However, during this period, if 12 or more additional bags are presented at any one property, the contractor will contact the Council immediately and the Waste Manager or delegated officer will conduct a site inspection to establish the reasons for the large quantity of residual waste and offer waste reduction/recycling advice. 19 Where Cotswold District Council or its contractor fails to collect household waste as a direct result of service failure it will normally be collected within 24 hours of the contractor being notified. 20 A replacement bin will be issued free of charge if damage or loss occurs during handling by the contractor. If a householder damages a bin it will be replaced upon request and a charge of £40 will be made. If a bin is stolen it will be replaced free of charge provided that the householder supplies a crime reference number. 21 The delivery or collection of additional/replacement bins will be on request. These households may collect the receptacles free of charge from the Council offices at Trinity Road, Cirencester, and the Moreton Area Centre by prior arrangement during normal office hours or alternatively pay £5.00 per kitchen caddy to have them delivered by Royal Mail (or alternative carrier) – subject to availability. 8 Additional containers will be issued free of charge at discretion of the Waste Manager or delegated officer. 9 Food waste will be collected weekly co-mingled with green waste (See SECTION 3 – GREEN WASTE COLLECTION POLICY). 10 Food waste will comprise all cooked and uncooked waste food matter. 11 It is the householder’s responsibility to place their green wheeled bin and/or food waste container on the kerbside in a safe position by 7am on the day of collection. Wherever practical/possible the contractor will make every effort to ensure that food waste containers are returned in such a way as to reduce the risk of loss or damage (left inside a property boundary or attached to a gatepost etc). 12 Green wheeled bins/food waste containers containing nongreen/food waste such as residual waste, dry recyclables, soil, bricks, rubble, DIY, hazardous waste etc will not be collected. 13 Overloaded food waste containers may be rejected and not emptied. 14 The contractor will only remove food waste contained in the food waste container or green waste wheeled bin and will not remove any side waste. 15 A replacement food waste container will be issued free of charge if damage or loss occurs during handling by the Council’s contractor. These will be pursued by prosecutions through the Courts if necessary. 4 Dispensation will be given to householders who place receptacles on the kerbside the night before their collection day. 5 Waste audits may be conducted on households which repeatedly present side waste or fail to recycle. Environmental Wardens or other delegated officers may provide education and advice to help these householders recycle and reduce the volume of their household waste. SECTION 12 – GENERAL POLICIES 1 Any financial amount in this document may be subject to annual price review SECTION 13 – SCHEDULE 2 WASTE (Schools, Village Halls & Charity Shop Waste) 1 Schedule 2 waste, is classified as household waste and comprises wastes generated from educational establishments and hospitals, caravan and camp sites, charities and charity shops, prisons and other penal institutions with the exception of any clinical, construction or demolition waste. Cotswold District Council has an obligation as the Waste Collection Authority (WCA) to make provision for the collection of schedule 2 waste if requested to do so from one of the establishments which qualify, for which a charge for collection may be imposed. Procedure Procedure for schedule 2 waste collection service; Establishment contacts Cotswold District Council and requests to organise a schedule 2 waste collection The Council advises that the service is not a ‘free service’ therefore a collection charge would be levied and that a private waste collection company may be able to offer a more competitive rate The Council advises that the waste collection service comprises of a weekly food and garden waste collection, a fortnightly recycling collection and a fortnightly residual waste collection, and that a supplement would be charged for any additional collections Should the establishment wish to take up the service, a quote based on the pricing structure below and the number of collections required would be sent to an appropriate person within the establishment If the quote is accepted, a one year Service Level Agreement (SLA) would be formalised and agreed by both parties Payment would be required annually in advance The Council would organise for Sita to deliver a wheeled bin/s or a stock of plastic sacks and collections would begin from a pre-arranged date Pricing Structure Sita’s schedule 2 waste collection pricing structure; 1100 litre wheeled bin - £5.06 per empty 660 litre wheeled bin - £6.16 per empty 240 litre wheeled bin - £6.70 per empty Plastic Sack £152.25 for a roll of 50 The prices above assume that all establishments are located on a current Sita residual, recycling or composting collection route dependant on the type of collection service required (non-recyclable, recyclable or compostable waste), if not, there would be an additional waste collection supplement required of the day works price for a Rear Compaction Vehicle - RCV. There is a weekly rental charge of £1 per wheeled bin. Cotswold District Council’s administration charge is 10% of the total annual collection and rental charge with a minimum of £25 per annum. Note: This charge will be reviewed at the end of the first full year of service.
