CALL TO ORDER – ROLL CALL - The meeting was called to order by Phyllis de Picciotto, Chair at 3:35 and roll was called. 2. PUBLIC COMMENT- None 3. ARTS ADVISORY COMMITTEE- Phyllis de Picciotto, Chair A. Approval of Minutes – May 19, 2011. The minutes of May 19, 2001 were approved as submitted. Robert Adams/Phyllis de Picciotto. B. Director’s Report- Ginny Brush The committee heard updates on: 1. Ms. Brush’s participation on the California Arts Council review panels for State and Local Partnership Program grants in Sacramento. She reported that the panels gave a good overview of the state-wide arts issues, challenges and innovative solutions and programs. 2. City Arts Grants Process Update –There were many first-time applicants and the last workshop was well attended. The grant deadline is Monday, June 13, and grants are already coming in. Ms. Brush reported that staff is planning to have next year’s City Arts Grants available and submitted online. The plan is to collaborate with the Santa Barbara Foundation and use their Express Grant model, formatting both for cost efficiency and consistency for area grants applicants. 3. City Redevelopment Agency Projects/Funding Update. The Redevelopment Agency Board met to review funding commitments for designated projects. Arts Advisory / VAPP Minutes June 9, 2011 Page 2 Under consideration was a commitment for funding cultural projects including: renovation of the Victoria Theater, Library Plaza, and the Community Arts Workshop, Cabrillo Ball Field improvements which included mention of some funding related to restoration of the Chromatic Gate. The goal is to get Board Approval of funds and have them committed to projects prior to the approval of the State Budget which may target RDA funds. B. Americans for the Arts (AFTA) Arts & Economic Prosperity 4 study. Four organizations have submitted surveys so far for this quarter with 250 surveys ready to submit to AFTA. AFTA is requesting organizations that currently participate in California Data Project to provide financial and organizational information in that format. It is also encouraging groups who currently don’t, to enroll in this nationally recognized standard for arts organizations. C. Grants Review Committees confirmed for 2011-12 (Phyllis de Picciotto) The Grant Committee review process information was reviewed and updated. A new location for Organizational Development grant review was stressed. Grants will be delivered to members as soon as possible after the submission deadline. Members were encouraged to add comments to their notes to share as part of the review process. Community Arts Committee members: Robert Adams, Roman Baratiak, and Darian Bleecher. Organizational Development members: Suzanne Fairly-Green, Michael Humphrey, Phyllis de Picciotto, and Judy Nilsen [alternate]. Panel review dates and locations are as follows: Organizational Developments grants will be reviewed Thursday, June 23 from 9:00-4:30 at 1226 Anacapa Street, County Human Resources Dept., 2nd Floor. Community Arts grants will be reviewed Thursday, June 30th, 8:30-4:30 pm at 105 E. Anapamu Street, County Administration Building, Room 102. D. Nominations for City Arts Advisory 2011 Business in Art Award The committee reviewed the intention of the Business in Arts Awards, past winners, and nomination criteria. Initial individuals or businesses mentioned for consideration included Cabana Home, Hi-Fi Club; Gary Atkins Sound Design, Bank of Montecito’s Give Back grant program, David Shelton Ironwork, Paradise Café and Laura Knight/Pascucci’s Restaurant. The nomination deadline is 7/14/11 for submissions to staff. The award selection will take place at the meeting on July 21, 2011. Staff will notify the winner and Santa Barbara Beautiful for inclusion in the September Awards Ceremony and Arts Commission staff will select an artist to create the award. 4. VISUAL ART IN PUBLIC PLACES COMMITTEE- Phyllis de Picciotto, acting chair, called the meeting to order at 4:35 pm. A. Arts Collaborative/Art in the Mayor’s Office - Ginny Brush reported there were 35 applicants who submitted photographs for the exhibition. Ten artists were selected and the exhibition opened on June 1, 1st Thursday. The on-line application process worked, and staff feels this is a good resource for future applications. The committee heard a report on the Arts Collaborative Art Crawl and Art in the Mayor’s Office exhibition program. B. Update on the Airport Expansion Project- Rita Ferri Rita Ferri reported on the progress of the public art elements and RFP for the Pierre Claeyssens Foundation supported Public Art element. The public art element will not be installed until the latter part of 2012. The mosaic medallion is grouted and may be completed by the opening. Arts Advisory / VAPP Minutes June 9, 2011 Page 3 The iron work is delayed due to City Inspector-ordered changes. The stencil beam project is also delayed due to construction logistics. The Channing Peake Mural is ready for installation. The Airport Gala “The Art of Travel” is planned for June 17th, with a public opening scheduled for June 19th. The goal of the gala is to raise funds to establish a rotating art exhibition program at the airport. Five hundred tickets have sold to date for the gala. C. Update on Milpas/Cacique Bridge Public Art component – Ginny Brush has been following up with background and progress on the Milpas/Cacique Bridge project which was designated to include an art element as part of the planning and approval process. Three areas were created to include the art elements (much like the arched areas designated and defined as part of the Granada Garage Project which later received the Summer Solstice Murals). The project was only recently brought to the attention of Arts Commission staff by city staff. Staff will follow up with Sue Grey City Public Works to determine the appropriate link to the Caltrans project. Ms. Brush in her conversation with Ms. Grey, and Public Works staff mentioned the Visual Art in Public Art Guidelines and protocols for projects with designations of public art elements should be routed to City Arts Advisory and the Visual Art in Public Places Committee for review. Ms. Brush expressed concern that there appears to be no funding earmarked for the artwork and installation. Staff will follow up with an update at the next meeting. D. Staff Report- Rita Ferri 1. Historic Cultural Arts District exhibition updates - tabled 2. The exhibition, Santa Barbara Art Roots: Celebrating 60 Years, an exhibition by the Santa Barbara Art Association continues at the Channing Peake Gallery. The Santa Barbara Art Association (SBAA) June 1st Thursday event consisted of two workshops, and a visual presentation in the Hearing Room adjacent to the Peake Gallery. They will create a similar program for July which will be their last event before the exhibition comes down in August. The Peake Gallery will not be open for 1st Thursday in August. 3. Rita Ferri shared a Public Art donor publication from Cottage Health System that included art pieces listed to be purchased for the new hospital’s collection. 4. ANNOUNCEMENTS A. The United Nations Pledge Mural Project is at the Open Alternative School and partially funded by a City Community Arts Grant. B. The Surfing Madonna artwork in Encinitas by artist Mark Patterson was recommended as a interesting public art story. C. Roman Baratiak distributed flyers for Gotta Sing! Gotta Dance! the free Summer Cinema at UCSB and the Courthouse through a partnership with County Arts Commission, Arts & Lectures, County Parks Foundation and Film Commission. The Santa Barbara Dance Alliance will also be a partner for the events, providing dance performances prior to the films. D. Robert Adams announced an Arts Fund Salon on August 14, 2011. He will talk about his landscape architecture in connection with Phoebe Brunner’s paintings. E. Ginny Brush announced fifteen pieces from the Berkus Collection have been hung in the District Attorney meeting room. Rita Ferri curated and coordinated the installation. A reception was held on June 9, 2011 and District Attorney Joyce Dudley spoke about the importance of the art. 5. NEXT MEETING: The meeting was adjourned at 4:50 pm.
