Strategy for the development of Complementary and Supplementary school provision in Hertfordshire
Priorities





All provision is of high quality.
The curriculum framework and resources reflect the current national educational agenda where appropriate.
Funding is stable and adequate to deliver the service.
Provision is sustainable and continues to grow in line with need and national requirements.
Provision is available for all BME communities.
1. ALL PROVISION IS OF HIGH QUALITY

All provision is of high quality.

Training and CPD is available for all teachers and volunteers.
Accreditation is available for volunteers/support staff/mentors.
A percentage of support staff go on to full time teacher training (10/%?).
All teaching is good or better.
All staff have CRB checks.
Monitoring/evaluation strategies are in place. A local evaluation framework is in place.
All Complementary and Supplementary schools are offered the opportunity to achieve a
quality mark e.g. QISS or QSF.
There is a system in place for tracking all pupils’ progress and achievement.

2. THE CURRICULUM FRAMEWORK AND RESOURCES REFLECT THE CURRENT NATIONAL EDUCATION AGENDA

Training and resources from SEAL are available to all Complementary and Supplementary
schools.
Training and resources are available to enable all Complementary and Supplementary
schools to include the five Every Child Matters outcomes in their planning, delivery and
evaluation of learning.
Access to resources and facilities from partner mainstream schools is available to
Complementary and Supplementary schools e.g. for leisure, transport, admin.
A centrally held library/resource base is maintained for all Complementary and
Supplementary schools.
Same language Supplementary schools operate as consortia in order to share resources
and strategies for teaching and learning.
Training is provided to enable Complementary and Supplementary schools to access
resources on-line.
All Complementary and Supplementary schools are offered the opportunity to achieve an
appropriate quality mark.
A local evaluation framework is in place.
3. FUNDING IS STABLE AND ADEQUATE TO DELIVER THE SERVICE

Funding is stable and adequate to deliver the
service.






The Complementary and Supplementary school network is linked to the extended schools
partnerships and is therefore able to access extended school funding; appropriate
accommodation; access to resources.
MECSS budget provides a training programme for Complementary and Supplementary
school staff.
MECSS budget provides subsidy for appropriate national training e.g. National Resource
Unit, National Language Federation.
Community Participation Adviser negotiates grant support from national/local organisations.
Annual CSF funding grant to Complementary and Supplementary schools is linked to their
strategy to raise attainment levels and ensure progress and: to a commitment to attend
training. Free lets are included in the calculation for allocation of grant funding. The grant
formula is based on numbers of Hertfordshire pupils accessing the provision.
A consortium of Complementary and Supplementary schools work together to access
external funding.

4. PROVISION IS SUSTAINABLE AND CONTINUES TO GROW IN LINE WITH NEED AND NATIONAL REQUIREMENTS.

An information/starter pack is developed to explain the value of setting up a Complementary
or Supplementary school, basic initial requirements, contacts and sources of support.
A support programme supports the less developed and emerging communities.
Complementary and Supplementary schools are included as core partners in the extended
schools networks.
Complementary and Supplementary schools are included in CSF strategy for narrowing the
gap.
Advisers/consultants in SSE are informed about the role and effectiveness of
Complementary and Supplementary schools within the CSF strategy to close the gap.
An annual conference supports the network of established and new Complementary and
Supplementary schools.
A network of Complementary and Supplementary school staff facilitates shared experience,
exchange of practice and practical support.
