SPECIAL CALLED MEETING – BUDGET WORKSHOP
AUGUST 11, 2015
The members of City Council convened for a Regular Meeting of the Bayou Vista City Council on
Tuesday, August 11, 2015, at 6:30 p.m., at the Community Center, located at 783 “C” Marlin,
Bayou Vista, Texas, (corner of Neptune and Marlin), concerning the following items:

The meeting was called to order by Mayor Daniel Konyha at 6:32 p.m.

Announcement by the Mayor of the presence of a quorum that the meeting had been
duly called, and the notice of the meeting had been posted in the manner prescribed by
law.

Pledge of Allegiance
The Pledge of Allegiance was led by Mayor Konyha.
5.
Citizen’s Comments on Agenda Items Only
Comment concerning Item 6-D. The four (4) areas of concern from FEMA can be
addressed by one engineering firm in the amount of $5,000. We have a stronger argument
on the surge issue than vegetation. FEMA cannot implement the new maps until the City
approves the maps.

ACTION ITEMS
A.
Consider and take possible action to approve Ordinance 2015-05
authorizing and ordering the issuance of the City of Bayou Vista,
Texas, tax notes, series 2015; specifying the terms and features of
such notes; levying a continuing direct annual ad valorem tax for
the payment of said notes; and resolving other matters
incident and related to the issuance, sale, payment, and delivery of
a paying agent/registrar agreement; and providing an effective date.
The representative from Government Capital Acquisition presented the
order issuing the tax notes, series 2015.
A motion was made by Mayor Pro-Tem Vaun Henry to approve
Ordinance 2015-05 as presented.
The motion was seconded by Alderman Mark Johnstone.
Motion carried with all in favor.
B.
Consider and take possible action to approve Ordinance 2015-06
amending the Code of Ordinances of the City of Bayou Vista,
Texas, by amending Chapter 8 entitled; Personnel and
Administration by revising Article 8.200 entitled; City Secretary to
expand the duties of the Office of the City Secretary of the City of
Bayou Vista, Texas, to include certain duties of a City
Administrator and further authorizing the City Secretary to use the
title of City Administrator/City Secretary, and prescribing said
duties pursuant to Section 22.071 of the Local Government Code,
thereby specifically revising Section 8.201 (in part), 8.202 (in its
entirety, and 8.205 (in part) of the code of Ordinances; repealing all
ordinances or parts of ordinances inconsistent or in conflict
herewith; and providing for severability.
A motion was made by Alderman Carlos Price to approve Ordinance
2015-06, as presented.
The motion was seconded by Alderman Mark Johnstone.
Motion carried with all in favor.
C.
Consider and take possible action to formally accept the
resignation of Court Clerk, Ann Williams, to declare a vacancy
and possibly fill the vacancy at this time.
A motion was made by Alderman Mark Johnstone to formally accept the
resignation as presented.
The motion was seconded by Alderman Carlos Price.
Motion carried with all in favor.

D.
Consider and take possible action to approve up to $50,000.00
additional expenditure for the Flood Map Appeal.
A motion was made by Alderman Ken Davis to authorize up to 25K for
the additional expenditure for the Flood Map Appeal.
The motion was seconded by Alderman Carlos Price.
Motion carried with all in favor.
NOTE: Council moved to 7-A – Discussion of the Budget prior to setting the
proposed tax rate.
7.
DISCUSSION
A.
Discuss and revise, as determined by City Council, the proposed
budgeted amounts recommended by Mayor Konyha for anticipated
revenues and anticipated expenditures for Fiscal Year 2015-2016
Budget – Draft 1.
The Mayor presented his recommended Budget to the City Council. The
highlighted items notated in “red” were additional items where the
increase in the Ad Valorem taxes will be designated.
Mayor stated that if the City Council continues to tap into the net
surpluses from previous years, the City will be out of reserve monies in
approximately three years. We cannot keep taking from the reserves –
without redepositing. The following are the areas that the City Council
would like revised:
Increase police officers salary by $1.00.
Remove $4,000 from Special Events and plan to host the Galveston
Mayors Councilmembers on an every-year basis.
Daily Pool Passes – anticipated income decreased to $3500.
E.
Consider and take possible action to approve the proposed 2015
tax rate of $0.37000 per $100.00.
Discussion occurred. Notice of tax rate may reflect $0.3700 – however
additional requirements for publishing will not be required if the tax rate
is lower than originally proposed.
A motion was made by Alderman Ken Davis to approve the $0.3700 per
$100 as the proposed tax rate for the 2015-2016 Fiscal Year Budget.
The motion was seconded by Alderman Charles Goolsby.


Citizen’s Comments
 Police Department pay. Storm drains and street repairs warranty. Siren for
emergency use.


Aldermen thanked those in attendance for their participation.


ADJOURNMENT
A motion was made by Alderman Mark Johnstone, seconded by Alderman Carlos Price,
duly put and unanimously carried, the Council adjourned at 6:45 pm.
