Recruitment of a Consultancy for a National Iodine Survey in Djibouti Title: Consultant for Iodine Survey (IDD) Réf/OPS/HR/2012-008 Duty Station: Djibouti Budget Level: P4 Section: Child Survival Development Date of Issue: 12/09/2012 Closing Date for Applications: 25/09/2012 1. Purpose and Objective: The purpose of the consultancy is to (1) elaborate, develop and design survey methodology, (2) analyze survey results on household consumption of iodized salt as well as random survey of markets, (3) measure urinary iodine levels and (4) widely disseminate the final report. Therefore, the survey will determine the urinary iodine concentration in children, the iodine content of household salts in Djibouti, and to provide information for decision making on programm activities. 2. Methodology and Technical Approach The methodology will be developed and proposed by the consultants. It will comprise at least the following: a) The research design and methodology: using a cross sectional design for descriptive and analytic purposes - The target population and sampling: children in Djibouti, therefore, any boy or girl in any region of Djibouti will be eligible for inclusion in the study sample. - A situational analysis which include salt industry mapping i.e. who produce iodized salt, import, size of production, capacity of iodization - The data collection forms: Interview questionnaires, form to record the data of the rapid test kit for iodine in salt, and a third from used to record the lab tests for iodine in urine which requires a specialized laboratory certified by WHO or CDC. . - The collection of sample - The indicators of the assessments: median of urinary concentration in school aged children, % of household with iodized salt. b) Manual for training programm c) Quality control and verification d) Data management and analysis: data entry, data cleaning, statistical analysis both descriptive and analytic, e) The operation steps with the following: Planning and preparatory phase Planning and training phase The implementation phase Data management phase - Report writing phase Dissemination of the outcome of the survey 3. Activities and Tasks and outputs The consultant will • To inform on how much of salt is produced (with Map the salt industry) or imported into Djibouti and how much of it is iodized and what will be the cost for iodizing the balance of salt. In addition, he/she will inform UNICEF and government on the cost of iodizing the salt. • Facilitate the implementation of all preparatory activities and development of necessary documents for conducting national iodine survey. • Participate in discussions with relevant governmental agencies/partners responsible for mother and child nutrition in Djibouti • Design and elaborate the survey methodology, including development of relevant and applicable survey instruments (questionnaires, selection of variables, etc.) • Facilitate the training of interviewers on data collection. • Identify a laboratory WHO or CDC certified to assist UNICEF/GoD in the organization, the urinary sample collection, and laboratory testing of the urinary iodine level. • Take a leadership role in coordination of national iodine survey • Support the monitoring of field activities. • Provide assistance and second opinion in conduct of data analysis. • Elaborate a final report and developing recommendations 4. Qualifications or specialized knowledge/experience required • An advanced University Degree in health/nutrition or Public Health; Master’s degree/PhD in Mother and Child Nutrition/Micronutrient Deficiencies • Experience in conducting IDD surveys • Fluency in French and English with an excellent report writing skills • Field experience in mother and child nutrition • Experience in using computer ,database management and data analyses 5. Procedures and Logistics UNICEF will provide the technical assistance to organize all logistical arrangements needed to conduct his mission including in-country travels and international travels. 7. Timeline and payments The survey will be held at the end of September 2012 and the duration of the mission is estimated for 8 weeks including preparation, travel days, training evaluation and reporting. 8. Fees The fees will be established at the P-4 level/UNICEF - International Consultants and Individual Contractor Fee Ranges 9. Ethical Considerations & Property Rights All documents, including data and reports, developed in the course of this mission are the intellectual property of UNICEF. The technical assistance should not share these products without the express permission of, and acknowledgement by UNICEF. The mission process should support and respect children’s and women rights.
