In these minutes only the motions voted by the Project Committee will be recorded and only discussion
necessary for the clarification of the motion will be included. All motions and agenda items are presented
in the section of the minutes that corresponds with the numerical order of the agenda. The agenda order
may not have been followed.
I.
Call to Order / Introductions
The Chair, Roger Hedrick, called the meeting of SSPC 62.1 to order at 1:30 p.m. at the
Palmer House Hilton in Chicago, Illinois. The Chair had all members and guests
introduce themselves indicating their affiliation. The staff liaison determined that a
quorum was present. A record of member and guest attendance is provided on the
preceding page and member and guest sign in sheets are included as an attachment to
these minutes.


Review of Agenda
The Chair reviewed the agenda and asked if there were any additions or deletions. The
Chair indicated that the request for an official interpretation from Fischer was withdraw
and that the voting roster on the agenda was corrected. There were no other changes to
the agenda. Copies of the agenda were made available to members and guests.


a. Intervening Letter Ballots: The following is a list of the continuation letter ballots
for publication public review (PPR) that followed the Montreal meeting in June 2011:




62.1f (2010) (DA32a – Default Value for Vpz) - Continuation ballot to approve the
1st publication public review. Addendum f received 1 comment from 1
commenter.
62.1g (2010) (DA39 – Space Type Selection from Tables 6-1 or 6-4) –
Continuation ballot to approve the 1st publication public review. Addendum g
received 1 comment from 1 commenter.
62.1h (2010) (DA43 – Gym and Sports Arena Space Type) – Continuation ballot
to approve the 1st publication public review of Addendum h. Addendum h
received 2 comments from 2 commenters.
Response to Fischer request for an official interpretation – Motion failed and the
response was not approved. Fischer submitted a continuous maintenance proposal
and has since withdrawn the request for interpretation.

were posted on the ASHRAE website for review and comment during the fall 2011 public review
period which began September 16, 2011. )

c. Unofficial Interpretations. The Chair indicated that he periodically receives requests

V.
Staff Report / Comments
a. Bio and Bias of Conflict Note Book/Sign-in. The staff liaison reported that the Bio
and Bias/Conflict of Interest notebook (purple notebook) was currently available.
Staff reminded everyone to keep their Bio and Bias/Conflict form up to date as well
as their contact information.

b. Review of Action Items. According to the Montreal minutes there were two open
action items. All previous action items are complete.


AI #1 – Eli Howard. COMPLETE. Received an e-mail update from Eli Howard
on January 13, 2012. WS-1450 was reviewed by RAC in Las Vegas and was
returned to SSPC 62.2 with comments for revision. The work statement was
reviewed again by RAC in Montreal and was again returned to SSPC 62.2 with
comments. In Chicago 2012 the RAC Research Liaison will follow-up with SSPC
62.2 to see if they intend to continue with this topic or drop it.
AI #2 – Laura Petrillo. COMPLETE. Staff Liaison reported that RTAR-1630 was
reviewed by RAC in Las Vegas 2011 and returned to TC 5.11 for the second time
with the following comments: (1) provide justification for the budget amount, (2)
project objectives still lacking in detail and specifics, and (3) provide descriptions
of the proposed tasks to be performed under the project.
SSPC 62.1 website update: There is a “Members Only” section of the website that
includes a copy of the official SSPC 62.1 roster, organizational chart, PDF and Word
versions of Standard, Word versions of addenda, and an addenda status report. Any
member of SSPC 62.1 that needs the username and password should contact the staff
liaison, Mark Weber.

Education Subcommittee Report and Actions
Eli Howard, Education Subcommittee Chair, was not present. In his absence Wayne
Thomann reported on the following items from the Friday, January 19th and Saturday,
January 20th, subcommittee meeting minutes.
a. Chicago Programs. Wayne reported that during the Saturday morning subcommittee
meeting they focused on programs and code change proposals.
SSPC 62.1 was cosponsoring one program in Chicago, Seminar 51, Indoor Air
Quality in Green Building Programs: Are They Really Serious About it? (Wednesday,
January 25th, from 11:00 a.m. – 12:30 p.m.). Presenters are Andy Persily, Hoy
Bohanon, and Hal Levin. The Seminar is cosponsored with the Environmental Health
Committee (EHC).
A second program that was submitted for Chicago, a forum on high- and low-rise
ventilation requirements, was not accepted, and it will be resubmitted for San Antonio
in June 2012.

b. San Antonio 2012, and Beyond. Wayne indicated there would be a vote during the
Sunday session to approve the programs for San Antonio 2012.

1. Differences Between 62.1 and 62.2: Rationale for Their Residential
Ventilation Requirements (Forum). Presenters:

1. Challenges of using IAQ Procedure in code (Forum). Presenters:
- Dennis Stanke
- Chris Muller as a source for other speakers
c. Research Needs and Activities. The subcommittee is tracking the progress of three
proposed projects.
1. The subcommittee proposes co-sponsoring 1450-WS with SSPC 62.2:
1450-WS, “Transport of Contaminants from Garage Attached or Integral to LowRise Residential Buildings”. Responsible Committee: SSPC 62.2; Co-Sponsors:
TC 4.3. Status: This WS had been resubmitted to ASHRAE and was returned
with additional comments at the Montreal meeting. The subcommittee has not
received any additional communication regarding progress on addressing these
comments and will contact Steve Emmerich for a status update.
2. The subcommittee proposes communicating with TC 5.11 to understand the intent
of 1630-RTAR. Based on the objectives, the Committee may want to become a
co-sponsor because of the potential inter-relationships with SSPC 62.1.
1630-RTAR, “Update the Scientific Evidence for Specifying Lower Limit Relative
Humidity Levels for Comfort, Health, and IEQ in Occupied Spaces;” Responsible
Committee: TC 5.11 (Humidifying Equipment). Status: Returned with comments.
3. 1639-RTAR, "Comparative Lab and Field Evaluation of Building Pressure
Control Methods". Responsible Committee: TC 1.4 This RTAR is in
development and pending a work statement submission from Len Damiano.
c. Rate Rationale and Spreadsheet. The spreadsheet provides the rationale for the
ventilation rates in Table 6-1 of Standard 62.1. The revised rationale and spreadsheet

was presented to the full committee in Montreal. The subcommittee considers this
project complete and recommends that the minutes from the Chicago meeting reflect
that the Committee accepted this document and will retain it as Committee reference
material, which will be available on the Members Only website.
e. Code Change Proposals to IMC (Update). ASHRAE has submitted several
proposals to better ensure that both the IMC and IBC (Building Codes) are consistent
with the requirements included in Standard 62.1-2010. ASHRAE asked for
Committee input on two of these proposals.
Code Change Proposal IMC 62-1:
The proposed change involved substituting several values from Tables 6-1 and 6-4 in
62.1-2010 into Table 403.3 in the IMC Code. While there are some areas of
inconsistency in the format and some of the values between the applicable tables
(IMC 403.3 and 62.1-2010 Tables 6-1 and 6-4), the rates seem consistent and the
subcommittee supports the majority of the changes except:
1. There is some concern with the doubling of CFM/Person in prison cells as it is it
could lead to a substantial energy penalty for prisons.
2. Additional concerns exist around hotel lobbies and pre-function areas as there is a
significant difference in the listed occupancy levels in the two tables. The
rationale for these differences needs to be understood.
3. The subcommittee also suggests that ASHRAE attempt to substitute the existing
Table IMC 403.1 for the current Table 6-2 from Standard 62.1-2010.
4. The subcommittee also suggests that ASHRAE attempt to substitute Section 6.2.5
from Standard 62.1-2010 for the existing IMC 403.3.2.3 with an additional
reference to a “comparable method(s) of calculation” as a substitution for the
current reference to Appendix A that is part of Standard 62.1-2010.
Code Change Proposal IBC 62-1 Natural Ventilation:
The subcommittee was asked to consider two possible methods to update the
language related to natural ventilation with the objective of updating the IBC
requirements to those of Standard 62.1-2010. One option was substituting all of the
language from Section 6.4 Natural Ventilation Procedure in 62.1-2010 for the current
language in Section 1203.4 in the IBC. The other option involved deleting all of the
Natural Ventilation language from Section 1203.4 from the IBC and simply
referencing Standard 62.1-2010 for details.
After considerable discussion, the subcommittee recommends that ASHRAE submit
the version with the 62.1 language inserted into the IBC. The rationale for this
recommendation is that:
1. The reference approach would require IBC users to purchase ASHRAE Standard
62.1 as a reference.

2. It appears that the use of a reference to alternative information sources, rather than
inclusion of complete Code language, is inconsistent with the approach used by
the IBC.
f. Chapter PowerPoint Presentations (Update). Wayne reported that most of the
subcommittee activities for Friday focused on the PowerPoint presentation. The slides
have been updated to the 2010 edition of Standard 62.1. There are some forty slides
available. This will be brought forward for a full committee vote on Sunday. (See
Attachment D)

Draft Addendum DA-45 resulted from the proposed change submitted by John Fischer
(CM 62.1-12-12-0002/001). The proposed addendum provides an exception for the use of
energy recovery wheels in laboratories. The exception would be limited to general
purpose labs and not those doing extremely hazardous work.
Draft Addendum DA-44 resulted from the proposed change submitted by Dennis Stanke
(CM 62.1-11-12-0003/001 and 002). The proposed addendum adds language to the IAQ
procedure for mixtures of contaminants.
Roger Hedrick provided and update on the status of Addendum 62.1b. There were four
comments from 4 commenters. One of the comments was supportive and did not require
a response from the project committee. The committee must respond to the remaining
three comments.
Roger went on to summarize the comments and proposed changes for Addenda f, g, and
h to Standard 62.1-2010.
During the Saturday morning Administration Subcommittee meeting the subcommittee
discussed draft Addenda DA-27 and DA-28. The subcommittee recommends an advisory
public review (APR) for DA-27. They are proposing a 20% RH or greater for climate
zones 5, 6, 7, and 8 in Standard 169 (Weather Data for Building Design Standards), at
design heating conditions and occupancy. The APR will help the committee get feedback
on the proposed change before a publication public review is recommended. In addition,
the committee will not be required to respond to the comments submitted on the APR.

Call to Order / Introductions
The meeting was called to order by the Chair, Roger Hedrick, at 1:00 p.m. at the Palmer
House Hilton in Chicago, Illinois. Introductions were made around the room and it was
determined by the staff liaison that a quorum was present.
Voting Roster: Hedrick, McFarland, Aguilar, Buttner, Damiano, Fisher, Habibi,
Herrmann, Howard (SMACNA), Rogers, Rothstein, Sekhar, Smith, Stache, Thomann,
Wargocki, and Williams. Currently there are seventeen (17) voting members (PCVMs).
The Bio and Bias/Conflict of Interest notebook (purple notebook) was available for any
member to review. A member and guest sign-up sheet was circulated. (See Attachment A)
Chair’s Comments: The Chair announced that an LCD projector would be available
later in the meeting. Committee members were instructed to work off their laptops for the
time being. The Chair had nothing additional to report.
X.
Liaison Reports / Comments
a. SPLS: Steve Emmerich reported that he was the committee’s direct link to the
Standards Committee and that this is a two way link. He will advocate for the work
being accomplished by the project committee and serve as a resource. Steve
announced that ASHRAE has a new website and a new logo.
Standard Committee has been developing training webinars for project committees.
There have been various topics: committee balance, running a good meeting,
mandatory language. The training webinars are aimed at the Chair and leadership of
the project committee, but anyone interested can view them.
The Chair added that there is also an ASHRAE wiki on HCAV&R terms and
definitions that is being developed. This stems from Standard 166, Heating,
Ventilating, Air-Conditioning and Refrigerating Terminology, and the 1991 ASHRAE
Handbook of Terminology.
b. SSPC 90.1: Dennis Stanke had nothing to report.
c. SSPC 189.1: Molly McGuire reported that SSPC 189.1 meets on Tuesday and
Wednesday in Chicago. The Indoor Environmental Quality working group (WG8)
meets Tuesday. Molly had nothing else to report.

Technical Committee Liaison Reports
a. TC 2.3 - Gaseous Air Contaminants and Gas Contaminant Removal Equipment.
Chris Muller, TC 2.3 liaison, stated that he had nothing to report on TC 2.3 activities.
Chris did report that the project committee for Standards 145.1 and 145.2 had been
converted to a standing standard project committee (SSPC 145). Standard 145.22011, Laboratory Test Method for Assessing the Performance of Gas-Phase Air
Cleaning Systems: Air Cleaning Devices, was published on continuous maintenance.
Standard 145.1-2008, Laboratory Test Method for Assessing the Performance of GasPhase Air Cleaning Systems: Loose Granular Media, is currently on periodic
maintenance but would be published on continuous maintenance upon completion of
the current revision (145.1-2008R). A revised draft in expected in June 2012. The
first meeting of SSPC 145 would be held Sunday in Chicago.
Chris added that there is currently a research project sponsored by TC 2.3 that is
being conducted by the University of Syracuse, a two year study.
b. TC 2.4 – Particulate Air Contaminants and Particulate Contaminant Removal
Equipment. Charles Seyffer, TC 2.4 liaison, reported that TC 2.4 meets Tuesday in
Chicago. An important issue is trying to make liaisons more effective. There are some
interesting research projects currently underway. Charlie also reported that ISO had
moved some ASHE information from Guideline 26, Guideline for Field Testing of
General Ventilation Filtration Devices and Systems for Removal Efficiency In-Situ by
Particle Size and Resistance to Airflow, into an ISO standard. This is a big benefit for
ASHRAE worldwide.
c. TC 4.3 – Ventilation Requirements & Infiltration. Chandra Sekhar, TC 4.3 liaison,
was not present. No report was given.
d. TC 5.5 - Air-to-Air Energy Recovery. Bede Wellford, TC 5.5 liaison, was not
present. No report was given.
e. TC 8.10 - Mechanical Dehumidification Equipment and Heat Pipes. Randy
Schrecengost, TC 8.10 liaison, was not present. No report was given.
f. TC 9.2 – Industrial Air Conditioning. Waller Clements, TC 9.2 liaison, was not
present. However, Waller notified staff that he would be unable to attend the Sunday
session and provide a report. The staff liaison reported that Waller was unable to
attend the TC 9.2 meeting in Montreal in June 2011 and therefore had no report for
SSPC 62.1. TC 9.2 meets on Tuesday in Chicago and Waller indicated in his report
that we would attend and report on the TC 9.2 activities in San Antonio in June 2012.

1. 1450-WS: Wayne reported that he had no additional update at this time and that
he would follow up with Steve Emmerich on the current status of this work
statement.

3. 1639-RTAR: This RTAR on building pressure control methods is currently in
development and pending work statement submission. Completion is expected
before the meeting in San Antonio in June 2012. The responsible committee is TC
1.4.
d. Rate Rationale and Spreadsheet. Wayne reported that the updated rate rational
spreadsheet accurately reflects how the rates in Standard 62.1 came about. This
should be a resource for the project committee and not a public document. The
subcommittee accepts the spreadsheet as complete and sees no need for the full
committee to vote on it. It should be posted on the members only section of the 62.1
website.
AI#1 Staff liaison to post the latest version of the rate rationale spreadsheet on the members’
only section of the SSPC 62.1 website.
e. Code Change Proposals. ASHRAE asked for Committee input on two of these
proposals
Code Change Proposal IMC 62-1:
The proposed change involved substituting several values from Tables 6-1 and 6-4 in
62.1-2010 into Table 403.3 in the IMC Code. While there are some areas of
inconsistency in the format and some of the values between the applicable tables
(IMC 403.3 and 62.1-2010 Tables 6-1 and 6-4), the rates seem consistent and the
subcommittee supports the majority of the changes except:
1. There is some concern with the doubling of CFM/Person in prison cells as it is it
could lead to a substantial energy penalty for prisons.
2. Additional concerns exist around hotel lobbies and pre-function areas as there is a
significant difference in the listed occupancy levels in the two tables. The
rationale for these differences needs to be understood.
3. The subcommittee also suggests that ASHRAE attempt to substitute the existing
Table IMC 403.1 for the current Table 6-2 from Standard 62.1-2010.

4. The subcommittee also suggests that ASHRAE attempt to substitute Section 6.2.5
from Standard 62.1-2010 for the existing IMC 403.3.2.3 with an additional
reference to a “comparable method(s) of calculation” as a substitution for the
current reference to Appendix A that is part of Standard 62.1-2010.
Code Change Proposal IBC 62-1Natural Ventilation:
The subcommittee was asked to consider two possible methods to update the
language related to natural ventilation with the objective of updating the IBC
requirements to those of Standard 62.1-2010. One option was substituting all of the
language from Section 6.4 Natural Ventilation Procedure in 62.1-2010 for the current
language in Section 1203.4 in the IBC. The other option involved deleting all of the
Natural Ventilation language from Section 1203.4 from the IBC and simply
referencing Standard 62.1-2010 for details.
After considerable discussion, the subcommittee recommends that ASHRAE submit
the version with the 62.1 language inserted into the IBC. The rationale for this
recommendation is that:
1. The reference approach would require IBC users to purchase ASHRAE Standard
62.1 as a reference.
2. It appears that the use of a reference to alternative information sources, rather than
inclusion of complete Code language, is inconsistent with the approach used by
the IBC.
AI#2 The Chair to forward the code change information from the Education Subcommittee to
Steve Ferguson at ASHRAE Headquarters.
The Chair indicated that he would look into the possibility of reformatting Standard
62.1 to look more like code. This could be a possible project for the Education
Subcommittee. Reformatting Standard 62.1 would simplify the process of submitting
code change proposals.

vote against it. The subcommittee is proposing a 20% RH or greater for climate
zones 5, 6, 7, and 8 in Standard 161. The APR will help the committee get
feedback on the proposed changes before a publication public review is

To amend Motion 12 to add an exception to Class 4 air replacing the draft Addendum
DA-45 requirements with those established by several members of the Administration
Subcommittee.
DISCUSSION: Lisa Rogers indicated that these modifications to draft Addendum DA45 were put together by several members of the Administration Subcommittee. John
Fisher stated that he had no issue with the rewording of the addendum and provided some
additional comments. Laura Petrillo stated that TC 5.5 voted that only run around loops
should be used in these cases and spoke against the motion. It was suggested that this be
recommended as an APR and a forum be held in San Antonio to get addition feedback.

DISCUSSION OF THE AMENDED MOTION: John Fischer indicated that he
supported this change and its impact on industry and energy savings. He stated that this
technology has been used successfully for years. LEED certification is at risk as a result
of the Walsh interpretation and this proposed change will rectify the issue before it
becomes a legal one. John went on to state that the APR route is too slow a process and
would like to see this publication public review approved by SSPC 62.1. John also stated
that the requirements for heat recovery from the proposed Class 4 air could be met by a
number of manufacturers.

Reasons for negative votes:
 Don Herrmann – It is my opinion that sending Draft Addenda 45 out for public review and comment is
not in the best interests of Society or the public at large for the following reasons:
1. Both TC 5.5 and AHRI are not supportive of DA 45 as proposed.
2. The information provided by the petitioner is based on a single manufacturer’s product and, in my
opinion, does not represent the industry as a whole. Further, TC 5.5 has reviewed some of the studies
provided and determined that they are flawed.
3. There appear to be health risks associated DA 45 that require further study.
4. The supporting documentation provided by the petitioner presumes that the equipment is operating
normally and does not take into consideration performance when typical malfunctions occur that could
change the leakage rate and/or carryover within the device.
I further opine that sending this out knowing in advance that we will be receiving comments from, at a
minimum, TC 5.5 and AHRI and will result in providing responses to comments that could have been
addressed beforehand. At best, this will likely result in a second public review and comment, further
delaying any action on this proposed addenda.

As a compromise, I would be supportive of sending this out for advisory review and comment so we have
the opportunity to obtain supportive and non-supportive information without being required to respond to
the comments. This would allow us to address known issues before going out for public review and
comment, or if necessary withdraw it.
Kirk Stache – My reason for the no vote to making this a DA instead of just requesting public comment (I
do not know what the official term for that process is) was that if we receive no comments to the draft
addendum it automatically becomes part of the standard without any additional conversation. In this case,
where I feel that additional conversation and additional information is required, I thought a better approach
was going out for public comment without making it part of an official addendum.

My concern with the DA echoes many of the statements from the email Roger forwarded on Sunday from
another individual in the industry. At a minimum I feel we should discuss the concerns of this individual as
the concerns appear reasonable.

Airxchange, Inc:
TC 5.5 [Air-to-Air Energy Recovery] voted, with no negative votes and chair voting, that in any air other
than Class 3 or better, the only technology they approve is run-around loops. The chair now is Greg
Dobbs. Exhaust Air Transfer Ratio (EATR) is a certified parameter in the AHRI’s Air-to-Air Energy
Recovery Ventilators Certification Program (AHRI Standard 1060). The proponent does not participate in
the AHRI certification program and relies on 3rd party (GTRI) testing. This does not provide total
credibility in the industry and should not be promoted.

Exhaust air cross leakage back to the supply air stream (i.e., EATR) can potentially end up being
considerably more than the original design. Possible causes of this are: seal wear, failure to
maintain/replace as needed to maintain original performance, a filter that is getting clogged and isn't
changed in timely fashion, changes in the air ducting configuration after the original installation by
someone who is unaware of the reasons for the original set up and that doesn't take the special requirements
of a sensitive ERV installation into account (I would say that laboratory configuration changes are not at all
uncommon), changes in the exhaust versus supply air static pressure caused by any kind of an unanticipated
upset in conditions or deterioration of the system.
2)
It isn't realistic to assume that over the life of a laboratory hood installation that the same mix of
"vapors, gases, fumes, mists or dusts" that is only somewhat bad (the apparent point of the definition of
class 5 air as opposed to class 4 air) will continue to be used or that the mix will stay within the
somewhat bad parameters with certainty. A more toxic substance could end up being used for a good
research reason at some point in the future, after it has been forgotten that an energy recovery wheel is
in the system
3)
Acute toxicity isn't the only safety issue with various chemicals. Considerable attention is also given
to chronic toxicity effects such as being a carcinogen.
4)
While the proponent cites positive experience with laboratory ventilation at Johns Hopkins, this is a
single anecdote and Hopkins may well run a tighter ship than other entities would. One serious
incident traced back to allowing this under 62.1 would expose ASHRAE to significant liability and
damage to reputation. If an entity like Hopkins wants to persuade the local code officials that this use
of an ERV is Kosher and in the process take full responsibility for it, when installed and into the
future, they are welcome to, but ASHRAE shouldn't take on this responsibility.

 Scott Williams – I think the change to language is premature and not fully vetted out. There are multiple
efforts to better define contaminants of concern happening now which may change the format of the
language. This language also adds complexity to the IAQP that is not well defined. I heard several various
definitions of mixture of concern and still don’t believe the modifications or informative appendix are
clear. This adds confusion to the designers attempting to use IAQP, and adds complexity when the
authority having jurisdiction reviews documents. Result will likely be less use of the IAQP. From
document review I found variation between experts regarding additive effect of mixtures of gases. It is
clear that some contaminants do “add” and should be considered, but if the “nose” is considered an organ,
it isn’t clear that all odors impacting the nose add and require independent ventilation air to address each.
The additive effect of a large number of minor odors or other contaminants could quickly result in
excessive ventilation requirement.

The Chair asked if there was any new business. There was some discussion of updating
the contaminants of concern in Informative Appendix B of Standard 62.1-2010.
AI#3 The Education Subcommittee is to look into updating Appendix B of Standard 62.1.
The Chair announced that the SSPC 62.1 meeting times for San Antonio would be the
same as those for the Chicago meeting.
Next Meeting: The next SSPC 62.1 meeting will be held in conjunction with the
ASHRAE annual meeting in San Antonio, Texas, June 22-24, 2012.
