Peel Ports – Marine Operations – Marine Safety Management System Standard Operating Procedures Doc No. MSMS SEC 10 – SOP 2.1 Ver. 1 Clyde: Registration and Regulation of Port Craft 1.0 SCOPE This SOP describes how the port authority intends that craft used within the Firth of Clyde are properly maintained, equipped and manned by competent personnel through a voluntary registration scheme agreed by the Workboat and Small Commercial Craft Users Group. 2.0 INTRODUCTION Purpose Craft that are unsafe or manned by incompetent personnel put at risk themselves and other vessels using the port. This procedure is intended to minimise those risks. Responsible person(s) Senior Manger Marine Operations Marine Officer/Pilots 3.0 DEFINITIONS None 4.0 REQUIREMENTS 4.1 All port craft are requested to register with the Marine Department; additionally where considered appropriate they may be subject to audit, to ensure they meet the appropriate national standards and can be seen to be operating under a positive safety management culture. 4.2 The form SOP10.2.1A for “Registration of workboats, fishing vessels and other small craft in commercial use” is the key to the voluntary registration scheme and should be completed by the owner/operator prior to sending to the Marine Department at Estuary Control. This registration is also applicable to barges and lighters. 4.3 The Marine Department shall manage the registration and compliance of Peel Ports Clyde craft as well as third party craft. The work boat and small commercial craft register shall be kept in Estuary Control for ready reference along with a record of any audits of such craft. 4.4 All registered port craft should be surveyed by an appropriately qualified surveyor.
