As you may be aware, the new South Glasgow University Hospital and new Royal
Hospital for Sick Children are due to open on the current Southern site early in 2015.
With this in mind, please note that positions based within the Victoria Infirmary,
Mansionhouse Unit, the Western Infirmary and the current Royal Hospital for Sick
Children at Yorkhill will change location and move to the new hospitals.
Gartnavel General Hospital and Glasgow Royal Infirmary will also have some
services affected by moves to the new Hospitals.
These changes mean your base may change after joining us and you will be
informed as soon as possible prior to any change of base.

Applications are invited for the above post.
The lead clinician has a critical role in the development and progression of a MCN.
The post is a flexible commitment of two programmed activities (PAs) which may
vary as needs dictate over the two years. The employing Board of the lead
consultant will be recompensed financially for the sessional commitment of the lead
clinician.
Applicants will have a proven record in leading change and a demonstrable
understanding of the ethos of managed clinical networks is essential. The ability to
work across traditional Health Board boundaries and organisations is essential as is
the ability to manage change within a complex environment. It is likely that the
successful candidate will be from a medical, nursing or Allied Health Professional
background. This is an exciting opportunity to work as part of an innovative team to
deliver significant improvements in patient care.
The lead clinician role within the Network will rotate with the post holder taking on the
role for a fixed period of 2 years.
The West of Scotland Regional Managed Clinical Network (WoSPGHaN) was
designated as a regional network in 2009. Paediatric Gastroenterology Hepatology
& Nutrition (PGHN) represents a medical speciality dedicated to the care of children
with gut, liver and nutritional problems. The overall objective of the network is to
provide and maintain a patient focussed high standard, evidence based, equitable
and multidisciplinary service for children who come under the remit of the network
across the West of Scotland. This covers five health board areas, one tertiary centre
and five district general hospitals. There is also strong links to primary care.
The purpose of this post is to provide clinical leadership to the network and lead on
the progression of the network aims and objectives ensuring:

The ongoing progression of a patient centred Gastroenterology, Hepatology
and Nutrition Network, in line with national policy, standards and clinical
evidence base.

The monitoring of relevant clinical quality standards.

Development, progression and review of a regional programme of work for the
MCN.

2. JOB PURPOSE
To provide clinical leadership to the West of Scotland Regional Managed Clinical Network for children
with Gastroenterology, Hepatology and Nutrition related conditions and lead on the development of
network aims/objectives, ensuring:

development of patient centred Gastroenterology, Hepatology and Nutrition regional network in
line with national policy, standards and clinical evidence base.

development of a Quality Assurance framework and development and monitoring of relevant
clinical quality standards.

development, progression and review of a regional programme of work for the MCN.
3. DIMENSIONS
The development of a MCN for PGHN has been identified as a priority for the West of Scotland Region.
PGHN complex have been on the increase in recent years. This speciality represents a major sub group
who are dedicated to the care of children with gut, liver and nutritional healthcare issues.
Traditionally these services have been provided by RHSC (Yorkhill). The implementation of a MCN will
allow for equity of access and ensure a high standard of care across the West of Scotland.

4. ROLE OF THE REGIONAL MANAGED CLINICAL NETWORK
The purpose of the network is to support and facilitate the delivery of consistent, equitable provision of
high quality services to meet the needs of children, their carers and their families in Scotland who
have PGHN needs.
The role of the MCN Executive Group is to:

advise west of Scotland Regional Planning Groups, individual Health Boards and National
Delivery Plan Implementation Group on service delivery and ongoing priorities for
paediatric gastroenterology, hepatology and nutrition within the west of Scotland;

co-ordinate comparative clinical audit within the Network and facilitate uni-professional and
multi-professional appraisal of performance against quality standards;

recommend to individual NHS Boards, west Regional Planning Groups and National
Delivery Plan Implementation Group action required to address any quality improvement
issues;

produce an annual report on the MCN for children with. gastroenterology, hepatology and
nutrition needs.
The post holder will be supported by a Network Manager and Network Administrator to take forward
the implementation of agreed priorities.
5 KEY RESULT AREAS
Clinical Leadership
 Lead the development and delivery of a strategic vision for the network, involving key
stakeholders.
 Provide effective clinical leadership for the regional MCN,
 Promote effective multidisciplinary/multi professional working within the regional MCN across
Scotland, ensuring clarity of roles and responsibilities.
 To provide clinical leadership for the development of patient centred health services in relation to
the provision for children with gastroenterology, hepatology and nutrition health needs and
improvement of patient experience across Scotland in line with national policy, standards and
clinical evidence base.
 To provide clinical leadership for the development and review of relevant clinical quality standards
in conjunction with NHS Quality Improvement Scotland.
 Direct and support the Network Manager in carrying out his/her work of co-ordinating and
administering the Network, providing guidance and advice to the Network on relevant clinical
matters.
 Promote the work and achievements of the regional MCN, engaging appropriately with relevant
stakeholders. through the development and delivery of an effective communication strategy
Governance
 Ensure the development, implementation and review of systematic quality improvement within an




agreed quality assurance framework leading to the delivery of a safe, effective, patient centred
service.
Ensure that all potential clinical governance issues are raised timeously with local Clinical Leads,
relevant NHS Board Medical Directors, and thereafter to monitor within the network that any such
concerns are adequately addressed.
Ensure the development and delivery of a clear and comprehensive annual work programme for
the MCN taking account of local, regional and national priorities.
Ensure that a written annual report is produced by the MCN, submitted to Health Boards through
the West of Scotland Regional Child Health Group and made widely available to key
stakeholders.
Using the logic modelling approach, work with the network manager to ensure that outcomes for
the network are achieved.
Education
 Maximise the educational, training and learning potential of the MCN for all stakeholders;
clinicians, patients, carers, managers and partner agencies.
Planning
 Lead across traditional organisational and professional boundaries, working collaboratively with
all relevant parties to achieve key strategic plans/objectives to drive forward service improvement.
 Ensure that MCN activity is fully integrated into local, regional and national planning processes.
6. ASSIGNMENT AND REVIEW OF WORK
The post holder will be accountable to their employing NHS Board. The host Board of the Network
(which may not be the employing authority of the lead clinician) is accountable to the West of Scotland
Regional Child Health Group for the performance of the Network and for the funds allocated for its
administrative support.
Personal terms and conditions and personal development objectives will be agreed in discussion with the
Medical/Clinical Director of the post holder’s host Board and will be jointly reviewed at least annually.
7. COMMUNICATIONS AND WORKING RELATIONSHIPS
The post holder will develop effective professional working relationships with Network
colleagues and a wide range of clinical and other colleagues across NHS Boards and other
organisations and external individuals, groups and bodies.
Communication
Establish and maintain effective communication and visible network arrangements, that can be
evidenced by improved relationships, behaviours and joint working, across and between:






MCN, patient/carers and other voluntary & statutory agencies involved in gastroenterology,
hepatology and nutrition health needs.
MCNs across Scotland throughout the UK and wider afield.
MCNs, Specialist Networks and groups
Regional Planning/NHS Boards/Operating Divisions/primary care,
National Delivery Implementation Group, Scottish Government Health Directorates, National
Waiting Times Unit, NSH Quality Improvement Scotland, NHS Education Scotland, Information
Services Division, etc.
MCNs, Higher Education Institutions, professional bodies etc.
Methods of communication will include face to face meetings, telephone and email contact as well as
formal reporting to West of Scotland Regional child Health Group, in keeping with requirements set out in
the service level agreement.
8. MOST CHALLENGING PART OF THE JOB
The most challenging parts of the job will be to:



Deliver a programme of strategic change, leading across traditional professional and
geographical boundaries to gain commitment from individuals and service providers to deliver
against agreed objectives,
Ensure that MCN objectives and priorities are effectively aligned with regional and local service
delivery priorities and NHSS policy and direction.
Manage workload effectively, especially when there are competing clinical service delivery
commitments.
9. QUALIFICATIONS AND/OR EXPERIENCE SPECIFIED FOR THE POST

clinician, registered with a relevant professional body, with extensive skills and experience in the
provision of gastroenterology, hepatology and nutrition health needs;

proven experience of leading effectively in a clinical setting, preferably across traditional
professional and geographical boundaries;

evidence of working collaboratively with multi-disciplinary groups to deliver agreed objectives;

knowledge and experience of NHSS structure and policy;

demonstrable commitment to improving care through development of MCNs;

experience of working with senior management in affecting the development of strategy;

experience in leading, managing and implementing change;

ability to negotiate and influence at all levels;

experience in audit, research and training;

commitment to and evidence of continuous professional development;

flexibility and enthusiasm for working in a developing organisational structure
