Where the Council or its contractor fails to collect household
waste as a direct result of service failure it will normally be
collected within 24 hours of the Council being notified.
9
A reporting system will operate for residents who deliberately
abuse the refuse service by ignoring guidance regarding
collection requirements. Yellow stickers will be left on the sack(s)
5
Residents living at hard to reach properties will be offered a
beige coloured bag collection service. The Waste Manager or
delegated officer will conduct assessments on site to

Waste Manager or delegated officer to confirm need.
8
Additional beige coloured bags can be purchased from the
Council offices at Trinity Road, Cirencester, and the Moreton
Area Centre in multiples of 15 at a cost of £12.50 (= £0.84p

Householders are responsible for maintaining their bins in a

13
Only receptacles supplied by the Council will be collected/

14
Bins/bags containing non-domestic waste such as soil, bricks,
rubble, DIY waste, oil, hazardous waste etc. will not be
collected.
15
Residual waste should not include any recyclable, organic or
compostable waste.
16
Residual waste may be rejected and will not be collected if it
is contaminated with non-domestic household waste. It will
then be the responsibility of the householder to remove the
contamination before the next collection. The contractor will
not return to collect contaminated bins or sacks.
17
The contractor will only remove waste that is completely
contained within a bin with the lid closed, or waste contained
in authorised beige coloured bags. The contractor will not take
any side waste or waste placed on top of bins except during
the two weeks over the Christmas and New Year period.
18
During the two-week period including Christmas Day and
New Year’s Day for one collection only, households may
present an additional amount of residual waste in black bags
alongside their grey wheeled bin/beige refuse bags and it will
be collected on their collection day. However, during this
period, if 12 or more additional bags are presented at any one
property, the contractor will contact the Council immediately
and the Waste Manager or delegated officer will conduct a
site inspection to establish the reasons for the large quantity
of residual waste and offer waste reduction/recycling advice.
19
Where Cotswold District Council or its contractor fails to
collect household waste as a direct result of service failure it
will normally be collected within 24 hours of the contractor
being notified.
20
A replacement bin will be issued free of charge if damage or
loss occurs during handling by the contractor. If a householder
damages a bin it will be replaced upon request and a charge
of £40 will be made. If a bin is stolen it will be replaced free of
charge provided that the householder supplies a crime
reference number.
21
The delivery or collection of additional/replacement bins will
be on request. Once approved, residents may collect bins
from the Council offices at Trinity Road, Cirencester, and the

schedule 2 waste collection
The Council advises that the service is not
a ‘free service’ therefore a collection charge
would be levied and that a private waste
collection company may be able to offer a
more competitive rate
The Council advises that the waste
collection service comprises of a weekly
food and garden waste collection, a
fortnightly recycling collection and a
fortnightly residual waste collection, and
that a supplement would be charged for
any additional collections
Should the establishment wish to take up
the service, a quote based on the pricing
structure below and the number of
collections required would be sent to an
appropriate person within the establishment
If the quote is accepted, a one year Service
Level Agreement (SLA) would be
formalised and agreed by both parties
Payment would be required annually in
advance
The Council would organise for Sita to
deliver a wheeled bin/s or a stock of plastic
sacks and collections would begin from a
pre-arranged date
Pricing Structure
Sita’s schedule 2 waste collection pricing structure;



1100 litre wheeled bin - £5.06 per empty
660 litre wheeled bin - £6.16 per empty
240 litre wheeled bin - £6.70 per empty

Plastic Sack £152.25 for a roll of 50
The prices above assume that all establishments are located
on a current Sita residual, recycling or composting collection
route dependant on the type of collection service required
(non-recyclable, recyclable or compostable waste), if not,
there would be an additional waste collection supplement
required of the day works price for a Rear Compaction Vehicle
- RCV.
There is a weekly rental charge of £1 per wheeled bin.
Cotswold District Council’s administration charge is 10% of
the total annual collection and rental charge with a minimum
of £25 per annum. Note: This charge will be reviewed at the
end of the first full year of service.
All prices are quoted excluding V.A.T.
