Emergency Evacuation Checklist:
____ Prepare home for storm by boarding up windows and glassed
areas.

cans, yard tools and furniture.

cooking facilities and be sure adequate fuel is on hand.

____ Conserve refrigeration. Turn your refrigerator and freezer
to cold. Leave on as long as possible. Open only when
absolutely necessary. Place dry ice in deep freezer and
refrigerator to conserve food.
____ Your water supply may fail.

USS VICKSBURG (CG 69)
FAMILY EVACUATION INFORMATION
PACKAGE
1. General. In the event a hurricane threatens the Florida
coast, ship’s home ported in Mayport, FL will be required to get
underway approximately 36-48 hours prior to the time hurricane
force winds are predicted to arrive in the area. 12-24 hours
prior to the time the hurricane is predicted to make landfall,
all non-essential military and civilian personnel should be
released to secure their homes and seek shelter for their
families, relocating to a designated shelter or other pre-planned
evacuation site. Recommendations to evacuate the area and
relocate inland will be made by the Commanding Officer, USS
VICKSBURG via the Advanced Detachment Officer In Charge (OIC).
2. Background. Hurricanes are storms with extremely strong
winds (including multiple tornadoes) and torrential rains which
are capable of causing vast amounts of damage. Hurricanes also
create storm surge, a significant increase in the sea level above
normal high water levels, frequently as high as 6-12 feet,
flooding coastal areas. On top of the storm surge are wind
driven waves, which may cause even more damage. Since the
majority of eastern Jacksonville, particularly the area east of
the Inter Coastal Waterway (ICW), is but a few feet above sea
level, there is a good chance that the ocean will flood vast
areas east of the Inter Coastal Waterway. It is therefore
prudent to evacuate to a safe location until the storm has passed
and local Disaster Preparedness Officials have declared it safe
to return to the area. People living in mobile homes/trailers
are in particular danger due to high winds and tornadoes in
addition to flooding susceptibility.
3. Hurricane Categories. In this enclosure, you will find the
wind speed, classification, pressure and categories of
hurricanes. Also listed are the names to be used for all named
storms, plus a tracking chart to assist families in determining
the threat a particular storm is to their area.
4. Conditions of Readiness. Hurricane (or Tropical Storm)
Conditions of Readiness are set by the Navy as follows:
Condition IV –
Trend indicates a possible threat of destructive winds of the force indicated
within 72 hours. Review hazardous and destructive weather Implementation
plans, as established by local regulations.
Condition III Destructive winds of the force indicated are possible within 48 hours. Take
preliminary precautions.
Condition II Destructive winds of force indicated are anticipated within 24 hours. Take
precautions that will permit establishment of an appropriate state of
readiness on short notice.
Condition I Destructive winds of the force indicated are occurring or anticipated within
12 hours. Final precautions as prescribed.
5. Watch/Hurricane Warning.

6. Underway Point of Contact: If USS VICKSBURG is underway at
the time a hurricane develops, the evacuation coordination point
of contact will be CCSG-2, Mayport.
7.
Local Mayport Assistance.
a. Navy-Marine Corps Relief Society. NMCRS will assist
personnel
evacuating on first come first serve basis. Assistance in the
form of loans are available. No check cashing facilities will be
provided.
Should the Base Commander require evacuation of the
base due to a current or impending disaster, NMCRS Mayport may
provide up to $100 for a single eligible client or $200 for a
family as a loan with a backup allotment that can be reevaluated
after the danger is past and personnel return to the base. As a
reminder, NMCRS funds are limited and should only be requested if
truly needed. All loans must be repaid.
b. Transportation. It is expected that most families will
travel to shelters or alternate evacuation sites by private
automobile. If you are unable to provide for your own
transportation or if you anticipate that you will not have
transportation available (do not drive, no car, car not drivable,
etc.), contact USS VICKSBURG at the earliest time possible.
Emergency transportation is expected to be available for those
with a bonafide need. In the event that a need develops after
the evacuation is ordered, contact the VICKSBURG Advanced
Detachment to arrange for emergency evacuation transportation.

(This is a Special Needs Shelter. Register ahead with Duval
County Emergency Preparedness.)
Public hurricane shelters are available to families or
individuals that have no other type of protection available. They
are designed to provide a safe refuge, not necessarily any
privacy or normal comforts. In a public shelter, each person is
allocated 40 square feet of space on a floor, there will normally
be no bedding materials available, and there will be no privacy.
Some bedding items may later become available, but this is
normally the next day(s} and then only when lengthy stays are
anticipated. Shelters have limited staff; however, there is one
medical person assigned to each shelter and everyone will be
provided at least one hot/warm meal per day.
Things you need to know and do in order to prepare for your stay
in a public shelter:

You cannot bring pets (except for a Seeing Eye Dog),
firearms or intoxicating beverages. They will not be
admitted.
Bring bedding required, as normally none will be
immediately available.
Bring at least a week's prescription medicine. (two if
possible) worth of
If you suffer from more than minor medical problems or are
pregnant, perhaps you should check in with a
hospital/clinic.
Bring your own portable disaster kit, if you have one. It
will make your stay more comfortable.
Report only to public shelters designated as being open.
Not all known shelters will necessarily be used. Listen to
the local broadcasts to learn which shelters are opened or
where you are to assemble/report.
What to do at the Shelter





Report immediately to the registration desk as soon as you
enter the building.
Report to the duty nurse if you have medical problem that
may require his/her attention (especially diabetics). You
will probably be required to turn over you medicines for
protection.
Keep your area clean.
If you are able, volunteer to assist the shelter workers,
it will be appreciated and will make the time go by faster
for you.
Do not play your TV, radio or tape deck loudly.

Remember to be patient, keep a sense of humor and that
shelters will not have all the comforts of home.
During the Passage of the Storm



The actual sounds of STORM passage may be alarming, you may
experience a loss of power and there may be a slight loss
of structural integrity (loss of a window, roof leakage and
the like), but DO NOT PANIC. Shelters are specifically
chosen for the function they must perform.
Try to comfort those who are having problems, especially
the young or aged.
Do not attempt to go outside to see what is or has
happened.
Leaving the Shelter


Leave your shelter only after you have been officially
released. Do not try to hurry the process or leave on your
own.
If you arrived at the shelter through the use of public
transportation, return transportation will be provided.
