STAMFORD ACADEMY CRISIS RESPONSE PLAN

INTRODUCTION

The following pages are designed to give specific instruction in case of a crisis/disaster. A binder with this information will be kept at hand in each classroom as well as with each member of the

School Leadership Team. Teachers and staff should be familiar with the procedures and know the first steps when confronted with a crisis/disaster.

The purpose of such a binder is to ensure that no one has to think through the steps to take when in an emergency. The appropriate steps and contract information for outside agencies is included in this binder.

The School Leadership Team will act as a Crisis Response Team (CRT) if such a crisis/disaster occurs. Unless the crisis requires immediate medical attention, the Director(s) and the Dean of

Students are the first people to notify and will take leadership in following the steps identified during a crisis/emergency.

Thus, the two or three key people within the school who need to know about such an event

IMMEDIATELY are the Director(s) and the Dean of Students (Discipline). They will be the only contacts for external groups, such as parents, municipal agencies, and the media.

BOMB THREAT

All bomb threats will be taken seriously and immediately reported to the Director(s).

THE PERSON WHO RECEIVES THE BOMB THREAT WILL NOT

TRANSFER OR INTERRUPT THE CALLER:

 Keep caller on the line as long as possible.

 Complete the Bomb Threat checklist (located at bottom of this page).

 Notify the Director(s) or Director of Programming.

THE DIRECTOR(S) WILL:

 Notify the Stamford Police Department and follow their instructions.

 Convene Crisis Response Team (CRT), if appropriate

 Notify Building Management if necessary.

 Coordinate media effort.

 Notify Domus Board Membership if appropriate.

ADDITIONAL INFORMATION:

 Direct staff and students not to touch or move any suspicious device or object found on the premises.

 Turn off two-way radios or cell phones.

 Restrict the use of telephones.

 Any decision concerning the dismissal of students is the prerogative of the Director(s), with the direction of the Stamford Police Department.

 Students should be instructed to take all personal belongings with them.

Upon hearing the alarm system / seeing the horn strobes devices activated:

 Assistant fire safety director Bryant Gleaton or back-up will proceed to annunciation panel in building entryway, identify zone/fixture in alarm, and wait for fire department.

Assistant fire safety director Bryant Gleaton or back-up will dial 911 to report the emergency and provide the building name and address, call-back number, and any available information regarding the fire emergency.

Staff supervising students will assemble students in each instructional space and lead students out of the building as directed by exit diagrams posted in each space.

1 st Floor: 2 nd Floor:

 Rooms 101 – 109: exit out back door

(back stairwell) and go to SIX

THIRTEEN PARKING LOT.

 Rooms 110 – Front Foyer: exit out front

Evacuation Protocol

Students in the lower numbered room will evacuate the building first. Students will proceed in a silent, orderly fashion in single-file.

Evacuation of Individuals with Disabilities

An active list of individuals requiring assistance during an evacuation and will be provided by the school administrative assistant. The Assistant Fire Safety Director will be responsible for ensuring that individuals who are unable to walk exit the building and will immediately inform the Fire Department upon its arrival of the need for assistance to such individuals.

Sweep of Supervised and Unsupervised Areas

Designated employees will sweep all school areas including bathrooms to verify full evacuation.

Meeting Areas

Student and staff attendance will be taken in designated safe areas in the rear of the school parking lot. Full attendance will be verified.

Return into the Building

The Fire Safety Director and Back-up Fire Safety Director will decide whether it is safe to return into the building. All other teachers, staff, students, and visitors will follow their decision.

Fire Drill Policies

A fire drill will be conducted in the first four days of the school year and at least once during quarter thereafter. Dean of Students (Discipline) will complete the Fire Drill Checklist (see

TEAR OFFs)

FIRE

A fire drill will be conducted in the first week of the school year and at least once during each quarter thereafter.

THE PERSON WHO DETECTS A FIRE IN THE BUILDING WILL:

 Close, but not lock any doors to confine fire or smoke.

 Proceed to the nearest pull station to signal the alarm.

Contact Director(s).

THE DIRECTOR(S) WILL:

Initiate and direct evacuation procedures.

ADDITIONAL INFORMATION:

 Teachers will update and post evacuation routes in each room annually.

 Fire officials will be fully in charge and will determine when re-entry is possible.

HAZARDOUS MATERIALS

THE PERSON DISCOVERING THE INCIDENT WILL:

 Report the situation to the Dean of Students.

 Avoid all contact with the materials.

 Remove students from the area.

 Stay upwind from the affected area.

THE DEAN OF STUDENTS WILL:

 Contact appropriate authorities and supervise procedures for clean-up.

THE DIRECTOR(S) WILL:

 Evaluate and decide whether to

1) Evacuate or

2) Remain in place or

3) Go to designated safe area.

HOSTAGE SITUATION

IF ANY MEMBER OF THE COMMUNITY IS TAKEN HOSTAGE:

 If possible, get word to the Director(s) or another member of the School Leadership

Team (via word or hand signals to a passerby).

 If possible, remove students from the area.

 Do not try to disarm intruder.

Keep calm and follow intruder’s instructions.

 Direct students to be quiet and sit away from intruder, windows and exits.

 Be aware that police may be able to hear what is taking place and may enter the room at any time.

 Follow police instructions.

THE DIRECTOR(S) WILL:

 Call 911.

 Take appropriate disciplinary action consistent with the School Policy, Education

Reform and any other pertinent laws.

 Notify parent/guardian of involved student(s).

 Send information home as soon as possible, if appropriate.

 Convene the CRT, if appropriate.

 Notify the Chairperson of the Chief Education Officer.

 Convene the Parent Council if deemed necessary.

 Coordinate the media effort with the appropriate City Departments.

KIDNAPPING

THE PERSON WHO SUSPECTS OR WITNESSES THE KIDNAPPING WILL:

 Immediately notify the Director(s) or Director.

THE DIRECTOR(S) WILL:

 Notify the Police.

 Follow Missing Child Procedure.

LOCKDOWN PROCEDURE

A school lockdown may be required in the event of an intruder situation, an emergency weather situation, or a Hazardous material spill.

THE TEACHER WILL:

 Contain all students in their classrooms.

Lock all doors.

Close blinds, turn off lights, keep students quiet and away from windows.

Do not allow anyone to leave classroom.

 Do not admit anyone except police, administration or fire personnel.

THE DIRECTOR(S) WILL:

Call 911.

Move all employees into office areas.

Advise administrative team to be prepared to respond.

Receive all information from the appropriate civil emergency reporting service relative to the situation.

Assess all information with designated staff members.

Make a decision as to closing the school or remaining open, then inform the school of his/her decision.

 Notify Stamford Police Department, Stamford Fire Department and media as necessary.

MISSING CHILD

THE PERSON WHO SUSPECTS THAT A CHILD IS MISSING WILL:

 Immediately notify the Director(s), informing the Director(s) if child went missing in school or never arrived.

 When possible, describe clothing and provide other identifying information.

THE DIRECTOR(S) WILL:

 Locate photograph.

 Assign staff to begin a search of the building and grounds if the child is missing at school or at recess.

 Find out the following:

 Child’s name and description including clothing worn that day.

 Grade/room/teacher.

 Address.

 Bus stop, bus driver and list of other students at that stop.

 Names of friends and classmates.

 Try to determine the presence of strangers around the area where the child was seen last.

 Notify the student’s parent/guardian (check emergency form to determine legal guardian).

Notify the Police and assist as needed.

 Convene the CR Team if appropriate.

 Notify the Chief Education Officer.

 Convene the Parent Council if deemed necessary.

 Coordinate the media effort with the appropriate City Departments.

STRANGERS / INTRUDERS IN BUILDING

THE PERSON WHO SEES SOMEONE WITHOUT A VISITOR’S PASS WILL:

 Greet visitor and offer help.

 Direct the visitor to the Director(s)’s Office to check in.

 If the Director(s) is unavailable, the visitor will be directed to the office and to wait for the Business Manager or Director of Programming.

 If the visitor refuses to cooperate, break contact and notify the Director(s).

 If it can be done safely, monitor the direction the intruder is heading.

AN INTRUDER IS DEFINED AS ANYONE IN THE SCHOOL BUILDING OR

ON SCHOOL GROUNDS WHO REFUSES TO COOPERATE WITH THE

VISITOR'S POLICY OR APPEARS TO POSE A POTENTIAL SAFETY

THREAT.

THE PERSON WHO IDENTIFIES AN INTRUDER WILL:

 If possible, get word to the Director(s) or another member of the School Leadership

Team (via word or hand signals to a passerby).

DO NOT send a student to the office to get a member of the School Leadership Team.

 Close and lock classroom doors.

 Have all students against a wall out of sight of the intruder.

 If it can be done safely, monitor the direction the intruder is heading.

THE DIRECTOR(S) WILL:

 Call 911.

 Instruct students/staff to do one of the following:

 Have students and staff remain where they are and lock all doors and windows.

 Evacuate the building.

 Have all students and staff report to refuge areas.

Send information home as soon as possible.

 Notify Building Maintenance, if appropriate.

 Coordinate media effort.

 Contact Chief Education Officer.

TERRORISM

Terrorism: The UN Office for Drug Control and Crime Prevention gives one definition of terrorism as an anxiety-inspired method of repeated, violent action, employed by (semi-) clandestine individual, group or state actors for idiosyncratic, criminal or political reasons, whereby- in contrast to assassination- the direct targets of violence are not the main targets.

The immediate human victims of violence are generally chosen randomly (targets of opportunity) or selectively (representative of symbolic targets) in a process used to manipulate the main target.

The individual discovering or receiving information about terrorism will:

Upon discovery or receipt of information about an incident affecting students’ safety,

 Call 911.

 Notify the Director(s)

THE DIRECTOR(S) WILL:

Classify the Tier level:

Tier I: Any situation that requires a 911- assistance mode also requires that the need for an evacuation or containment response be assessed.

Tier II: Standby and appropriate response planning mode.

Tier III: Proactive/Prevention and monitoring mode.

Initiate the following 8 steps:

UTILITIES MALFUNCTION

ALL GAS AND ELECTRICAL MALFUNCTIONS SHOULD BE CONSIDERED

AS EMERGENCIES REQUIRING IMMEDIATE ACTIVATION OF THE

EVACUATION PROCEDURE.

THE PERSON DISCOVERING THE MALFUNCTION WILL:

 Remove students from dangerous area.

 Report the malfunction immediately to the Director(s).

THE DIRECTOR(S) WILL:

 Conduct an initial investigation to ensure that there is no danger to building occupants if it can be done safely.

 Secure the area if necessary.

 Notify ________ Church ( )-

 If danger exists

1) Initiate evacuation procedures (refer to our Evacuation procedure)

2) Notify Fire Department.

 Notify the Chief Education Officer if necessary.

WEATHER EMERGENCY/NATURAL DISASTER

IF GAS IS SMELLED, EVACUATE IMMEDIATELY AND NOTIFY DIRECTOR(S)

THE TEACHER WILL DIRECT STUDENTS TO:

 Remain calm.

 Stay indoors; take cover under desks and tables, against inside walls, under doorways or in interior hallways.

 Stay away from windows.

 Ensure that all students are accounted for.

THE DIRECTOR(S) WILL:

 Notify Police and Fire Department.

 Assess the situation and instruct students/staff to do one of the following.

 Evacuate the building.

 Remain in place.

 Go to safe area.

In the event of an unanticipated natural disaster such as an earthquake,

THE DIRECTOR(S) WILL:

 Call 911 and follow reporting procedures.

 Evacuate the building in accordance with standard evacuation procedures.

 Account for all students and staff once the building has been evacuated and monitor their location.

 Remain accessible to emergency response personnel as per standard operating procedures.

 Receive all information from the appropriate civil emergency reporting service relative to the situation.

 Assess all information with designated staff members.

 Make a decision as to closing the school or remaining open, then inform the school of his/her decision.

 Notify Stamford Police Department, Stamford Fire Department and media as necessary.

For all emergency closings, a school must:

 Coordinate transportation, particularly for students with special individual needs. Notify the parents of children requiring special attention.

NOTE: A decision to close a school building can only be made by the Director(s) (or the Dean of

Students or the Curriculum Coordinator if the Director(s) are not available) after a complete evaluation of the emergency conditions.

UNIVERSAL PRECAUTIONS

Universal precautions refer to the usual and ordinary steps ALL school staff need to take in order to reduce their risk of infection with HIV, the virus that causes AIDS, as well as all other blood-borne organisms such as Hepatitis B virus.

Appropriate equipment (mops, buckets, germicide, hot water, hand soap, disposable towels and gloves) must be readily available to staff members who are responsible for the clean-up of body fluid spills. Treat human blood spills with caution.

Clean up blood spills promptly.

2.

Inspect the intactness of skin on all exposed body parts, especially the hands.

Cover any and all open cuts or broken skin, or ask another staff member to do the clean up. Gloves contribute an added measure of protection, but are not essential if skin is intact.

3.

Clean up blood spills with the appropriate germicide, pouring the solution around the periphery of the spill. Disinfect mops, buckets and other cleaning equipment with a fresh solution.

4.

Always wash hands after any contact with body fluids. This should be done immediately in order to avoid contaminating other surfaces or parts of the body (be especially careful not to touch your eyes before washing up). Soap and water will kill HIV.

5.

Clean up other body fluid spills (urine, vomitus, and feces), unless grossly blood contaminated, in the usual manner. They do not pose a significant risk of HIV infection.

(For use when conditions outside are safer than inside)

When announcement or alarm is sounded:

• Take the closest and safest way out as posted (use secondary route if primary route is blocked or hazardous)

• Take roll book for student accounting

• Assist those needing special assistance

• Do not stop for student/staff belongings

• Go to designated Assembly Area

• Check for injuries

• Take attendance

Reverse Evacuation

(For use when conditions inside are safer than outside)

When the announcement is made:

• Move students and staff inside as quickly as possible

• Assist those needing special assistance

• Report to classroom

• Check for injuries

• Take attendance; report according to Student Accounting and Release procedures

• Wait for further instructions

Lockdown

(For use to protect building occupants from potential dangers in the building)

When the announcement is made:

• Students are to be cleared from the halls immediately and to report to nearest available classroom

• Assist those needing special assistance

• Close and lock all windows and doors and do not leave for any reason

• Cover all room and door windows

• Stay away from all doors and windows and move students to interior walls and drop

• Shut off lights

• BE QUIET!

• Wait for further instructions

Drop, Cover and Hold

(For use in earthquake or other imminent danger to building or immediate surroundings)

When the command “Drop” is made:

• DROP to the floor, take cover under a nearby desk or table and face away from the windows

• COVER your eyes by leaning your face against your arms

• HOLD on to the table or desk legs, and maintain present location/position

• Assist those needing special assistance

• Wait for further instructions
