Message from the
OPCHA President
On behalf of the OPCHA, the
Board is grateful to all the
committees, the handful of
conscientious volunteers, and the
families of Olde Port Cove
neighborhood for making our
community one of the best in York
County. The Landscape committee
began beautifying our common areas
particularly this spring; the entrance
of the neighborhood and the club
house areas reflect their great
contributions and talents. We are
looking forward to improvements in
other areas as well in the very near
future. Many of our gracious and
friendly neighbors enjoyed the New
Year’s and March Madness spring
parties hosted by our wonderful
Recreation Committee. Roger Howell
has helped in selecting a new pool
contactor, “Sage Pools Services”
saving the neighborhood handsomely.
The Environment Control
Committee (ECC) is diligently
carrying out their responsibilities in
the upkeep of the neighborhood. I
would like to personally express my
sincere thanks for their untiring,
thankless, and never ending efforts in
keeping the value of our homes intact.
The neighborhood community is
looking forward to their
recommendations in setting up
expectations for maintaining the front
yards’ neat appearances. Our Security
Committee is doing an excellent job
of keeping the vigilance of the
community, and their efforts brought
to justice those persons that were
responsible for the acts of vandalism
last year. The Publicity Committee is
bringing this Newsletter to us at
reduced cost as a result of their
ingenuity of including the paid
advertisements.
All of us have accepted and signed
to adhere to the covenants of the
OPCHA that will be in effect until
2015 and beyond, unless we
collectively choose to let them expire.
These covenants cannot be overridden
even by the freedom of speech. It is
the duty of the Board of OPCHA to
enforce these covenants and trust that
in the future no political signs appear
in our neighborhood clouding the
sanctity and peace of the prestigious
and exclusive OPCHA community of
York County.
I would like to thank my OPCHA
neighbors for giving me this
opportunity to serve the community in
the capacity of the president of the
OPCHA Board.

Superstars
Those lucky enough to have
attended this year’s Tabb
production in March,
“Superman, the Musical,”
enjoyed a delightful evening
watching very talented young
actors and actresses. Five of
those very talented actors and
Olde Port Cove
actresses live in our own Olde
Port Cove, including Katie
Hanley, Evan McConnell, Chris
Kegelman, Timmy Hoyt, Krista
Meyers and Kayla Meyers.
Katie was absolutely fantastic
as Lois Lane. Her poise, grace
and talent were magical, and
her singing voice was stunning!
She certainly deserved a
starring role, and she performed
to perfection. Katie is a super
star off stage as well as on!
Evan, in his starring role as Jim
Morgan, also gave a sterling,
flawless performance. Who
knew that one of our OPC sons
who has such athletic prowess
off stage could make such an
easy, comfortable transition to
stage?
Chris, as Tai Ling, managed
some pretty terrific acrobatic
moves in spite of an injured
hand. The Kegelman talent and
sense of humor were evident in
all Chris’s appearances on
stage, helping to keep the
audience in stitches.
Timmy, playing the part of a
tourist, was easy to spot in his
frequent appearances on stage
as well. His mischievous grin
and great expressions made it
easy to pick him out in the
crowd, and his performance
added to the audience’s
pleasure throughout the
evening.
Krista played Sue-Ellen, the
Teenager, and performed
beautifully in her role, and
Kayla played the part of
Annette, the Secretary. Her
abilities and talent also were
evident. Both sisters are veteran
performers, having performed
in earlier Tabb productions.
We are lucky indeed to have
such talented, motivated young
people in our neighborhood,
both off stage and on.

Reminder (Your Dog’s
Poop, That Is)
Just a friendly reminder to dog
owners that, unlike your
antiques and old collectibles,
your dog’s poop is definitely
NOT somebody else’s treasure!
So when you walk your dog,
don’t forget to carry a few
plastic bags with you. And if
your dog is one that often runs
free by himself to the common
areas or to other properties to
visit friends and greet
neighbors, it is still your
responsibility to check out his
favorite haunts and do a little
spot cleaning!

Clubhouse
Updates
I am pleased to report that our
homeowners continue to use the
clubhouse for rentals and open
access functions (e.g., meetings,
game nights). I want to remind
everyone that whenever you
access the clubhouse, you have
agreed to follow the OPCHA
clubhouse usage guidelines,
rules and regulations. If you do
not have a copy of these, please
review or download them from
the OPCHA website
//www.oldeportcove.org/.
A few important reminders:
1) This is the time of year
the “critters” like to
visit. Always clean up
(e.g., vacuum or sweep
floor, replace furniture,
empty TRASH).
Suggest that you bring a
plastic grocery bag to
empty any bathroom
and kitchen trash and
bring home or place in
outside can.
2) The rental costs are a
real deal for our
homeowners. Rentals
benefit the entire
neighborhood by
generating extra income
to defray clubhouse and
other expenses. Please
do not try to “finagle”
any deals. Also, they are
ONLY for our
homeowners.
3) It takes time to set a
tentative date for an
event, and, lately, I have
had more than the usual
number of cancellations
with little notice.
Tentative rentals are
meant to hold a date in
case someone else
desires the same date, in
which case, I contact
you to verify your
intent. When you
request a tentative date,
please feel fairly certain
about its usage.
4) Be sensitive to the
schedules of the people
who clean and perform
pre/post inspections for
you. Please complete
your rental application
at LEAST two weeks
(preferably four or
more) prior to your
event.

Unfortunately, at this time, no
progress has been made with
repair or replacement of the
wood furniture. We hope to
accomplish this later in the
year. As always, use caution
when moving the furniture
(never slide it across the floor),
and use table coverings as
necessary.

Bridge News
Nancy Mullins will be the
hostess for the OPC bridge
group on Thursday, May 21 at
7:30pm. Please note the change
from Tuesday to Thursday due
to the OPC Homeowners’
Annual Meeting Tuesday, May
29.
The following month, Tess
Beebe will have bridge at her
home on Tuesday, June 16 at
7:30pm. If you need directions
to her house, please give her at
call at 868-3995. Anyone
wishing to car pool to Tess’s
home, please meet in the
Clubhouse parking lot at
7:10pm.
On July 21 at 7:30pm, bridge
will be at the home of Dave and
Diane Carney. Please call
Diane and Dave at 877-7434 for
directions. Again, those
wishing to carpool should meet
at the Clubhouse at 7:10pm.
Olde Port Cove
Summer time is a good time to
learn to play bridge. Give
Penny Oots (867-8934) or
Nancy Mullins (867-7246) a
call if you have questions.
The Recreation
Committee recently held
a March Madness Party at the
clubhouse. The event was well
attended and a nice chance to
socialize with neighbors after a
long winter.
We are planning a summer
event and hope to have another
event in the fall. Please be sure
you are on the e-mail list to
receive invites and reminders.

If you are interested in joining
the committee or have ideas for
events, please get in touch with
Debbie McConnell or Patti
Hall. We would especially love
to have some committee
members with younger children
interested in planning some
events for them. The OPC oldtimers will remember the fun
events such as the 4th of July
bike parade, Easter Egg hunts
and Santa Visit at the
Clubhouse. The kids that
enjoyed these events are all
grown up, but we have a lot of
younger families now that
might love to participate. We
are fortunate to have such
wonderful facilities as the
clubhouse and pool, and we
should use them!

Swim Team
Update
Get your towels – it’s almost
time for the Tabb Tigersharks
swim practices to start! If you
haven’t signed your kids up yet,
please contact Kelly Kowalczyk
at 868-1367 for registration
information. Swim practices
will be held daily at the OPC
pool starting June 1st, and
starting June 17th practices will
be held at both the OPC and
Meadowlake pools. We will
also have 4 home swim meets
at the OPC pool on June 25th,
July 9th, July 13th and July 16th.
Meets start at 6:00 pm. Come
cheer the Tabb Tigersharks on!
The Tabb Tigersharks will be
sponsoring an “End of
School” Splash Party on June
16th 2:00 – 4:00 pm. Please
contact Kelly Kowalczyk to
purchase tickets ($4.00/person)
for the party. Tickets will
include a hotdog, chips, drink
and dessert. See you at the

News
The following are highlights
from the District 5 Report May
2009. Check your email or
OPC Website for Tom
Shepperd’s complete report.

** York County Sports
Complex officially opened May
2, 2009. The 70-acre Sports
Complex sits within 181 acre
parcel of land leased by York
County from the City of
Newport News. The complex
consists of 13 lighted baseball,
softball and soccer fields.
There are 3
concession/restroom buildings,
a maintenance building with a
park office, parking for 916
cars and 19 buses, playgrounds,
picnic shelters, and walking and
bike paths. The playing season
for the park is about 36 weeks,
and during this period the
County
estimates there will be 657,000
visits to the park. The lease
agreement with Newport News
is for 40-years with renewable,
multiple 40-year options
based on mutual agreement.
The lease costs about $130,000
a year.
Requirement for the additional
sports fields is based on several
studies conducted over the past
11 years by the County Parks
and Recreation Department.
These studies indicate a need
for 17 fields but due to the
wetlands, the County could
only develop 13 fields. The
sports
complex was originally
estimated to cost $18.5 million,
but it now appears that the final
cost will be about $17.3
million. The County borrowed
$15 million for 20 years, which
results in an annual debt service
of $1.2 million per year. Nine
additional staff members were
authorized by the Board of
Supervisors for care and

maintenance of the Sports
Complex.
Revenue from concession sales
is estimated to be sufficient to
cover the cost of maintenance
and the additional staff. In
summary, the Sports Complex
is a tremendous asset for the
County. Its centralized location
and consolidation of fields to a
single site provides for an
efficient use of resources. The
Sports Complex is a
tremendous enhancement to the
quality of life in York County.
** Emergency Medical
Transport Fees - Today, when
an ambulance takes
someone to the hospital
emergency room, the cost of the
transport service is
covered by the County through
tax revenues. And, as you may
or may not know, this service
falls within Public Safety,
which at 22% is the second
most costly expenditure of
County General Fund tax
revenue. Education is the
highest. Most people do not
realize that medical insurance is
available to cover the
transportation. To take
advantage of this untapped
revenue source, the Board of
Supervisors authorized the
County Staff to implement an
Emergency Medical Service
Recovery (EMSR), in which a
patient's insurance company
will be billed for the transport
service. It is estimated that
90% of the ambulance service
cost will come from private
insurance and
Medicare/Medicaid. This will
equate to an estimated saving of
$1 million to $1.5 million per
year. It is important to note
that the EMSR program
will have no impact on
emergency medical service
availability. No one will
be denied care or transportation
based on ability to pay. There
will be no co-pays or additional
payments for County residents.
In summary, since we are
paying for the emergency
service through our insurance
premiums, we might as well
recoup the cost and use the tax
revenue to replace emergency
equipment and train EMS
personnel.
** FY2010 Budget and Tax
Rates. The Board of
Supervisors adopted the
FY2010 budget and tax rates
for York County. The FY2010
budget is $125,175,704, which
is about $4.38 million or 3.38%
less than the FY2009 budget.
The real estate rate remains
unchanged at $0.6575 per $100
of assessed value and is one of
the lowest rates in the Hampton
Roads area. The Personal
Property, Machinery/Tools,
Mobile Homes and Boat taxes
remain unchanged. Realizing
that revenue was going to be
tight and that capital projects
started years ago were being
added to the budget, the staff
followed the Board of
Supervisors guidance and began
making program adjustments.
As a result, the County was able
to rationally (not in a crisis
mode) develop a budget and

avoid the program shortfalls,
personnel layoffs and tax rate
issues of our neighboring
jurisdictions. Due to sound
fiscal planning, the County was
able to face the economic
downturn and adequately fund
its priority programs such as
education and public safety.
** VOT Rules on Cul-de-Sacs.
The connection of
neighborhoods is a hot
topic that often produces
considerable anxiety among
homeowners of
established neighborhoods.
Last year the Supervisors, in
response to a
connection issue in Running
Man, established the Board of
Supervisors as the
appeal body for connection
decisions made by the Planning
Commission. Well,
it now seems that the Board's
action may be moot because of
2007 General
Assembly legislation (section
33.1-70.3 Code of Virginia)
that requires the
Commonwealth Transportation
Board (CTB) to develop
regulations that: (1)
Ensure the connectivity of road
and pedestrian networks with
the existing and future
transportation network; (2)
minimize storm water runoff
and impervious surface area;
(3) address performance
bonding and cost recovery.
As a result of the legislation,
the CTB adopted new
Secondary Street Acceptance
Standards that will increase the
interconnections between
Olde Port Cove
neighborhoods and reduce the
number of allowable cul-de-sac
and dead-end streets. The new
regulations require that new
developments be connected to
existing sub streets, that
developers provide for stubouts to adjacent properties, and
that stub-outs be identified by
posted signs as future street
extensions. To address other
aspects of the state code, the
new regulations will require the
use of narrower street cross
sections, which will reduce the
area of impervious surface and
tend to promote slower
vehicle speeds. In summary,
while the new regulations do
not prohibit cul-de-sacs, they
significantly reduce the number
allowed. From now on, I
would say that if you live near
a cul-de-sac or definitely a
stub street, you can expect to
see future connection to
another development.
** Moores Creek Project
Update - The District 5 Report
of November 2008
identified the planned
construction on Big Bethel
Road to replace existing
culverts and move the road
about 10 feet. The construction
will begin in May and may last
until December 2009. The
design plan for the installation
of drainage pipe along Victory
Boulevard from near Fire
Station #2 to Calthrop Neck
Road is complete. The pipe
will run under the existing ditch
and is designed to divert
stormwater from the wooded
area behind the fire station and
Tabb High School away from
the Woodlake
Crossing/Running Man
neighborhoods. The storm
water will exit the pipe into the
ditch system near Calthrop
Next Road. The lay down of
the pipe is scheduled for
December 2009.
** Review of Strategic Utility
Capital Plan. The Board of
Supervisors will review the
plan during its work session on
May 5, 2009. The
significance of the review is
that proposed sewer projects
such as the one for the Shady
Banks community will be up
for review and funding
consideration. Acceleration of
construction for the sewer
projects is needed to address
quality of life issues for our
neighbors and protection of
our streams, rivers, and the
Chesapeake Bay. I recently
received an E. Coli bacteria
count taken at the mouth of
Moore Creek by a member of
the York County Waterways
Alliance that put the count near
the 1,000 mark. To put this
count into perspective, public
beaches are closed when the E.
Coli count reach 235. To find
