High Performance Science Buildings:
How to make them Safe, Successful and Sustainable

Universities aim to improve efficiency and effectiveness in the face of financial and
other pressures. As science and technology research and teaching are among their
most expensive operations, this requires new thinking in the design and operation of
their buildings – especially laboratories.
This free workshop is for academic, estates and technical staff in universities, and their
architects and engineers. It takes advantage of a UK visit by Wendell Brase who is Vice
Chancellor (Administrative and Business Services) at the University of California, Irvine
– who is giving a keynote address to the Effective Laboratories Conference, 18/19 June
at University of Liverpool.
Mr Brase will describe the campus and laboratory improvement programme that he has
overseen at Irvine – and within the broader University of California system – and focus
on Irvine’s “Smart Lab” initiative. This integrated set of laboratory design criteria and
performance standards greatly reduces energy consumption (by 50% in new designs
compared to existing ones) – and operating costs – and provides performance benefits.
This will be followed by presentations on the approach taken for the following:
 New Biomedical Science Annexe at St Andrews, (BREEAM Outstanding)
 Refurbishment of the Old Royal High School for Edinburgh Centre for Carbon
Innovation (aiming for BREEAM Outstanding).
This master class workshop will discuss the issues and offers excellent interactivity.
The workshop has been made possible by Scottish Funding Council support for a joint
University of Edinburgh / S-Lab project, in collaboration with Aberdeen, Glasgow,
Napier and Strathclyde Universities which has piloted the S-Lab / NUS Green Impact
Laboratory Environmental Assessment framework at each of the partner institutions.

WENDELL C. BRASE is vice chancellor for Administrative and Business
Services at the University of California, Irvine. With 31 years of experience in the
UC system at UC Santa Cruz and at Irvine he is responsible for UC Irvine's
administrative, financial, and business services.
Mr Brase chairs University of California's Climate Solutions Steering Group.
UC Irvine’s Administrative and Business Services have been cited with eleven national awards for
process improvement, innovation, and administrative streamlining, including first prize in NACUBO's
Higher Education Awards Program (1996), Best Practices Award from CAUSE (1997), the USA
Today Quality Cup Award (1998), and the EDUCAUSE Award for Excellence in Administrative
Information Systems (2004) and numerous LEED Awards.
