Supplier framework for graphic design and web design and development

A framework is now in place for suppliers of graphic design and web design and
development. These suppliers will support our internal teams in ISS web solutions and
media services, providing additional resource and capacity when we need them.
For all outsourced graphic design and web design and development work, please
use suppliers only from this framework.
About the framework
The framework will raise the quality, consistency and impact of design work produced
across the University. We are confident that we can offer a much wider choice of supplier,
with the ability to deliver a range of work including:
 High profile branding/re-branding
 Communication campaigns
 Brochures, leaflets, flyers, posters
 Alterations and redesign of existing work
 Sophisticated to functional web design, development, build and alterations
How we chose the suppliers
The suppliers were selected by a panel including representatives from employee
communications, faculty marketing managers, purchasing, ISS web solutions and media
services. Because the University has such a high demand for design work, we had to follow
a European Union tender process. We received a strong response to the tender
advertisement and over 200 companies expressed an interest in working with us.
We completed a rigorous evaluation process and value for money review, during which the
suppliers worked hard to demonstrate their creative ability, levels of experience,
competency, working practices and customer service approach.
The suppliers were also asked to demonstrate that they are financially secure, adhere to
the necessary legislative requirements and have the appropriate processes, resources and
infrastructure in place to meet the deadlines and needs of their customers.
Timescales
The framework runs from 1 April 2008 to 31 May 2010, which will help us build long term
relationships with our suppliers. The framework will be reviewed annually and we will be
asking for regular feedback about the suppliers so we can continue to improve and
enhance the services they offer.
How it will operate
This framework has been mandated by the Vice-Chancellor’s Executive Group (VCEG),
which means that all graphic design and web design and development work that is
outsourced should be undertaken by one of the framework suppliers. These suppliers will
work in partnership with ISS web solutions and media services to provide additional
resource and capacity.
A separate framework for print is currently being finalised. Please contact David Howarth in
media services (ext 32719) or John Draper in purchasing (ext 32992) for further information.
Managing the framework
All suppliers will attend an induction event to ensure they understand how the framework
will work and to set up clear service level agreements. We will also ensure that all suppliers
are fully briefed on visual identity guidelines, web guidelines and equality and disability
legislation, including accessibility requirements for the web and printed materials.
The framework will be managed by the employee communications team in partnership with
purchasing, ISS web solutions and media services.
Quality assurance
In the early stages of the new framework, all outsourced work will need to be quality
assured to ensure it is fit for purpose and that the agencies are delivering consistent and
effective results.
For graphic design work, initial concepts will need to be approved by either an account
manager in media services, a faculty marketing manager or via the employee
communications team. For web design and development work, both the initial and the final
concepts will need to be approved by ISS web solutions
Suppliers will be asked to save their work on the University’s ftp site in their own secure
folder and notify webcomms@leeds.ac.uk when a piece of work requires quality assuring.
Feedback will be provided within 1 working day and internal staff will be given appropriate
access to this site.
The employee communications team are currently developing a website, where final
versions of all work will be stored to showcase examples of high quality, consistent and
effective design work. Further details on how to access this site will be available towards
the end of April 2008.
Obtaining quotes
If you are based in a school or faculty we recommend you contact your faculty marketing
manager in the first instance for advice and guidance. If you work in corporate services, the
ISS web solutions team, media services or the employee communications team can advise
you on how to approach suppliers, choosing the right supplier and the process of obtaining
quotes.
For any graphic design or web design and development work that is likely to exceed £3,000
(excluding VAT), you will be required to obtain three supplier quotes.
If you contact any of the suppliers directly, please forward all quote requests (either multiple
or single) and if appropriate, details of the chosen supplier and the reason why the supplier
was selected to media services (for graphic design) and/or ISS web solutions (for web
design and development). This will help us manage the framework and contracts effectively
and provide feedback to the suppliers on their services.
All suppliers are aware that the turnaround timescales for providing quotes is 1 working day
for graphic design work and 3 working days for web design and development work.

Getting to know the new suppliers
During April and May 2008, the employee communications team will be organising a
number of coffee mornings with each supplier to talk to potential customers in the University
about the services they offer. If you are interested in attending these events please contact
