1. Summary of the broad purpose of the position, and its responsibilities/duties
The Senior Investigations Officer is accountable to the Team Leader, Illegal Dumping Unit for leading and conducting complex and protracted investigations into the Environment
Protection Act 1993 and other Acts that come under the direction of the Environment
Protection Authority. The functions undertaken by the Senior Investigations Officer include conducting complex interviews, collecting exhibits and providing comprehensive and factual briefs of evidence capable of withstanding executive, ministerial and judicial scrutiny. The position also provides expert consultancy, advice and training to other staff of the EPA, including supervising the work of other officers in the field undertaking investigations.

The work undertaken by the incumbent contributes to the successful achievement of the goals and objectives of the Environment Protection Authority (EPA).
2. Reporting/Working Relationships
The Senior Investigations Officer reports to the Team Leader, Illegal Dumping Unit and is responsible for the supervision of investigators in the field. The incumbent has interaction with the following groups/personnel:
Executive and senior managers across the Authority;
The Board of the Authority;
Other Branches within the Strategy and Sustainability Division and across the
Agency;
Industry, local government and community stakeholders;
Crown Solicitor’s Office.
3. Special Conditions
The EPA is a smoke free workplace.
The EPA is committed to reducing its energy usage and contributing to the SA
Government’s greenhouse gas emission targets.
The incumbent will, on occasions, be required to travel both intra and interstate and will also be required to perform work in adverse conditions as the need arises.
A current Driver’s Licence is essential.
The incumbent must be suitable for appointment to be a fully Authorised Officer under the Environment Protection Act 1993.
The incumbent may be required to be “On Call” in certain circumstances.
The incumbent will be required to undertake a satisfactory Police Security Clearance for appointment to this position.
4. Statement of Key Outcomes/Activities
1.
Lead and conduct investigations, of an often critical and complex nature, into suspected illegal waste dumping offences and breaches of relevant environmental
protection legislation by:
Planning and delivering complex civil and criminal investigations, including determining locations and collecting and analysing data and information;
Delivering expert advice on investigation protocols and procedures, including scene examinations, collection of evidence, chain of custody on exhibits, and the preparation and presentation of exhibits, statements and interviews;
Managing and presenting comprehensive critical evidence for civil and criminal proceedings, in accordance with Judge’s rules and in order to withstand judicial scrutiny and support a successful prosecution;
Liaising with, and appropriately briefing, senior level stakeholders, in relation to a range of relevant sensitive and complex waste management issues;
Maintaining an astute awareness of relevant politically sensitive issues raised across the Authority and within the community;
Contributing to the development, implementation and ongoing review of complex policies, programs and projects that improve environmental protection outcomes;

Contribute to the development and delivery of Illegal Dumping Unit objectives, operations and management by:
Supervising a team of investigation staff in the conduct of complex and sensitive field investigations;
Providing expert investigations advice, including delivering responsive and appropriate training to other staff in investigation techniques and methods;
Collaborating with industry and government stakeholders to promote an awareness of, and commitment to, environmental waste management legislation and policies;
Leading the implementation of a communications strategy and plans, which ensures the ongoing education of industry that supports deterrence outcomes;
Reporting on relevant activities undertaken by the group, in accordance with agreed organisational reporting requirements;
Applying project management principles and performance reporting for business improvement;
Contributing significantly to the achievement of Risk Management Plans and strategies;
Assisting in the effective use of resources by complying with Government and EPA systems, policies and procedures.
3. Contribute to the application of good human resource management practices by:
Complying with Government and EPA human resource management policies and procedures and Code of Conduct;
Complying with the requirements for employees as specified in the EPA
Occupational Health, Safety and Welfare, and Injury Management Roles and
Responsibilities Policy; and

Educational/Vocational Qualifications
Nil.
Personal Abilities/Aptitude/Skills
Proven ability to work effectively under broad direction, either independently or in a team, and to critically analyse complex situations and information, meet deadlines and work under pressure, and effectively use work-related resources and information.
High level communication, interpersonal and presentation skills to liaise and negotiate successfully with stakeholders, establish credibility and respect, develop clear and expert documents, and present in court proceedings and training sessions.
Experience (including community experience)
High level experience in sensitive and complex investigations, including utilising contemporary investigative tools and techniques, undertaking research and analysis, participating in court proceedings, and preparing appropriate evidence..
Demonstrated experience in the use of intelligence and surveillance to guide enforcement actions.
Proven experience in contributing to policy development, analysis and review, and in interpreting and administering complex legislation.
Proven high level experience in managing a range of complex projects, particularly in an environmental or sustainability field.
Proven experience in the development and delivery of training sessions on investigation techniques, and associated compliance and enforcement matters.
Knowledge
Detailed knowledge of criminal and civil law methodology including investigational procedures and techniques and evidentiary procedures and requirements.
Detailed knowledge of state environment protection legislation, and of state, national and international issues relating to waste management and resource recovery.

Educational/Vocational Qualifications
Relevant qualifications, with a preference to qualifications of legal, criminology, investigative, law and/or completion of a Detective training course with a police department.
Personal Abilities/Aptitude/Skills
Computer competency in the utilisation of word processing, email, internet and data management applications..
Experience
Experience in the investigation of complex offences that involve corporations, organised criminal syndicates and chain of responsibility.
Experience in the investigation of complex environmental or natural resources offences.
Ability to effectively contribute to the management of risk, procurement and resources, including finances, contracts, assets, records and environmental impact.
Knowledge
Knowledge of the roles and interactions of the EPA and Zero Waste SA in waste management
