Date Drafted:8/16/04 Date Revised: 9/10/04 Use of Leftover Latex Paint (LLP) as Alternative Daily Cover (ADC) Objectives To consolidate information available on this practice into a formal guidance document for landfill operators who would like to use LLP as Alternative Daily Cover. Gather information from those currently using paint as ADC, prepare the guidance document and, if needed, test at a landfill(s) to pilot this practice to gather additional data. Project Summary This practice offers an opportunity to reduce the cost of post-consumer paint and landfill management. The guidance document and pilot project would be directed towards communities that currently do not have the funds or ability to recycle latex paint and have landfill regulations and permit flexibility that allow them to institute the practice. A consultant would research existing uses of paint as ADC, design and conduct the pilot project (if needed), develop the guidance document, and write the final pilot project report. NPCA and the Florida Department of Environmental Protection (FDEP) will oversee the project. The PSI non-paint uses subgroup will make a recommendation to the steering committee as to whether to conduct a pilot project based on compiled information from current users. The final report will determine if the use of LLP as ADC meets environmental requirements of landfill management (federal and state); the ability of this practice to reduce leftover latex paint management costs; its ability to reduce landfill operational expenses including equipment, labor, management, operational costs and any technical costs related to the use of leftover latex paint as ADC; and the potential use of this product nationally (e.g. locations and volume of paint that could be applied per year). There is potential to reduce LLP management costs as well as landfill/ADC costs and landfill volume. 2. Market development – Yes. Other landfills could adopt this practice. Protect human health and environment – Yes. Testing will document the health and environmental impacts of the practice. The practice will not be promoted if negative impacts are documented. 6. Viable for a subset of the nation’s landfills and can be done with a medium level of effort. 8. Learn something new- while many landfills are using, a guidance document with case studies will formalize the practice and encourage others to use.
