International Commission on Irrigation and Drainage (ICID) The mission of the ICID is to stimulate and promote the development of the management of water and land resources for irrigation, drainage, flood control and river training applications, including research and development and capacity building. MONITORING AND MODELLING ISSUES FOR RIVER BASIN MANAGEMENT Tuesday, 16 November, 2004 Tullamore Court Hotel, Tullamore, Co. Offaly Organised by the Irish National Committees of the IHP & ICID 12:10 INTRODUCTION SEMINAR FORMAT The National Committees of the International Hydrological Programme and the International Commission on Irrigation and Drainage have the pleasure to invite you to participate in the fifth National Hydrology Seminar to be held on 16th November 2004 in the Tullamore Court Hotel. The programme will consist of the oral presentation of papers and a poster / display session. Participants are invited to contribute through posters and oral presentations. 12:30 12:50 13:00 “Western River Basin District – Use of GIS in Characterisation” Sharyn McMenamin, Patrick Kavanagh (ESBI) “HiFlows UK Project” Peter Spencer (River Modelling Manager, Environmental Agency, North West Region), Noel Higginson, (Rivers Agency, Belfast), Tim Palmer (Black & Veatch, Chester), Paul Wass (JBA Consulting, Newcastle). Discussion LUNCH SEMINAR PROGRAMME SEMINAR OBJECTIVE The Water Framework Directive is now in Irish legislation and implementation will involve significant work for a range of professionals associated with water over the coming years, involving the development of a thorough understanding of the aquatic environment. The existence of high-quality data on relevant parameters and of sufficient spatial and temporal coverage is required for the development of such an understanding. Modelling is a tool to further such understanding by simulating the impacts of future policy changes or other natural occurrences. The objective of the Seminar is to examine the practical and theoretical issues associated with the monitoring and modelling of water quality and quantity that will be required to implement the Water Framework Directive. WHO SHOULD ATTEND? Local Authority Engineers Professionals involved with monitoring and modelling of water quality and quantity Hydrologists and Environmental Engineers Other parties interested in the Water Framework Directive The programme provided below is accurate at the date of printing, but may be subject to change. 09:00 REGISTRATION (Tea, Coffee and Pastries) 10:00 Welcome - Mr. Tom Parlon T.D., Minister of State at the Department of Finance (with responsibility for the Office of Public Works) SESSION 1: INVITED SPEAKERS - RIVER BASIN MANAGEMENT 10:10 10:35 11:00 11:25 11:30 “International Hydrological Programme Initiatives” Andras Szöllösi-Nagy (Deputy Assistant Director General, UNESCO; Secretary, International Hydrological Programme) “Implementing the Water Framework Directive in Ireland, the Role of the Environmental Protection Agency” Larry Stapleton, Paul Toner (Environmental Protection Agency) “Quantifying the Fine Sediment Budgets of River Basins” Des Walling (Department of Geography, University of Exeter) Discussion Tea/Coffee SESSION 2: RIVER BASIN CHARACTERISATION 11:50 “Shannon River Basin District – Risk Assessments for the Preparation of WFD Article V Characterisation Reports” Alan Barr (Kirk McClure Morton), Enda Thompson (Shannon RBD Project Co-ordinator) SESSION 3: MODELLING OF WATER QUALITY AND QUANTITY 14:30 “The application of mathematical modelling to the implementation of the Water Framework Directive” Kenneth Irvine (Department of Zoology/Centre for the Environment, Trinity College, Dublin) 14:50 “Physically-based, distributed, catchment modelling for estimating sediment and phosphorus loads to rivers and lakes: Issues of model complexity, spatial and temporal scales and data requirements” M.Bruen, A.Nasr (UCD) 15:10 “Catering for uncertainty in a conceptual rainfall runoff model: model preparation for climate change impact assessment and the application of GLUE using Latin Hypercube Sampling” C.
