PURPOSE OF JOB
To participate in the effective and efficient Management of Marine
Engineering Resources in order to carry out all Marine functions within the
Business. To support the Marine Operations Manager (MOM) in the
Management of the Company’s Vessels. To ensure Marine complies with
all statutory and legislative matters, with particular attention to the
ISM/ISPS codes, class requirements/salvage association/lease agreements
and all engineering related matters.
MAIN ACTIVITIES AND RESPONSIBILITIES
1. Marine Operations –Manage All the Engineering functions both
ashore and afloat
 Support MOM in the safe, effective, efficient and economic
management of all aspects of the operation, maintenance and
overhaul of TH Ships, Launches, MFA’s, Workboats and inflatables
including the provision of contract Local Boats and Damage
Surveys.
 Responsible together with the MOM, for verifying TH vessels are
compliant with all relevant legislation and the requirements of
Classification Societies, producing variance reports for senior
management as required.
 Monitor or report on new or current legislation, which may impact
on the operation of the ships or the Marine Department ashore
 Carry out the duties of Deputy Designated Person Ashore under the
International Safety Management Code
 Provide input to the Planning Team with particular reference to the
provision of Marine delivery and tender/MFA overhaul strategy.
 Fully responsible for the Line Management of all Engineering Staff
at Sea. This will include recruitment, development of existing staff,
and succession planning.
 To be available outside of Office hours to respond to Emergency
Engineering problems onboard the Ships.
 Responsible for the upkeep of the Ship’s Dry Dock and Repair (DD
& R) programme Prepare dry dock/ refit specifications, submit to

tender, adjudicate tender returns with the MOM, control and
manage dry docks with due regard to agreed timescales and
budgets. Responsible for the line management of all afloat
personnel present at the DD & R.
Establish and develop Management Processes
Monitor all Marine Department budgets. Produce monthly and
annual budget reports for the Marine Department and Marine Global
Accounts.
Conduct regular ship visits, on occasion taking passage, to monitor
the on board Engineering function and to participate in the
ISM/ISPS/ILO auditing process.
Provide Marine Engineering support to The Northern Lighthouse
Board (NLB) and The Commissioners of Irish Lights (CIL) within the
Co-ordinated Fleet Management structure
In conjunction with the NLB and CIL Engineer Superintendents,
develop common procedures for the Engineering Management of all
GLA vessels based on best practice across the three organisations.
Raise insurance claim when required
Provide the Service source of Marine Engineering expertise.
2. People Management – Manage the training and development (in
conjunction with the training co coordinator) of all marine
Engineering personnel required for the delivery of marine
activities
 To support the Marine Operations Manager for the Crewing of TH
Ships and Launches
 Line Manager for All SVS Chief Engineers. Senior Line Manager for
all other SVS Engineering Staff.
 Manage the Engineering Crewing of TH Ships
 Manage the appointment and promotion of Engineering Officers and
Ratings Ensure Efficient and Effective Management of all
Engineering Marine Staff in line with the requirements of MOM
 Manage and promote SVS training and personnel development.
 Support Ship/Shore inter-communication process
3. Asset Management – Assist MOLM in the Asset Management
programme with particular reference to Marine delivery.
 Ensure adequate Engineering experience and knowledge is available
afloat to support Condition Based Maintenance (CBM).
 Determine and continuously review criteria for CBM of the Fleet
 Provide Marine Engineering technical advice to other Departments
within the Directorate
 Ensure delivery of appropriate feedback on task completion,
outstanding work, condition of asset and additional work required;
support MMIS instigation/operation.
 Responsible for the Ship’s onboard Maintenance systems and to
ensure the Marine Departments databases are in date. Conduct, in
support of MOM, periodic inspection of marine assets. This will
include taking passage with the ships on a regular basis.
 Manage and promote environmental improvements within the
marine sector.

Control and maintain/update database of TH workboats/seariders
and inflatables
Act as Contract Manager for local call-off contracts.
4. Budget Control - Efficient and effective management and control
of marine budget
 Monitor the Ships engineering budgets in support of MOM.
 Control of DD&R budgets, Capital and Expenditure within stipulated
limits and time constraints.
 Provide budgetary figures for Capital and future Expenditure.
 Oversee contracts controlled by Marine.
 Oversee procurement matters to ensure best value for money and
standards are maintained.
5. Continuous Development - Promote and develop a culture of
continuous improvement in pursuit of organisational objectives
 Support MOM and Marketing Department in the pursuit of
Commercial work
 Promote and lead Change culture within the SVS.
 Promote and support MOM in new technology/development as
applied to the marine field.
 Provide high-level leadership for the SVS Engineering function.
Prepare succession plans for afloat Engineering staff.
6. New Vessels – Support MOLM in the delivery of a new vessel
within budget and on time, to a specification that meets with
the Service requirements
 Provide technical and management input in the development of the
project.
 Co-ordinate the SVS input into the build design and programme.
 Liaise with Consultants, shipyards, contractors and suppliers as
required by MOM.
SCOPE
 Senior Member of the Marine Operations Team, working closely with
the Marine Operations Manager and OPC to ensure delivery of the
Marine & Engineering Programme.
 Working within Marine Operations Team to ensure the maintenance
and availability of Afloat Assets.
 Engineering Responsibility for TH Ships, Launches, MFA’s, Workboats,
inflatables and Boats reporting to the MOM.
 Supporting the MOM in the Management of all Engineering Marine
Personnel
 Support for the Ship/Shore Management Teams.
 Geographical Location – Harwich with responsibility across all of THLS
jurisdiction.

Class 1 motor certificate with extensive Chief Engineer experience
Extensive experience in shipbuilding/ship repair industry Thorough
understanding of Condition Based Maintenance;
Thorough understanding of Diesel Electric propulsion systems
Thorough understanding of the ISM Code
Competent IT user and understanding of CAD/MMIS computer
systems;
Lead Auditor qualification;
Thorough working knowledge of Class/Salvage and Regulatory
legislation for Marine Operations;
Proven Management skills;
Proven Budget Management skills;
Proven Contract Management skills;
Proven Specification Writing/Management skills.
