Planning & Investment, the Ministry of Finance in reviewing and adjusting the cost norm of investing some projects under Program No.135 for specially disadvantaged communes of poor districts according to the Resolution 30a and submit to the Prime Minister for decision issuance. - The Ministry of Rural Development & Agriculture should instruct localities to rearrange promptly population in landslide prone areas, to conduct production and residential programming for investing infrastructures effectively. c) Cost distribution Two programs No.134 and No.135 are mainly implemented in areas with poor districts; The Ministry of Investment & Planning and the Ministry of Finance formulate the plan budget supplementation of 2010 so that the localities advance costs for implementation, in case of capital shortage, the Ministries consolidate needs of localities and submit to the Prime Minister. The budget for implementing policies and project under the Resolution No.30a should be distributed promptly and sufficiently according to the annual budget estimates. Based on the approved program, districts shall formulate the budget plan of 2010 to conduct the Resolution 30a at the same time with the pace of socio-economic development and State budget estimate in 2010. The Ministry of Investment and Planning and the Ministry of Finance shall advance local budget to implement right from the year beginning. d) Mechanism of management, instruction and implementation Support sustainable and quick poverty reduction for 61 disadvantaged districts is the comprehensive program of socio-economic development, transforming several different projects, thus, there is not private mechanism. Relevant Ministries and Agencies should review closely issued policies to amend, supplement and ensure more appropriate and specific instructions for disadvantaged districts. Other policies shall be conducted as regulated by the current mechanism. 2 The Steering Board of the program of poverty reduction at all levels shall review, complete and supplement more the provincial and district steering boards to supervise, consolidate and report the pace of implementing the Resolution 30a; coordinate with the steering boards of the North West Region and Central Highland with disadvantaged districts to perform this program actively. The Standing sections of Steering Boards are located in the MOLISA and Department of Labor, Invalids and Social Affairs. In case of necessarily, localities will recruit more human forces and budgets for implementation; Other agencies delegate staff to supervise, do part-time job and closely coordinate with standing agencies during the process of conduction. MOLISA take responsibility for keeping regular and timely information and report for the Central Steering Board; periodically organize preliminary and sum-up meetings to extract experiences in direction, management and implementation. đ) The Ministry of Internal Affairs instruct to arrange qualified managers for district level, appoint and detach provincial officers to districts and communes to conduct the program and training human force. e) Assistance of enterprises Given the assignment of the Central Steering Board, the provinces and districts should actively coordinate with enterprises to discuss and decide the plan of helping poor districts with specific contents and long term commitment by 2020. The Central Steering Board and localities in coordination with the Central Vietnamese Fatherland Front organize campaigns extensively to all enterprises to support poor districts practically. g) To strengthen communication, raise knowledge for the community and help the community realize that poverty reduction is their own responsibility. The Resolution 30a is an opportunity for the poor and disadvantaged districts strive their utmost, creating unanimity in the society and the political system to implement the program effectively.
