6146 [Instruction] ABC QSAC Monitored -2 GRADUATION REQUIREMENTS It shall be the policy of the Board to acknowledge each student's successful completion of the instructional program appropriate to the achievement of district goals and objectives as well as personal proficiency by the award of a diploma at fitting promotion ceremonies. No student who has completed the requirements for promotion shall be denied a diploma as a disciplinary measure, but s/he may be denied participation in the ceremony of promotion when personal conduct so warrants. Such exclusion shall be regarded as a school suspension, and shall be subject to the same procedures and guarantees of due process as suspension. Special Education Promotion Requirements The Board will grant an educationally disabled pupil a district school diploma when the student has met the requirements designated in his/her individualized educational plan (IEP). Educationally disabled pupils shall be provided the opportunity to participate in the district promotion ceremony and related activities on a nondiscriminating basis. By June 30 of a disabled pupil's last year, the pupil's case manager, parent/guardian and teacher(s) shall meet to review the instructional guide and basic plan of the pupil's IEP in view of the transition to the secondary program. Input from appropriate staff from the secondary school shall be part of the review. The basic plan of the IEP for the pupil exiting the elementary program will address all the elements required in the administrative code.
