Hawaii Tropical Forest Recovery Act - Amends the International Forestry
Cooperation Act of 1990 to direct the Secretary of Agriculture (Secretary) to: (1)
expand facilities at the Institute of Pacific Islands Forestry (Institute) and at tropical
forests in Hawaii; and (2) submit to the appropriate congressional committees a
tropical forestry plan for such expansion, which shall provide for establishment of a
model research and demonstration center, facilities for the study and recovery of
endangered plant and animal species, the establishment of demonstration tropical
forests, and the study of biological control of nonnative species.
Directs the Secretary, at the request of the Governor of Hawaii, to establish a
Hawaii Experimental Tropical Forest.
Directs the Secretary to report annually to the Congress regarding the Institutes of
Tropical Forestry (the Institute and the Institute of Tropical Forestry in Puerto Rico).
Directs the Secretary to provide management and conversation oriented grant and
contract assistance through the Forest Service to eligible entities in States with
tropical forests to: (1) develop harvesting of native woods and other forest
products; (2) promote habitat and animal and plant species protection; (3) develop
biological controls for threatening nonnative species; (4) establish a monitoring
system to identify baseline conditions and long-term changes; (5) detect and
appraise stress factors such as insects, disease, and pollution; and (6) engage in
related research, educational, and outreach activities.
Establishes the Hawaii Tropical Recovery Task Force to advise the Secretary with
respect to Hawaiian tropical forests and related ecosystems. Directs the Task Force
to submit to specified congressional committees, the Secretaries of Agriculture and
the Interior, and the Governor of Hawaii a plan for rejuvenating Hawaii's tropical
forests. Terminates the Task Force 180 days after submission of such report.
Authorizes appropriations.
