Mandatory One-Year Compliance Date: August 26, 2011 COORDINATED PROGRAM REVIEW CORRECTIVE ACTION PLAN (To be completed by school district/charter school) Criterion & Topic: CR 10A Student handbooks and Rating: Partially Implemented codes of conduct Department CPR Finding: A review of the district’s student handbooks indicated that the procedures for the discipline of students with Section 504 Accommodation Plans are not included in the code of conduct. In addition, the elementary school code of conduct does not contain the school’s procedures for accepting, investigating and resolving complaints alleging discrimination along with the disciplinary measures that the school may impose if it determines that discrimination has occurred. Narrative Description of Corrective Action: The district will review each handbook with appropriate administrators and make corrections to include the procedures for students with Section 504 Accommodation Plans. In addition to including these procedures in handbooks at all levels, at the elementary level the handbook will include procedures that contain accepting, investigating and resolving complaints alleging discrimination along with disciplinary measures that the school may impose if it has been determined that discrimination has occurred. This process will replicate process and procedures that are implemented at the middle and high school. Discipline at the elementary school will be determined according to what is appropriate from a developmental perspective for a Pre-K through Grade Four building. Training in these area for all staff and students will be done in Fall 2010 and content of the training will include discipline procedures for students on 504 plans and at the elementary school complaints and procedures for harassment will be included in the bullying training that will be done in this school year for all faculty and students at all levels. New handbooks will be printed next spring and corrections will be contained in School 2011-2012 1 Evidence of Completion of the Corrective Action: Corrections will be included in all handbooks at all levels in school year 2011-2011. Agendas and sign in sheets will be submitted in March 2011 for training done at all levels on harassment procedures. Description of Internal Monitoring Procedures: The Director of Student Services will meet with all building principals to insure wording is correct in handbooks. In the case of students on 504 plans or IEPs the principal will send copies of suspension letters to the Director of Student Services so that they can ensure appropriate protocols were taken. District Counsel and DESE will also review in Spring of 2011 to insure correct language is used prior to handbooks going to print. Any procedures/complaints or harassment for students will utilize district forms and copies will be sent to the Director of Student Services. Mandatory One-Year Compliance Date: August 26, 2011 COORDINATED PROGRAM REVIEW CORRECTIVE ACTION PLAN (To be completed by school district/charter school) Criterion & Topic: ELE 5 Program Placement and Structure 3 Rating: Partially Implemented Department CPR Finding: Sheltered English immersion (SEI) is a program model for limited English proficient (LEP) students composed of two parts—English as a second language (ESL) and sheltered content instruction. ESL is explicit, direct instruction about the English language, delivered to LEP students only and designed to promote the English language development of LEP students. Sheltered content instruction is an approach for teaching content to LEP students in strategic ways that make the subject matter concepts comprehensible while promoting the LEP students’ English language development. A review of district documents shows that the district does not currently have an ESL curriculum based on the Massachusetts English Language Proficiency Benchmarks and Outcomes, but the process for developing one is underway. Students in the Chatham Public Schools do not receive direct ESL instruction in the amounts consistent with recommended hours as outlined in the Department’s September 2009 guidance document: “Guidance on Using MEPA Results to Plan Sheltered English Immersion (SEI) Instruction and Make Reclassification Decisions for Limited English Proficient (LEP) Students.” For example, documentation indicates that Beginning level students in grades K-4, who should be receiving 2.5 hours of direct ESL instruction per day, are receiving only 1.5 hours of ESL per week. Similar inconsistencies are present across all proficiency levels. Content instruction is based on the appropriate Massachusetts Curriculum Framework; however, it is clear that LEP students do not receive sheltered content instruction as no teachers have completed all of the required categories of SEI professional development focused on the skills and knowledge necessary for sheltering instruction, described in the Commissioner’s Memorandum of June 2004. A few teachers have completed MELA-O training and a scattering of teachers have completed Categories 1 and 4. The district’s SEI PD plan for future Category trainings is not well-defined. Narrative Description of Corrective Action: Curriculum based upon ELPBO: Chatham Public Schools continues to work on an ESL curriculum based upon the Massachusetts Language Proficiency Benchmarks and Outcomes. Curriculum work continued through the summer with the Director of Student Services and Curriculum and the ELL teacher. Primary focus for curriculum this year will continue in the elementary and middle school level where the highest concentration of students is placed. ELE teacher will continue to be part of the Curriculum Council involved in district wide revisions. Guidance on SEI instruction and LEP students: In response to a need to increase the amount of instruction as it is tied to MEPA results, Chatham has increased our ELL teacher position from .6 FTE to 1.0 FTE in anticipation of student need and schedule of time needed. SEI training for teachers: Chatham Public Schools has contracted with Teacher’s 21 to provide training in Category 1 and Category IV for 24 teachers. Each level will have eight slots to place staff in training throughout the course of school year 2010-2011. Training in both categories will be completed by March 2011. 4 Title/Role of Person(s) Responsible for Implementation: Joan Goggin Director of Student Services Expected Date of Completion for Each Corrective Action Activity: Curriculum based work for elementary and middle school should be completed by August 2011. SEI instruction- 1.0 FTE for ELL teacher has been implemented for school year 2010-2011. SEI instruction-teacher has been hired for a 1.0FTE position. Category 1 and IV will be completed by March 2011. Because not every teacher will be trained in this school year, training will continue into subsequent years in the same manner. Evidence of Completion of the Corrective Action: As the curriculum is completed it will be posted on the school website under ELL curriculum area. Teacher has been hired and contracted. Agendas and Attendance sheets will be submitted as evidence of training. Description of Internal Monitoring Procedures: Curriculum: Chatham will continue to review its curriculum to ensure its compliance with the Curriculum Frameworks and the ELPBO. This process is on a 6 year cycle or if in the event the Frameworks are revised. The district uses a software program TechPaths which allows for ongoing revisions and is posted on our website. SEI instruction and staffing: Each year at budget time, staffing need is assessed based upon projections and student population. This will be a basis for identifying need and allocation of resources. The Director of Student Services meets with principals and the ELL teacher on regularly scheduled basis to discuss student needs. This will continue. SEI training for teachers: By the end of school year 2010-2011, twelve (12) staff will be trained in Category One and Category Four. This will bring our total for Category One and Four to sixteen (16) staff in each area. In April of 2011 teachers and principals will be surveyed to determine training needs across the Category training. Based upon the results from the survey, the district will identify areas for needed training in school year 2011 and 2012. An action plan will be developed for a course of training which will be scheduled for that year. The district did not propose a means of internal monitoring that will ensure that the district is providing appropriate ESL/ELD or SEI/sheltered content to LEP students. The district’s proposal does not address Categories 2 and 3. Department Order of Corrective Action: Provide evidence that ESL/ELD instruction is being provided to all LEP students at all schools. Specifically, provide the following: Teacher schedules indicating assignments. Names of teachers delivering ESL/ELD. 5 A list of all LEP students in the district, their MEPA proficiency levels, the numbers of hours of ESL/ELD instruction that they receive, and the name of the ESL/ELD teacher. Five sample schedules from each school in the district supporting the hours of ESL/ELD instruction that are evidenced on the aforementioned list. To the extent the documentation above does not demonstrate that LEP students receive sufficient hours of ESL/ELD instruction, provide a detailed plan that ensures that the district addresses this and is providing sufficient ESL/ELD to all LEP students before August 26, 2011. In order to monitor levels of ESL/ELD instruction, assign an individual (either one individual districtwide or one individual at each school) to review the schedules of all LEP students in the district on a quarterly basis for the following: Sufficient levels of ESL/ELD instruction, consistent with Department guidance; Delivery of all ESL/ELD by appropriately licensed staff; and Placement in classrooms of teachers who have received training in sheltering content, and levels of training of each teacher. Provide the name(s) of the individual(s) and the means by which s/he or they will monitor the delivery of ESL/ELD and sheltered content to all LEP students. Provide a time frame for developing an of ESL curriculum at the high school. Revise the SEI PD plan to include Categories 2 and 3. Narrative Description of Corrective Action: The district began the process of writing curriculum that is based upon the ELPBO. In anticipation of this finding the process began in August 2010. The teacher and Director of Student Services and Curriculum identified the grade levels that had the highest concentration of students with LEP for working on curriculum.
