1 ANNEX B BEACHLANDS CLOSED CIRCUIT TELEVISION SYSTEM INTRODUCTION To provide information specific to the operation of CCTV at Beachlands in support of the CCTV Policy PERSONNEL The Beachlands CCTV Manager is - Tim Pointer, Community Safety Team Leader The Contractor responsible for the installation of the CCTV system and the subsequent maintenance is: - Jason Cundy, Connect, 08456 127327 Authorised users of the system are i) ii) Visitor Centre Officers Other HBC staff authorised in writing by a member of the Joint Management Team REQUESTS FOR INFORMATION Details of recorded information shall only be released with the permission of the CCTV Manager or Ann Corrigan, Visitor Information Officer. Requests for information by the Police shall require the authorisation of the Police Duty Officer. This authorisation should be requested by DP2 to the CCTV Manager or Ann Corrigan, Visitor Information Officer and passed to the Information and Records Management Officer (IRMO) once approved. Covert surveillance will be in accordance with 7.14 of the CCTV Policy ACCESS TO THE CONTROL ROOM The general principle is that the CCTV monitoring screens will be switched off unless required for a post event investigation or in response to an active incident where there is an identified risk to a member of the public or staff member. Only authorised users will be allowed in the monitoring room when the screens are active – the door will be shut and windows covered/obscured to prevent unauthorised viewing. Access to the CCTV Control consul and screens shall be strictly controlled and limited to the following: i) ii) iii) iv) v) Designated Council Officers as detailed above; Police Officers, for operational reasons, as authorised by the Police Duty Officer; Ann Corrigan, Visitor Information Officer or Havant Borough Council CCTV Manager; authorised personnel of “Connect” or “Chroma Vision” for installation and maintenance works; authorised personnel for installation and maintenance works when accompanied by an authorised user; 2 Any other persons or organisations shall only be allowed to view the system with the authorisation of the CCTV Manager or Ann Corrigan, Visitor Information Officer RETENTION OF IMAGES Images shall be retained for 30 days unless they form part of an ongoing investigation. LOGS The Ann Corrigan, Visitor Information Officer shall be responsible for ensuring that the following records are maintained and audited in accordance with the CCTV Policy iii) iv) v) vi) vii) viii) ix) Operational Duty Log; Visitors to the CCTV Control Centre; Incident Log; Media Copy log Viewing Log; Video Stills Log; A Room Diary. MAINTENANCE OF THE CCTV SYSTEM The CCTV system will be maintained by the Maintenance Contractor and the authorised users will be responsible for: i) ii) iii) identifying a system fault in the first instance; recording all faults in the log; notifying the fault to the Maintenance Contractor;
