January 22, 2013
Call to Order: Chairman Mink called the regular Planning & Zoning meeting
to order at 7:00 p.m.
Attending are Chairman Rod Mink, Commissioners Ken Hall, Carl
McEntarffer, Paul Daniel, and Angel Murillo. Commissioners Scott
Lebsack and Matt Jacobson were excused. Also attending are P&Z
Administrator Zoe Monahan and Secretary Paula Thompson. Legal
counsel Brian Williams was also excused.
Approval of regular meeting minutes: The January 8, 2013 regular
meeting minutes were approved as presented.

Consider: the Dog House Design Review application
Doug Peters, representing The Dog House and residing at 966 Morningside
Drive in Twin Falls, referred to overhead pictures as he explained his
painting process of the building. He’s been associated with this
establishment for 2 years. He painted the building with a light blue
shade of paint, previously approved by the city. A “Coca-Cola” nonilluminated sign has been installed since he has taken ownership. Upon
inquiry from Chairman Mink, he noted there is still a small fence on the
east side of the building where a larger board fence formerly stood. Mr.
Peters explained his unique paint job, with all of the dog paw prints, dog
bones and dog houses, is to brighten people’s days when they saw his
building. He stated that he was unaware of the Design Review process;
he noted that he is willing to work with board members if changes are
required.
Discussion followed with Chairman Mink noting some of this paint job may
be considered “art work”. Zoe explained the signs meet the criteria
within the 200 square foot for a wall sign and also noted the Coca Cola
sign was a replacement of the former sign.
Chairman Mink noted the Coca Cola sign is fine and has no concerns with it.
Mr. Peters noted the sign is not currently illuminated, but if it should be
illuminated, it would only be on when the establishment is open. If the
business is closed, the sign will be turned off. It will not be a flashing
illuminated sign. Commissioner McEntarffer reminded members the
former “BPOE” sign located there was illuminated. He briefly explained
the Design Review process is a training and learning process, providing
helpful guidelines for everyone. Commissioner Daniel complimented
Mr. Peters for his endurance on a ladder while painting the building.
Commissioner Murillo expressed a personal dislike of all the dog paws on
the building as it doesn’t portray a clean appearance on the building.
His preference for the building would be one main color with much less
trim. He considers the dog paws “art” rather than actual paint trim for a
building. Chairman Mink inquired if the red letters on the front of the
building (that spells “The Dog House”) are stencils. Mr. Peters explained
the red lettering is just painted on and he is willing to paint over them if
necessary. Commissioner Hall noted the building looks good to him and
has no concerns with it.
Further discussion followed and it was agreed several motions will need to
be made on various issues. All agreed the red lettering on the face of
the building that says, “The Dog House” needs to go. It was suggested
a full sign could be placed above the block, and below the front
windows, providing a more professional appearance. The Coca Cola sign
is fine and there were no issues or concerns regarding it.
On the first issue, Commissioner Hall made a motion to approve the sign
“The Dog House” in red lettering on the decorative block on the front of
the building. Second to the motion by Commissioner Daniel and carried.

Providing a brief history of the building, Zoe explained the building was
painted and then approved by the city. Later, Main Street signage
became a concern and Zoe then contacted him regarding this issue.
On a second issue, Commissioner McEntarffer made a motion to approve
the east sign of black letters that spells “The Dog House” (but not the
large white paw prints) with the stipulation that Mr. Peters maintains
upkeep of the current lettering and painting. Second to the motion by
Commissioner Hall and carried.

Further discussion followed regarding the paw prints on the building.
Commissioners Daniel, Hall, and McEntarffer expressed dislike of the big
white paw prints on the east side of the building. Both Commissioners
Hall and McEntarffer noted the smaller paw prints are numerous but
would allow them. Commissioner Murillo expressed his displeasure of
all the “art work” pictures on the building as it doesn’t appear clean or
professional. Chairman Mink expressed there are too many paw prints
on the building, and in particular, does not like those on the front of the
building, but appreciates Mr. Peters’ concept.
All were in agreement to lose the big white dog paws on the east side of
the building but; keep dog bones on the painted trim and the paws on
the columns, but the “traveling paw prints” need to be removed.
On a third issue, Commissioner Hall made a motion to approve the east
side dog house entrances of the building. Second to the motion by
Commissioner Daniel and carried.

On a fourth issue, Commissioner Hall made a motion to approve the large
white paw prints (above the black lettering, “The Dog House”) on the
east side of the building. Second to the motion by Commissioner Daniel
and carried.

On a fifth issue, Commissioner Daniel made a motion to approve the
painted paws and the painted dog bones on the vertical and horizontal
surfaces, as well as those on the trim. Second to the motion by
Commissioner Murillo and carried.

On a sixth issue, Commissioner McEntarffer made a motion to approve the
wandering paws on the front and east side of the building. Second to
the motion by Commissioner Hall and carried.

Consider: Wal-Mart Design Review application
Brittany Lewis, residing at 809 SW A Street Suite 201 in Bentonville,
Arkansas 72712 and representing Wal-Mart, explained she is requesting
permission to change the signage and paint color for the Jerome Wal-Mart
store. All the existing wall signage will be removed except for the Subway
Sandwich tenant signage. The two free standing site signs will have face
changes and the poles will be re-painted a dark brown color.
Zoe noted the new proposed Wal-Mart and star signs’ dimensions meet
code criteria individually. However, when mounted on the building,
they may appear as one sign. The Wal-Mart signage is approximately
158 square feet and the adjacent star is 57 square feet. Together, they
are approximately 215 square feet, which is 15 feet over code criteria.
Chairman Mink inquired of Brittany if the two proposed signs could be
made smaller. Brittany responded they could be reduced to 4 feet by 6
inches, coming in at 199.54 feet, under our code criteria of 200 square
feet. The other proposed signage meets the size criteria.
Commissioner McEntarffer made a motion to approve the Wal-Mart Design
Review application with the revised sign measurements of 4 feet x 6
inches, with the “spark” on the sign at 6 feet x 6 inches, as well as the
proposed color changes and other signage. Second to the motion by
Commissioner Hall and carried.

Ex Parte Discussion:
Zoe noted our next meeting will be held on February 12th. Discussions will
be held on RV language. We will start discussions about a chicken
ordinance, as well as lot line adjustments and partitions. We also have a
Special Use Permit asking permission for on-line gun sales. She also
noted she has an Area of Impact meeting with city council and county
commissioners scheduled next Monday. Commissioner Murillo noted
he will be absent at the February 12th meeting.
Adjournment: There being no further business, Chairman Mink adjourned
this meeting at 7:57 pm.
