Extractive Industry Code Performance Criteria and Information Requirements Performance Criteria Information Requirements P1 R1 Operation of the use and ongoing rehabilitation of the site must be designed and implemented to: • promote the efficient extraction of economic resources • protect the natural environment • minimise adverse impacts on sensitive receiving environments and amenity land form after extraction is completed • result in optimal future land use and • minimise the production of waste products No Acceptable Solution is prescribed Note: The waste management strategy for Queensland provides guidance on waste management strategies Note: Demonstration of compliance with this Performance Criterion is likely to require the submission of reports detailing: • survey drawings of the existing site and plans showing the proposed staging of extraction and rehabilitation and development in stages of on–site access, operational infrastructure, stockpiling areas, other storage and servicing areas and water management • geological and geotechnical information about the resource, and description and evaluation of alternatives considered for the exploitation of the resource • specification of all machinery, including vehicles, intended to be employed on the site • an evaluation of the need for the development, including markets and proposed rates of extraction • proposals including plans for progressive planting and site rehabilitation, including demonstration of visual impact over time • proposed methods of removing material or refuse from the site • an Environmental Management Plan that addresses all issues relevant to the Performance Criterion Printed on 15/02/2016 P2 The proposal must achieve an acceptable standard of visual amenity, having regard to the characteristics of the site, the resource, the surrounding area and the desirable character of the locality R2 No Acceptable Solution is prescribed R3 No Acceptable Solution is prescribed R4 No Acceptable Solution is prescribed Note: Demonstration of compliance with this Performance Criterion is likely to require the submission of reports detailing: • plans and information about existing vegetation, specifying what is to be retained • proposals for screening particular components of site operations, e.g. vehicle servicing • proposals for bunding, planting and any other measures aimed at achieving acceptable visual amenity • identification of all sensitive areas where the proposed development can be seen • evaluation of the impact on visual amenity of the proposed development over its life P3 Use of the site must not result in unacceptable impacts on the natural environment Note: Demonstration of compliance with this Performance Criterion is likely to require the submission of reports detailing: • a description of the existing site vegetation and habitat values • an evaluation of impacts on ecology, including in terms of water management proposals and alternatives for site development P4 Water from around and within the area of operation must be managed so that it does not adversely affect the environmental values of groundwater and receiving surface waters Note: Demonstration of compliance with this Performance Criterion is likely to require the submission of reports detailing information as required by the Stormwater Management Code as well as information on likely impacts on ground water quality Printed on 15/02/2016 P5 Emissions of air pollutants must not cause significant environmental harm or nuisance impacts R5 No Acceptable Solution is prescribed R6 No Acceptable Solution is prescribed Note: The Air Quality Planning Scheme Policy provides guidance on the assessment of impacts on air quality Note: Demonstration of compliance with this Performance Criterion is likely to require the submission of reports detailing: • impacts from equipment used in extracting, handling, processing and transporting materials • measures to contain air pollution • identification of sensitive receiving environments • modelling of air pollution impacts • evaluation of the air pollution impacts of alternative practical approaches to exploitation of the resource P6.1 The proposal must be designed and operated so as to minimise noise impacts on the surrounding area P6.2 Operation must not increase noise levels at any sensitive receiving environment to an unacceptable level P6.3 Vibration must be managed to acceptable levels Note: Demonstration of compliance with this Performance Criterion is likely to require the submission of a report addressing noise impacts as detailed in the Noise Impact Assessment Planning Scheme Policy P7 Lighting must not cause a nuisance to other properties R7 No Acceptable Solution is prescribed P8 Operation must be designed and constructed to ensure efficient on–site manoeuvring and adequate off–street parking R8 No Acceptable Solution is prescribed P9 Any hazard or risk associated with the development must be within acceptable limits R9 No Acceptable Solution is prescribed Note: Demonstration of compliance with this Performance Criterion is likely to require the submission of reports detailing: • public safety issues • impacts of blasting • pedestrian movement and safety • subsidence of land • restriction of access to the site Printed on 15/02/2016 P10 Transport of materials from the site must minimise environmental and amenity impacts and must not reduce the operation of the major road network beyond acceptable limits R10 No Acceptable Solution is prescribed Note: Demonstration of compliance with this Performance Criterion is likely to require the submission of reports detailing: • assessment of all transport options, including rail, road, conveyor, pipeline and waterborne transport • analysis of traffic movements predicted for the extractive industry • standards of roads proposed to be used • evaluation of alternative access possibilities • impacts on the movement system, including amenity, maintenance and safety issues • measures to avoid spillage, dust and noise nuisance While every care is taken by Brisbane City Council to ensure the accuracy of this extract
