 Cow Lake – no attendance from landowner who brought forward this concern for
several months, remove from agenda
 Water plant – Gerry – 11A provincial roadway, complaint taken care of by trucking
company, issue seems to be resolving as pressure is off the waterplant, may be
related to Cow Lake resolving issue. Rodney mentioned drilling might pick up in the
next few months. Michelle suggested water diversion licenses may have solved
problem. Remove from agenda until issue comes up again.
 Map – Clearwater County will provide map to Krista for display and for industry to point
to operation areas during updates.
 Aurora – Good outcome, thanks to all who collaborated in the solution.
o
Dust control has been applied resulting in no complaints over summer & much
safer than last summer.
o Aurora Group will present a session at Synergy AB Conference.
o Project to be nominated for CAPP and Emerald awards, Eleanor to present at
Clearwater Land Care, and story to be entered in WCS newsletter.
 Company invites – no updates
 Theft – Eleanor Bill 205 Scrap Metal Dealers and Recycling Act, new provincial bill just
passed.

o PennWest hire 4 employees in Breton to do some security/eyes on the ground
work with RCMP which is helping to reduce theft in area.

Member updates
Gerald: nothing new
Rodney/Aurora: quiet summer. No complaints. Still some activity in area.
Brenda –Area 2 redevelopment plan steering committee held workshop with about 30 in
attendance and many suggestions.
Judy- nothing new. Reminder of Synergy Conference Oct. 28-30th in Red Deer.
Gerry Laslo- new executive director of Rocky native Friendship Centre. Centre celebrating its
40th anniversary in 2015. Offers resources, social programming for whole community with a
youth focus.
Rick A – noticing increasing traffic in area (NW of town).
Debee/Laebon- Underground deep services have gone in for the Seniors Assisted Living
Complex in Creekside. Start is expected in November 2013 and completion slated for spring
2015. Complex will be called Park Avenue @ Creekside built by Laebon Homes and managed by
Christianson Communities. First phase 20 assisted and 20 independent units).
Also put water and sewer in for 13 large residential lots to start pre-selling in November for new
homes.
SPOG- Jennifer Steber scheduled to speak at October Community Affairs meeting. MLA Diana
McQueen speaking at AGM in November.
Aurora-Conoco’s second drilling rig moving in early October. Bonavista has one rig drilling.
Apache is pipelining. AltaLink still putting in powerline towers. Conoco expansion still going on
at the 11-20-41-4 site.
Alberta Outdoors Coalition- Trails DAO (delegated administrative organization) will not be
tabled at the Legislature until the spring session. Trail volunteers have got to a point that
without the DAO, continuing trail wok is extremely difficult and cannot continue. Trails at
Hummingbird and Bighorn Dam are requiring repair and rebuilding. Back Country enforcement
has been stepped up after several strongly worded letters to the Premier and Minister. Kudos to
Shell for picking up the tab for repairs to the Caroline Snowmobile Club Cabin after yet another
vandalism.
Alberta Energy Regulator (AER)- AER is welcoming a few new, but familiar faces at the Red
Deer office - Wayne Boyd and Martin Paetz are new AER Compliance Assurance Advisors, Doug
Knight - Senior Advisor Authorizations Geophysical , David Helmer – Senior Advisor Authorizations EPEA, all of these folks were formally with ESRD. Julie Laurie, formally from the
Department of Energy joined the AER team providing Field Support. All are great additions and
we are excited to have these talented folks onboard.
Additional staff will continue to join AER to assist with phased implementation approach
ensuring operational certainty during the transition.
Phase 1 – Launch, new governance model, new public information – started June
Phase 2 – Geophysical, Public Lands Act, Landowner Registry, enhanced participation –
November 2013
Phase 3 – Water Act, EPEA functions, full integration into AER – March 2014
AER conducted inspection blitz on First Nations Lands in located in central Alberta this summer
and continuing into fall.
AER has noticed an increase in flaring volumes and is encouraging companies to look for
innovated ways, such as working with other licensees to tie in gas to increased conservation.

Anderson – Normal production operations. No drilling/completion or facility work currently.
Angle – absent.
Apache – one drilling rig at surface 2-19-41-5W5. Fracturing at surface 7-14-41-6W5. 11-19415W5 plant expansion ongoing. 11-19-415W5 sales pipeline ongoing – complete after
Thanksgiving. Fracturing completed at surface 6-14-41-6W5 and 10-14-416W5. Repairs taking
place on Rig Street Road (Ricinus Area). Apache open house at Leslieville Hall on October 29th
4:30-7:30.
Baytex- business as usual.
Bonavista –
Through out Central Area completing lease and pipeline right of ways clean up after
construction in all areas.
Drilling in Westerose area, Willesden Green area, and Strachan area
Westerose 13-26-45-2W5M surface, Willesden Green 03-09-41-6W5 surface, Completions and
construction to fallow.
Strachan in Sec 33-37-08 in October with tie in by mid November.
At this time we are completing a well abandonment at 11-05-44-2W5M Westerose area
and well servicing at Willesden Green 4-32-41-6W5M, 8-35-40-5W5m and Westerose 7-25-433W5M
Working with Landowners, Battle Lake area, for drilling and development.
Clearwater County- Road construction continues. New industry/commercial road use guide
brochure has been created. Rocky arena upgrades are moving forward. Phase I detailed
drawings being readied. Tender out in new year. Construction target April 2014 for 18 months.
Phase II is 10+ years. Westview Lodge grand opening Friday. Election is October 21st. Must have
official ID with proof of resident (new provincial legislation). Putting budget information
together. September long weekend MLA tour: provided a helicopter to a couple of MLAs to
increase awareness of issues. Will be planning another for May Long Weekend.
Clearwater County Council- Due to upcoming election, there is uncertainty whether will be at
next meeting. This group represents a very important sector in our county and your
contributions and involvement in our community is much-appreciated. I have enjoyed the
opportunity to participate in the group. Keep up the good work!
Clear Water Landcare-Anticipating a good day of good news environmental storytelling at
October 17th “Celebrating our Successes”. Grateful for financial support of Clearwater County,
EPCOR, Devon and Talisman to keep the event affordable.
ConocoPhillips – ConocoPhillips – operations as usual; AER hearing in Condor for an application
sweet natural gas 2 well padsite and battery; over the summer Conoco donated over 500
computers to community groups in our operations areas. 80 of those computers donated to four
First Nation Schools in Central Alberta.
Devon- 3 drilling rigs in area. 2 recompletions in area. Pipeline cleanups underway from previous
years.
Encana – 16-01-044-06W5 - Facility and Pipeline construction
07-03-042-07W5 – Completion Rig
Enerplus Corp- absent
ESRD – absent
Husky- Husky’s drilling program in the Strachan area is underway. Two wells were drilled,
fracked and flow-tested on the first pad at 2-32-38-8. Test results exceeded expectations.
Started drilling the first well on the second pad at 1-5-39-8. A third (4-6) well pad is slated for
drilling in 2014. Husky in conjunction with ESRD and Trout Unlimited applied for and received a
$140,530 Federal grant to design a long-term fish passage structure at the Prairie Creek Crossing
on the main Ram River Plant Road.
Imperial- Everdell Operations-normal operations. No rigs in area. Baccalieu is drilling 3 wells in
area and will be tying in these wells to IOR Everdell.
Keyera – Budget season over. Fertilizer project, no construction has started yet. Waiting on
approvals. Winterizing process and equipment.
NewAlta- No new construction or expansions planned. Eckville and Willesden Green pipelines
are under 30% and 100% restrictions from Plains and Pembina until further notice. We are
trucking production oil to other terminals for now.
Pengrowth – absent
PennWest – Crimson Lake 9-16-42-8W5 Nabors 26 Drilling Rig, last of 3 wells. Crimson Lake
Water flood infrastructure and construction 8 well pad 1-25-43-9W5. Conversion of 4 producing
wells to water flood and associated facility work.
Coming up 16-36-42-9W5 approximately Oct 22/13 and single well at 10-21-42-9W5 November
13/13. Hired 4 security Penn West employees working 2-week shifts out of Breton. Any security
issues regarding Penn West locations.
Shell – Well site lease construction is planned to take place at 2 locations over the next month
at 1-22-39-6W5 (just off the Oras Road south of Hwy. 11A) and 10-25-40-7W5 (just off RR 7-0
north of Hwy. 12).
Student Members – n/a
Suncor- Sale to Centrica and Qatar finalized. Suncor will no longer be a WCS member as it has
no activity in the group’s area. Have encouraged staff staying on at Centrica to participate.
Talisman- No new activity at this time. A caution to be aware of Freemen on the Land who have
taken over trapper cabins and traplines in Northern, AB. They have indicated they will use
whatever force is necessary to retain their position.
TAQA- business as usual.
TransCanada- We have an interim manager in the Rocky Mountain House office, his name is
Gerry Johannsson and he will be attending the WCS meetings for the next six months. He will
likely be at the next meeting. We are in the process of building a new meter station called Grey
Owl. Consultation has been completed. We will provide an ongoing update on the construction
and completion of the meter station. It is located at 06-12-44-13 W5M approximately 87
kilometers (km) northwest of Rocky Mountain House, Alberta.

Noise – Don is looking for more landowners to participate to give input. AER created
an ‘Above and Beyond’ Document to review.
o SPOG – PEP for Fracturing: Can we adopt?
 PSAC working on a document for service companies to be released in Fall.
Might want to review. Help to engage service companies, SPOG in contact
with respect to “sliding scale” approach they want to take.

 AER: address questions with respect to industry risk; D83 operator info
session in Feb 2014.
 West Centralize the document (beyond changing the name) – can we
reference the community feedback from last info night? Incorporate into
the goal of next info night?

years old may want to update before displaying again next spring. Might want to

Discussion items
 AER call-in system
o New call in system – one call number for the province rather than calling the field
centers. Oct 22 change: Callers will be asked if they want to stay on line (insist) or
would like to take info and call them back with in 15-20 mins. Mentioned they
have had some frustration voiced with 7-day letter after the fact and a few
technical issues being worked through.
