Digest of Federal Resource Laws of Interest to the U.S. Fish and Wildlife Service Hawaii Tropical Forest Recovery Act Hawaii Tropical Forest Recovery Act -- Public Law 102-574, signed October 29, 1992 (106 Stat. 4593) amends the International Forestry Cooperation Act of 1990 to direct the Secretary of Agriculture to: establish the Hawaii Tropical Forest Recovery Task Force to draft a plan for rejuvenating Hawaii's tropical forests; expand the Institute of Pacific Island Forestry and other tropical forest facilities in Hawaii; establish a Hawaii Experimental Tropical Forest, if requested by the Governor; report annually to Congress on the progress, needs, and plans of the Institutes of Tropical Forestry in meeting the requirements of the Global Change Prevention Act; and provide grants, contracts, and cooperative agreements to promote sound management and conservation of tropical forests in the United States and to improve the skills of tropical forest managers worldwide. The Secretary of the Interior is to appoint a representative from the Fish and Wildlife Service, as well as one from the National Park Service, to serve on the Task Force. He is also required to provide assistance and support to the Task Force. The Assistant Director for Refuges and Wildlife has been delegated the responsibility for implementation of the provisions of this law for the Service, in coordination with the Assistant Director for Ecological Services.
