MINUTES - PLANNING BOARD WORKSHOP MEETING October 3, 2012 1. STATEMENT OF COMPLIANCE WITH OPEN PUBLIC MEETINGS ACT A public meeting of the Cranford Planning Board was called to order by Ms. O’Connor on October 3, 2012 at 7:43 P.M. In Room 107 of the Municipal Building, 8 Springfield Avenue, Cranford, New Jersey. Ms. Della Serra announced that this meeting is a regularly scheduled meeting as contained in its annual schedule adopted by the Planning Board and published in the designated newspaper as soon as possible after the reorganization meeting. In accordance with the terms and conditions of the Open Public Meetings Act, adequate notice of this meeting’s agenda has been provided through publication specifying the time, place and matters to be discussed/heard with the agenda having been filed with the Township Clerk and posted on the municipal bulletin board where such notices are normally posted as required. Formal action may be taken. 2. MINUTES: Minutes of February 29, 2012 (as amended) was made by Mayor Robinson, seconded by Mr. Hrebin and passed by unanimous voice vote. Minutes of May 2, 2012 (as amended) was made by Mr. Illing, seconded by Mr. Taylor and passed by unanimous voice vote. Minutes of May 16, 2012 (as amended) was made by Mr. Illing, seconded by Mr. Taylor and passed by unanimous voice vote. Minutes of June 20, 2012 (as amended) was made by Mr. Illing, seconded by Mr. Taylor and passed by unanimous voice vote. 5. RESOLUTIONS OF MEMORIALIZATION NONE 6. OLD/NEW BUSINESS Review of ordinance #2012-28 to amend Section 136 of the Township of Cranford Land Development Code to provide a checklist for completeness of Land Development Applications. Proposed checklist reviewed: Robert Hudak explained the purpose of the checklist which is required by statute. Not a determination of acceptability of an application, but manner to ensure the items that are required to be submitted are received. Currently the township does not have a checklist. Checklist is a housekeeping matter that has been sought for at least a dozen years. Formalized system whereby applications’ completeness can be determined. Three revisions explained. Contains items that are normally required of applicants. Subdivision checklist – change survey to subdivision plan... will need to also change ordinance at later date. Changed plans to be prepared by: a licensed professional engineer, survey by a NJ licensed surveyor; amend checklist ‘provided or “P” ‘ rather than ‘complies or “C” ‘; List 1. All applicants will required to provide all items required in list 1 or indicate waiver is being requested; example changed to guide reader. Remove “List of” in beginning of each list to “Required.....”; change “List” to “Checklist” through out. Sections 3.E, F, G. should become 1, 2, 3 After discussion, motion made by Mr. Illing to recommend that the Township Committee adopt Ordinance #2012-28 with the amendments discussed, seconded by Ms. Planning Board Meeting October 3, 2012 Page 3 O’Connor with the following voting in favor of the motion: Ms. O’Connor, Mr. Illing, Ms. Anderson, Mr. Hrebin, Ms. LaBrutto, Mayor Robinson, Mr. Taylor and Mr. Pipchick 7.
