Chemical Stores Instruction
1. Rationale
Flinders Medical Centre (FMC) and occupiers located within the premises generate hazardous
substances and dangerous goods as part of their general business. FMC maintains two chemical stores
on site and has a responsibility to ensure that all employees, contractors and relevant others are
provided with a safe workplace when access to and egress from the stores is required.

Administrative Instruction Statement
This instruction provides information for people who have the need to work in, enter or exit the areas
known as 4P109 and 4P114. All hazardous substances and dangerous goods and any other chemical
that are stored in these areas and deemed as “waste chemicals” are covered by this instruction.
Administrative Instruction Details
2.1. Storing Waste Chemicals:
Before waste chemicals are stored for removal in either 4P109 or 4P114 the person placing the waste
chemicals into the chemical stores must ensure:

All chemicals are in a container that is:

Appropriate;

Labelled in accordance with the Approved Code of Practice; If labelled incorrectly
they will be returned to the user
 Identified with name and location of use (e.g. laboratory and users name);
 Have correct class of chemical noted on the label or container.

Completion of the electronic manifest with a copy provided / shown to the Spotless help
desk BEFORE the key to either store will be provided. To access the online FMC

The provision of a current copy of the Material Safety Data Sheet (MSDS) which must
accompany the waste chemical. A copy of the MSDS to be provide to OHS&IM
Services immediately before or after placement of chemicals
All waste chemicals are placed in the correct chemical store on the shelf designated to
its Class.
That waste chemicals are NOT in a poor condition. If any chemical needs special
removal requirements or the substance is not clearly identified the cost of removal will
be the responsibility of the user.
2.2. Working in Chemical Stores:
Persons required to work in or enter either chemical stores must:

Be trained in the handling and storage of hazardous substances and dangerous goods;
Work in pairs if the required access is more than 15 minutes;
Inform their supervisor before entering the area and on return to their normal workplace;
Wear provided Personal Protective Equipment (PPE) at all times;
Replace PPE in supplied container;
Report immediately to OHS&IM Services on ext 64574 if PPE has been removed or

damaged;
Remove any fuel sources e.g. boxes or foam from the area immediately after unpacking
goods;
Report any identified issue to their supervisor immediately or if not available to OHS&IM
Services on ext 65474; and
Know the reporting requirements for any spills or accidental release of a substance
2.3. Maintenance of Chemical Stores
Internal and external areas of the chemical stores will be maintained in a clean manner to ensure safe
access and egress for all personnel. This will achieved by Spotless, SA Pathology and Flinders
University SA undertaking the following activities on a regular basis:
Spotless responsibilities:

Cleaning of internal and external areas;
2.3.2
Removal of excess boxes and foam inserts immediately after unpacking of goods;
2.3.3
Removing all items that prevent safe access and egress to loading docks at both
stores e.g. pallets.
SA Pathology and FUSA responsibilities:
2.3.4
Limiting the amount of new chemicals to prevent overcrowding;
2.3.5
Informing OHS&IM Service when excess waste stock has accumulated.
2.4. Spills and Clean Up (Code Yellow)
If there is a chemical spill in either 4P109 or 4P114 the following must occur:

Make the area safe – do not remain in the area if it is not safe to do so;
Establish what has been spilt (if possible);
Use the spill kit located in the area if safe to do so;
Call 33# and advise the switchboard to location and chemical name (spell it);
Evacuate immediate vicinity and CLOSE DOORS;
Wait for the Response Team outside the area and advise of all details;
If possible obtain a copy of the MSDS and make available to response team or
emergency services
Advice OHS&IM Service immediately on ext 65474.
2.5. Removal of Waste Chemical from Site
When sufficient chemical have been collected the following will occur by responsible person / area:

A manifest of waste chemicals will be prepared using blank manifest form;
Manifest is e-mailed to Transpacific (contractor for removal of chemicals) for preparation
of quote for removal of chemicals;
Once manifest has been received, sign off from Emergency Planning Coordinator is
required;
Signed quote is faxed back to Transpacific;
Date of collection is organised;
Transpacific phone prior to arriving on site;
Responsible person meets Transpacific at chemical stores;
Once collection complete sign off occurs and form MUST be provided to Environmental
Services as per the Environmental Protection Authority requirements;
Ensure all chemical stores are locked on completion of removal of chemicals.
3. Scope
This instruction applies to the areas known as 4P109 (Flammable Liquid Store) and 4P114 (Corrosives,
Toxic Store and miscellaneous store) located at the FMC campus and applies to all employees,
occupiers, contractors and relevant others that may have the need to access 4P109 and 4P114

4. Responsibilities
Chief Operating Officer: Ensure that waste chemical stores are maintained according to legislation and
regular removal of waste chemicals occurs
Flinders University of SA (FUSA): To comply with the Instruction and to ensure that all manifests for
hazardous substances and or dangerous goods are completed and substances added to chemical stores
as per instructions and in accordance with legislative requirements
SA Pathology: To comply with the Instructions and ensures that all manifest for hazardous substances
and or dangerous goods are completed and substances added to chemical stores as per instructions and
in accordance with legislative requirements
Spotless: To comply with the Instruction and to ensure regular cleaning of internal and external areas;
Removal of excess boxes and foam inserts immediately after unpacking of goods; Removing all items
that prevent safe access and egress to loading docks at both stores e.g. pallets and providing MSDS for
all new chemicals
OHS&IM Services: Ensures that internal audits on the chemical stores are undertaken as per internal
audit schedule; reports any notifiable or dangerous occurrences relating to hazards substances or
dangerous goods to SafeWork SA
5. Definitions
Hazardous Substance: a substance which is listed on the WorkSafe List of Designated Hazardous
Substances or that is determined to be a hazardous substance by the manufacturer or importer, in
accordance with Worksafe’s ‘Approved Criteria for Classifying Hazardous Substances’, including
dangerous goods
Dangerous Goods or Substance: a substance that has the potential to cause immediate harm and
designated as dangerous by the Australian Dangerous Good Code. All dangerous substances are
hazardous substances.
Material Safety Data Sheet (MSDS): is a document prepared by the manufacturer or importer of a
workplace substance that describes the properties and uses of a substance, that is; identity, chemical
and physical properties, health hazard information, precautions for use and safe handling information. It
must conform to the requirements of Part 4.1 of the OHS&W Regulations.
Substance: means any natural or artificial substance, whether in solid, liquid or gaseous form
Waste Chemicals: Substances that have been used, contaminated or damaged that need to be
removed from premises for correct disposal.
Workplace: is any place (including any aircraft, ship or vehicle) where an employee or self-employed
person works and includes any place where such a person goes while at work
