TIDEL welcomed all the Tenderers and briefed about the Tender and requested them to seek
clarifications if any, on the Tender Document / Procedures. The queries raised during the
meeting and reply by TIDEL are given below:
Query:1:
Mobilization Period required for deployment of Security & Fire Fighting service
manpower?
Reply:
Refer to Page No.10 of 67 Point:30 General Instructions Pertaining to the Tender of
Tender Document. (Volume –I)
As per Tender Document Mobilization Period starts from 14.08.2015 to
14.09.2015.(Proposed)
“The successful Tenderer / Security agency shall mobilize all men and materials required
for timely performance of the services involving various activities well in advance so as to
commence the work on 14.08.2015 (One month before) (Proposed)”.

Query 2:
Whether Existing guards (from existing Contractor) can be absorbed?
Reply:
Refer to Page No.10 & 11 of 67 Point:32 General Instructions Pertaining to the Tender of
Tender Document. (Volume –I) of Tender Document.
Refer to Tender Document. The Tender for Security and Fire fighting services are for the
Fresh Tender. The Successful Tenderer at their discretion on complying Tender
conditions shall deploy the qualified and required no. of manpower.

Reply:
Whether Workman Compensation is applicable?
Yes, Refer to Page No.25 of 67 Point:19 of Tender Document. All the Statutory /
regulatory requirement are to be complied by Tenderer (Contractor).
Query 4: Whether Security Guards of 180 Persons is inclusive of Reliever?

The Security agency has to deploy a total of 180 Personnel on a daily basis for its
operation 24x7, 365 days. The relievers if any, with necessary qualifications and
experience are at the scope of TENDEROR (CONTRACTOR). The successful
TENDEROR shall deploy the manpower as below:SECURITY & FIRE FIGHTING SERVICES (8 Hrs)

Query 5: Whether TIDEL consider any increase in case of minimum wages raised by the
Government?
Reply
(a) Refer Para of Page No.35 of 67 Point:4 & 6 in Tender Document (Volume-I)
“Tenderer shall include in his quoted rates inclusive of all taxes, duties, levies, surcharge
etc. levied by the central, State and Local Governments, Statutory bodies, Public utility
companies, transit insurance for safety of materials / goods / equipment & machinery in
transit and other similar incidentals etc. No extra payment will be entertained on account
of any increase during contract period. The sales tax on works contract is also to be borne
by the successful tenderer and no reimbursement will be made by the Employer. However,
imposition of any new taxes by Statutory Authorities as applicable to this Contract shall be
payable by the Employer on production of documentary evidence”.
(b) Refer Para 2 of Page 4 of Volume II of Tender document
“Service tax should not be included in the quoted rates and Service Tax shall be paid by
the owner at actuals, separately”.
Query 6: How much No. of Communication equipment to be deployed?

For Communication equipment, Walkie-Talkie as read as (12 nos. Instead of 8 nos.) the
location details of the communication equipments given in Page 11 of 67.
General:
(a) Tender to be submitted in triplicate.
(b) All the pages of TENDER and a copy of the Pre-Bid minutes, signed
by bidder in each page should be submitted as part of Tender
Document at the time of submission.
