The Vehicle Safety Standards Branch of the Department of Infrastructure, Transport, Regional
Development and Local Government has amended Administrator’s Circular 0-3-6 Certification
Procedures For Trailers and is seeking comments from stakeholders.
Attached is a copy of the revised circular for your organisation’s perusal and comment.
The attached circular is also sent to all trailer consultants, the Australian Trucking Association, the
Commercial Vehicle Industry Association of Australia, the Australian Road Transport Suppliers
Association and the Truck Industry Council.
The following are the changes made to the circular. The reasons for the changes are enclosed in
brackets.
Revised clause 7.2 to “For those ADRs where the components used have a Component Registration
Number (CRN) (i.e. lighting and mechanical connections), each CRN must be noted on the applicable
SE form”.
Added “clause 7.2.1 For an application for IPA for nonstandard purpose-built heavy trailers that do
not have SARNs (see clauses 7.3 and 9.6) the SE forms must show only the CRN of the components
fitted to each trailer.”
Added “Note 11: For the purposes of clause 7.2 above an assurance or a list of CRNs attached to the
SE form will not be accepted.”
(The above proposed changes are to provide the Administrator of Vehicle Standards (Administrator)
better and more accurate evidence to make a decision for issuing/not issuing an Identification Plate
Approval (IPA). They will also enable auditors to verify that the components fitted to a trailer are
covered by a valid IPA during a Conformity of Production (COP) audit.)
Revised clause 10.2 to “The identification plate must be stamped by the Department’s nominated
plate contractor with the relevant information shown on Schedule 2 of the Approval document
together with the ATM of the trailer. The VIN stamped on the identification plate must be identical
to that located on the trailer.”
Added “Note 13: For the purposes of clause 10.2 above the manufacturer must provide to the
Department’s nominated plate contractor, for each identification plate purchased, all the
information that is required to be engraved on the identification plate.”
(The above change is to ensure that only trailers with a valid IPA are fitted with an identification
plate. Previous audits of trailer manufacturers have revealed that identification plates were fitted to
trailer variants that were yet to be approved or the requisite SE forms were not lodged with RVCS for
the trailer variants.)
Added “clause 11.5 An amending IPA application for a new variant must include a Application for
Compliance Approval (Trailers) form, a SE38/xx form and a SE62/xx form.”
(The above proposed change is to provide VSSB staff sufficient information to verify that the rating
of the coupling fitted to the variant of trailer is adequate for the ATM of the trailer. The change will
also ensure that the IPA document reflects the correct ATM for the variant.)
Added “clause 14.2.1 A completed trailer final inspection form containing at least the details
described in clause 14.4 below must be retained.”
Added a fourth dot point to clause 14.4 “the statement ‘I certify that I have inspected this trailer and
it conforms to the evidence submitted with the application for IPA, including the conditions specified
on the IPA and all the information provided on this document is correct.’”
Added “Note 14: An example of a completed trailer final inspection form is included as Attachment
1.”
Added “Attachment 1 an example of a completed trailer final inspection form.”
(The above proposed changes are to ensure that trailer manufacturers keep a record of the ADR
compliance status of each trailer built and supplied to the market thus providing confidence to the
Administrator that the trailer supplied to the market complies with the Motor Vehicle Standards Act.
Note that VSSB inspectors may request a copy of the completed trailer final inspection form for
inspection at any time.)
