1. Further clarification on 3.9.2 : The approval of the Twinning Contract
under MEDA and TACIS
The first and the final draft of the Twinning contract should be submitted to Headquarters.
As regarding the final draft, Headquarters will check to what extent the twinning contract has
incorporated all the Line DG’s comments on the first draft.
2. Clarification on 8.2 : The detailed “Twinning Light” Project Fiche
The project fiche for a twinning light project should contain all 11 bullet points mentioned on
p101 and should be completed by ANNEX C1 : Standard Summary Project Fiche.
3. Clarification on 8.4.2 : Minimum criteria for proposals from MS
As indicated in the above mentioned title of 8.4.2, the three bullet points are minimum criteria
that should be contained in proposals from MS, the proposal should be completed by ANNEX
C2 : Model Twinning Proposal.
4. Clarification on the use of Annex III to the twinning manual : The
evaluation grid
When section C : When the MS Junior Partner is not applicable, the score of 5 points will be
transferred from question 1.8 to question 1.6 of section B : Pool of Short Term Experts. Even
if there is no Junior Partner, question 1.7 should be understood as follows: Is the Lead MS
Partner responding to all requirements? Normally he should be able to bring all the expertise
required, so the score should be of 5 points.
Under section 3 : Methodology, question 3.4 : Are there clear proposed activities with a
realistic timeframe ?
This question should be understood as follows: To what extent the Member State(s)
submitting a proposal complies with the duration of the project proposed in the project fiche.
Under section 4 : Sustainability; question 4.3 : Are the expected results of the proposed
action sustainable at a financial, institutional and policy level ?

This question should be understood as follows : Is the MS proposal falling into a long term
scope ?
Regarding the use of the evaluation grid for a twinning light project, the 10 points for question
1.1 will be transferred to 1.2 and the 5 points for question 1.3 will be transferred to
Section B, question 1.6.
5. ANNEX C1 : Standard Summary Project Fiche
Point 3.5 : To the profile of the RTA should be added the profile of the PL and key Medium
and/or Short-Term experts.
6. Additional information concerning ANNEX C2 : Model Twinning
Proposal
Under budgetary remarks: For a classic twinning project, the MS proposal can mention (in
addition to any other remarks), that the detailed budget breakdown will be prepared with the
work plan after being selected. For a twinning light, the MS proposal can mention (in addition
to any other remarks) that the detailed budget breakdown will be prepared after being
selected.
7. Revision of Annex A7 of the twinning contract : “Special Financial
Annex” (See document attached to the e-mail)
In agreement with DG ELARG, Annex A7 has been slightly revised and adapted to twinning
light projects. This revised Annex A7 has immediate effect.
8. French translation of the Twinning Manual and its annexes (See documents
attached to the e-mail)
