News May 19, 2014 Members appointed to NHS Fife The Cabinet Secretary for Health and Wellbeing today announced the appointment of four new Members to Fife NHS Board. NHS Fife delivers a diverse range of health and wellbeing services to the people of Fife. In doing so, NHS Fife provides a vast range of health services to more than a quarter of a million people and is committed to building on and improving these services with the involvement and support of the public and its partners. The new Members are: Dr Les Bisset - a General Practioner in Leven, Fife for 34 years until he took early retirement in 2010. Les was a Partner in a mixed urban/rural practice of about 9000 patients based in a multipurpose Health Centre. Les has held various part time appointments with Fife Health Board for 21 years, latterly as Clinical Director for Kirkcaldy and Levenmouth CHP until he retired from this post in 2102. This involved having lead responsibility for clinical governance, service development and redesign and working with colleagues in primary and secondary care. He also led projects including premises modernisation and setting up an integrated community service with social work and third sector colleagues to care for elderly patients at home as a direct alternative to hospital admission. Les has also been involved as an Honorary Senior Lecturer in Medicine at the University of St Andrews setting up a teaching programme in Levenmouth for second year medical students designed to enhance their understanding of the social determinants of health. Ms Ann Faulds – is a partner in CMS Cameron McKenna specialising in public law issues. Ann has worked in the NHS and local government and was a Member of the Accounts Commission for Scotland from 2003 to 2009. She is currently Chairman of Lothian Buses plc and a Non Executive Director of Transport for Edinburgh. She is also a Member of the Strathclyde Partnership for Transport. Ann brings to the board experience of corporate governance in both public and private sectors as well as her specialist knowledge in planning and transport issues. Ms Rona Laing – a registered Social Worker who retired two years ago as Head of Older People Services, after 31 years with Fife Council Social Work Service. For the past two years Rona has been working across NHS Fife and Fife Council as the Programme Manager for Health and Social Care Integration, supporting the work of the Shadow Joint Board. Rona brings to the NHS Fife Board a great deal of knowledge and experience of public services and the ways in which the care and support of vulnerable people has changed and improved over the years. In addition to a good understanding of the challenges of increasing demands on health and social care, Rona hopes to bring a positive contribution to the plans for increased joint working through Integration, to enable NHS Fife and its partners to improve services. Mr John Paterson – as a Site Director, and part of a Europe supply leadership team, managing Diageo's largest production facility, John brings to the board significant experience in operating as part of an executive team, both setting and delivering strategic objectives. During his career John has demonstrated leadership skills required to manage over 1000 employees, a multi -million pound budget and to deliver performance targets. John places a high value on integrity, and has built a reputation for passionately believing in and delivering on, the engagement of employees at all levels, through the development of excellent communication channels, in order to ensure the involvement of employees and to facilitate delivery of targets. The appointments will be for four years and will run from June 1, 2014 to May 31, 2018. The appointments are part-time and attracts a remuneration of £8,008 for a time commitment of eight hours per week. Ann Faulds is an Appointed Member of Strathclyde Partnership for Transport (SPT) for which she receives no remuneration for a time commitment of one and a half days per month. Ann is a Non-Executive Director of Transport for Edinburgh for which she receives no remuneration for a time commitment of half a day per month. Ann is also Chair of Lothian Buses plc for which she receives £25,000 per annum for a time commitment of two days per month. Les Bisset, Rona Laing and John Paterson do not hold any other ministerial appointments. This appointment is regulated by the Commissioner for Ethical Standards in Public Life in Scotland. All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. None of the new Members have had any political activity in the last five years.
