Assertive Community Treatment: History, Function, and Outcomes
Program Purpose
Despite the introduction of new medications and treatment options, many of our consumers fail to demonstrate the promise of
recovery from devastating psychiatric illnesses. Their problem is further complicated by the lack of integrated resources operating
in a complex and fragmented Mental Health “System”. Assertive Community Treatment attempts to address the issues confronting
both our consumers and systems in dealing with severe mental illness in an era of ever declining resources and increasing
expectations. Through the use of new approaches to address the goals and needs of our consumers, ACT teams have created novel
and cost effective programs that enhance our present systems while extending our reach toward the goal of recovery.
Program Objectives
Upon completion of the program, the participant shall be able to:
1. Recall the historic development of psychiatry and treatment options;
2. Identify treatment models and their limitations in achieving the goals of consumers and practitioners;
3. Identify roadblocks to recovery within cognitive constructs, systems, and pharmacologic treatments which impair our
consumers recovery;
4. Demonstrate the use of the “Strengths Based Model” as a treatment modality, applicable to all areas of psychiatry;
5. Recognize the impact of hypofrontality upon consumers with an SMI diagnosis and treatment options; and
6. Explore the future of psychopharmacology research and implicated neuroreceptors.
Faculty
Tad C. Tillemans, M.D., is currently the Director of Programming for PACT team and Assistant Director of Pharmaceutical
Research at GAIN Inc., a non-profit community based facility, treating SMI and Dual Diagnosis patients. He is also the Co-founder of
the Avalon Clinic, where he specializes in ADHD across the lifespan and affective disorders. He holds an academic position as
Assistant Clinical Professor of Psychiatry for the University of Arkansas for Medical Sciences, and is involved in the supervision of
PGY-3 residents and teaching of psychopharmacology. He has participated as an investigator in six industry-sponsored phase III and
IV clinical trials in the areas of treatment resistant depression, bipolar disorder, and schizophrenia. Dr. Tillemans earned his
medical degree at the University of Tennessee Medical School and completed a residency in psychiatry at the University of Arkansas
for Medical Sciences.
Dr. Tillemans is a frequent lecturer and has presented numerous national presentations on topics in adult psychiatry including
schizophrenia, mood disorders, dual diagnosis, ADHD, and behavioral discontrol. His current research interests include cognitive
dysfunction of the prefrontal cortex and neuroimaging. He has a long-standing interest in psychotherapy and its role in combined
treatment modalities, including a thriving private psychotherapy practice. His other interests include a former career as a
professional musician and studio performer.
Continuing Education Credits
The Oklahoma Department of Mental Health and Substance Abuse Services, Institute for Mental Health and Substance Abuse
Education and Training, is accredited by the Oklahoma State Medical Association (OSMA) Council on Medical Education to sponsor
continuing medical education for physicians.
The DMHSAS Institute for Mental Health and Substance Abuse Education and Training has approved six credit hours in Category I
of the Physician’s Recognition Award of the American Medical Association for this medical education activity.
Continuing education credit hours have also been approved for the Oklahoma State Board of Licensed Social Workers, Licensed
Professional Counselors Committee and the Oklahoma Board of Examiners of Psychologists.
Participant evaluation forms must be submitted in order to receive continuing education credit and a certificate of attendance.
Seminar Fees
If Pre-Registering by Mail: Current ODMHSAS staff members or retirees are admitted at no charge. A $65 fee applies to all other
participants if they register on or before July 22, 2005.
Late or On-Site Registration: An $85 fee applies to all paying participants who register or pay on-site, and to all registrations
after July 22.
Payment may be made by credit card (VISA or MasterCard), check or money order only; cash cannot be accepted.
How to Receive Your Certificate of Attendance
Certificates of attendance will be distributed at the end of the seminar. If you are unable to complete the seminar, you may pick up a
certificate before you leave which will reflect the actual hours you were in attendance. There will be a $5.00 fee for reissuing
certificates.

accommodations. The hotel will hold a block of rooms through July 15, 2005, at a special rate of $60 per night (plus applicable sales
