ISSUE: The Majority of changes throughout involve the name changes associated with the
Office of State Finance (OSF) becoming Office of Management and Enterprise Services
(OMES) and the related integration of other agencies into OMES. Other changes to Chapter 1
and 3 involve updating policy to reflect electronic manual procedures and removing outdated
procedures. Changes to Chapter 10 involve updating procedures for Special Services for the
Deaf and Hard of Hearing and the removal of CARF requirement for vendors. In Chapter 25,
due to state and federal audits, minor changes to the Business Enterprise policies must be
made as well as updating language.
BACKGROUND: Due to changes in procedures and agency names, changes in our policy
are now necessary.
