Novelty of the Dynamic Engine Model KNOC model is the novelty strategic learning framework for CDA. It uniquely defines the cluster development as the multidimensional continuous process integrated with the impacting externalities of the cluster base mechanism. This model is expanded from the existing competitiveness model in order to cope with the new perspectives assumption i.e. The dynamism of each cluster initiative is unique and significantly depends upon local situation. Hence, it is difficult to duplicate the same action even for the same type of cluster on different location. Dynamism should be defined as the interaction between predefined factors of the model and contribution of the locality. Therefore, the newer competitiveness models should not consider only on the business activities to drive the maximum profit as the main objectives. But it should rather concern the business and the well being of the local communities simultaneously. The complexity of cluster and competitiveness is usually accelerated by the compound irresolvable dynamic related issues over the time span of the cluster initiatives. Therefore, it is necessary to introduce a new dynamic framework to reduce chronic compound complexity issues in addition to the predefined competitiveness frameworks. Competitiveness framework should refocus not on the factors but the process in conjunction with the underline economic theories to recreate the learning in action. “Dynamic engine” is an enhancement framework which can be further illustrated by the following: In the area of competitiveness 1. It expands the existing model to include the dynamic integration of the business contributing factors. 2. It is also considering the projection of the local economic resilience from the business benefits. 3. It divides the cluster initiatives contributing factors into the characterized sets of attributes in order to modeling the complex and repeatable nature of each cluster initiative. 4. It simplify the cluster initiate complexity by focus on the local learning process improvement with Knowledge Networking Ontology for Cluster (KNOC) to facilitate the cluster initiative judgment call by which not only obtain the understanding of the complexity of a situation, but also the ability to make sense and simplify so that action can be taken. It is the concept of how to makes best use of the knowledge in the action-oriented situations. 5. It further expanding the knowledge framework with the judgment wisdom. It proposed the balancing of the business improvement with the local context development to create the “right-sized economy” suitable for the sustainable long term economic development with Judgment based on the Knowledge Methodology illustrated how things can be done but whether or not things can be done, or ought to be done. In the area of Knowledge Management in used: 1. Knowledge Networking Ontology for Cluster (KNOC) is derived from the combination of the western conceptual framework in conjunction with the eastern Knowledge Management with Zen philosophy in order to reduce the confusion of learning by doing. 2. Expand the model of Ontology relationship between entities with the analogy learning method which can further systematically improve the classification of relation between sets of entities. 3. KNOC model can be further expanded into the Knowledge Networking Ontology for National (KNON) to address the national agenda with knowledge management. Future Discussion Knowledge Management, in the recent year, has been widely accepted in organization development. It actually is a tool for managing knowledge workers in the new world economic development. In addition, the model I proposed in this study is to develop a new application for the long term initiatives i.e. government initiative which usually chronic in nature. KNOC model is an example of using knowledge management to improve managing of the chronic complexity development under cluster framework. Since the cluster initiative usually take extended period of time and usually difficult to foresee the result or unable to set forth the clear direction. As mentioned earlier the understanding the different between the cluster theoretical frameworks and learning process of cluster initiatives. The learning process in the cluster initiative using knowledge management framework i.e. System Thinking, Analogy Learning, Ontology, Cyafin framework and etc. helps reduce the complexity to leaser degree. KNOC model can be further explored as one example of the new applications of Knowledge Management in chronic confusion resolution. I have been tiring to explore the possibility to expand this research into a new general framework of Knowledge management particularly in the government initiatives for the long-term social and economic development. For the recent years, government initiatives particularly the developing countries are facing the repeatedly dilemmas of the social and economic issues. I have been suggesting KNOC model as a referencing platform to be used in a few initiatives i.e. Open Source Initiative, Poverty Reduction, Fruit and Vegetable Supply Chain.
