RECESS MEETING
APRIL 26, 2006
BE IT REMEMBERED that the Mayor and Board of Aldermen of the City
of Pass Christian, Mississippi, met on the above date at 948 East Second Street, Pass
Christian, Mississippi, at 6:00, P.M.
Present: Mayor Pro-tem Leo “Chipper” McDermott; Aldermen: Anthony
Hall, Lou Rizzardi and Huey Bang; Deputy City Clerk Donna Burgess, City
Attorney/Chief Administrative Assistant Malcolm Jones, Police Chief John
Dubuisson, Code Enforcement Manager Gene Peralta, and Road Department
Supervisor Mike Pavlisick.
Absent: Mayor Billy McDonald and Vikki Goff, City Clerk.
There being a quorum present to transact business of the City of Pass
Christian; the following proceedings were had and done:
On motion of Alderman Rizzardi, seconded by Alderman Bang, carried
unanimously, the matter of re-declaring emergency was discussed.

On motion of Alderman Rizzardi, seconded by Alderman Bang, carried
unanimously, emergency was redeclared.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, recommendation from John Campton, City Engineer, to award contract and
purchase order to Arnold Electric for electrical work on Bayview Well, was accepted.

On motion of Alderman Rizzardi, seconded by Alderman Bang, carried
unanimously, Code Enforcement office hours were changed from 7:30 a.m. to 6 p.m. on
Mondays and Wednesdays, effective May 1, 2006.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, Minutes of February 7, 14 and 21, 2006, were approved.

The motion of Alderman Rizzardi, to consider a feasibility study for a 4 way stop
at Fleitas and Second Street, died for lack of a second.

On motion of Alderman Rizzardi, seconded by Alderman Hall, carried
unanimously, feasibility study for a stop sign and speed limit sign on Oak Park was
tabled.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, Mutual Agreement to terminate the Memorandum of Agreement between
the parties regarding temporary sheltering for persons displaced by Hurricane Katrina
was approved and the Mayor was authorized to sign same. Exhibit A-3.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, the matter of hearing from 501C non-profit Hurricane Katrina Committee
was tabled.

unanimously, the matter of FEMA Advisory Elevations was tabled.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, Espy Location as possible FEMA Mobile Home Park, Bob Hunt’s
property, was discussed.

On motion of Alderman Hall, seconded by Alderman Bang, carried unanimously,
Espy Location as possible FEMA Mobile Home Park, Bob Hunt’s property was tabled
until the Pass Christian Police Department is fully staffed.

On motion of Alderman Hall, seconded by Alderman Bang, carried unanimously,
Disclaimer for First Judicial District Case 06-00824(2) June C. Soderstrom versus City of
Pass Christian was approved. Exhibit A-8.

On motion of Alderman Hall, seconded by Alderman Bang, carried unanimously,
request from Chief Dubuisson to purchase (15) new police vehicles was discussed.

On motion of Alderman Hall, seconded by Alderman Bang, carried unanimously,
the purchase of 5 vehicles at State Contract price for use by the Pass Christian Police
Department was approved, contingent upon loans for Police vehicles lost in Hurricane
Katrina being paid off and insurance money received.

On motion of Alderman Hall, seconded by Alderman Bang, carried unanimously,
Chief Dubuisson is nominated for continuous service on 911 Board for a period of 4
years. Exhibit PD-2.

On motion of Alderman Hall, seconded by Alderman Bang, carried unanimously,
request from Chief Dubuisson for reimbursement to Ricardo Dedeaux’s cell phone was
approved. Exhibit PD3.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, request from Chief Dubuisson to send John Dedeaux to special SRO
Conference in Laquinta, California, July 16-21, 2006 at a cost of $375.00 was approved.

On motion of Alderman Bang, seconded by Alderman Rizzardi, request Chief
Dubuisson to allow him to attend the Annual Association of Chiefs of Police Conference
held in Columbus, MS, May 29th through June 2nd was approved. Exhibit PD5.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, request of Chief Dubuisson was approved, to continue service agreement
with South Mississippi Business Machines for service on Sharp AR-MR-M237 copy
machine, contract price $96.00 plus tax quarterly beginning 4/10/06. Exhibit PD6.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, request from Chief Dubuisson to hire Wanda Martin as a part-time
dispatcher at $8.00 per hour, effective April 13, 2006 was approved. Exhibit PD 7.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, request from Chief Dubuisson to send Gloria Sanders to a NENA/APCO
awards banquet. Exhibit PD 8.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, the matter of Community Outreach Center staffing and purpose was tabled
until City Attorney/Chief Administrative Assistant Malcolm Jones obtains essential
information.

On motion of Alderman Hall, seconded by Alderman Bang, carried unanimously,
agenda item, “Consider Discussing Execution of Order” was tabled.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, the matter of Clarification of lateral transfer of Philip Piernas from Harbor
Patrol to Code Inspector with regard to salary was tabled.

On motion of Alderman Rizzardi, seconded by Alderman Bang, carried
unanimously, the matter of vacating that part of West Second Street Plat R.O.W. between
Church Avenue and Henderson Avenue was tabled until presented by the Planning
Commission.

On motion of Alderman Rizzardi, seconded by Alderman Bang, carried
unanimously, Cedar Avenue water tower was discussed.

On motion of Alderman Hall, seconded by Alderman Rizzardi, carried
unanimously, the matter of the Cedar Avenue water tower was tabled.
